The Family YMCA of the Desert has been organized and rec ogn i :red as
a Branch of the Riverside YMCA and a member of the National Council
of YMCA' s since June 18 , 1970 .
A Board of Managers has been organI :ed from interested and concerned
people .
Part - t ime and volunteer staff have developed a series of youth and
family programs .
As of April 1 , 1979 , the Family YMCA has employed a Certified YMCA
I)i rec for to manage the YMCA as Lxec in ive Director .
Under- the authority of the Riverside I , the Family YMCA is qualified
to accept and spend monies , develop its ' Service Area , thus guiding its '
own future . The Family YMCA serves all of Riverside County , east of
Whitewater.
'' ''` While the Board of Managers and Staff have the freedom to develop
their own budget , remain responsible for their own finances and
programs , they have a world of expertise to draw from .
a . The Riverside YMCA ' s program staff and executive talents
are available For continual consultation and help .
b. The Management Services Center of the Pacific Regions YMCA ,
operating out of Los Angeles is available for counseling
and training . One of the reasons the YMCA has been
able to flourish for one hundred and thirty- five years is
due to its ' excellent training programs for both Board
and Staff members .
Our current status is such that we are ready to broaden our services
and to lay the groundwork for a comprehensive building complex to be
built in the geographic center of the Valley , in order to serve
families from Palm Springs to Indio and beyond . The site for
such a Center, could be located in 'Palm Desert.
PROGRAMS orrr
The YMCA serves the Whole Family ; all races , sexes and religions ; all
economic groups and is flexible in meeting the changing needs of the
Community .

It is the feeling of the Program Committee of the Family YMCA of the
Desert , that the following programs he developed in the Desert Area ,
1 . Parent- Child programs , which develop stronger family relationships
a . Father and Son ( Y- Indian Guides )
L . Father and Daughter ( Y- Indian Princesses )
c . Mother and Daughter ( Y - Indian Maidens )
d , Trail - blazers for older boys and their dads and girls and their
Mothers .
e . Development of a Mother and Son program
2 . Special Programs for delinquent and pre-delinquent boys , " National
Youth Program Using Mini - hikes " , Referrals accepted from Police
and other Agencies for a Mini -Bike Program , funded by the Honda
Corporation of Japan .
3 . Camping :
aa . Resident camping for youth . 85 young people from all parts of
the Valley , attended 1979 summer sessions .
b . Caravan trips for Jr . and Sr . high- school youth to scenic and
historical sites , conducted first trip during July 1979 .
c . Day Camp , activity weekly during summer .
d . Family camps .
4 . Physical Education Classes :
Now a . Men ' s and Women ' s graduated stress , flexibility and strength
testing .
b . Nutrition classes
c . Special Back exercise classes
d . Exercise classes for women
e . Cardio-respiratory exercise classes-family
f . Cardio- pulmonary Resuscitation classes
g . Swimming lessons
h . Pre- school movement education in swimming and exercises

FINANCLS
The YMCA finances its ' programs from two major
sources , gifts and donations made by interested
individuals , groups and/or Foundations and from
modest membership and class fees .
Membership fees are charged as a matter of
convenience for both the member and the YMCA.
Non-members are welcome at a- la-carte rates
which reflect program costs and insurance
fees .
It isimportant to the YMCA that those who
cannot afford membership or class fees , he
provided with a temporary free membership ,
or a subsidized fee . The YMCA feels that
wherever possible , those who cannot afford
the total fee , should pay some amount , even
though small. , for the benefits they receive .

PROPOSAL
The Board of Managers of the Family YMCA of the Desert , with regard
to the wide appeal of its ' programs to all ages of citizens of
Palm Desert , as well as the surrounding area , proposes that the City
of Palm Desert consider , either as a gift , or on a long term lease
to the YMCA, a suitable building site . In turn , the YMCA will con-
struct a multi -purpose building complex which will provide facilities
for varied programs that serve the whole family .
Such a building site would require no less than five acres and no
more than seven allowing for the primary complex , parking lots and
future expansion . Any portion of the site unused in primary
construction could. be maintained in a park atmosphere until needed
for development . The building complex could include office , meeting
rooms , gymnasium with jogging tract , weight room , pool , locker
rooms for men and women, racquet -ball and hand-hall courts , kitchen
and multipurpose room , informal activity center and tennis courts .
In the interest of good. management the Family YMCA would control
the use of the complex with portions of the building facilities
available to other organizations , depending on their needs and
building schedules .
Funds to construct the proposed building will he raised by the YMCA
Board of Managers and Y supporters , using time tested methods
developed by the National YMCA Council .
The Board of Managers of the Family YMCA of the Desert appreciates
this opportunity to present a proposal to the City of Palm Desert
and is grateful for the consideration shown .
The Y Board is hopeful that an association , such as the YMCA, can
join with a government agency to provide beneficial services to
all the citizens of our Valley Community .

SUMMARY
1 . The Youngs Mens Christian Association is the oldest and most
successful multi - service Human Care Association , is world-wide
in scope , and welcomes all into its ' membership and activities .
2 . The Family YMCA of the Desert is a recognized branch of the
Riverside YMCA , and the National Council of YMCA ' s , is authorized
to accept and spend monies , and to determine its ' own program ,
budget and future .
3 . The Family YMCA of the Desert employs a Certified Executive
Director , has a representative Board of Managers and is prepared
to offer varied programs for the entire family .
4 . The Family YMCA of the Desert is interested in service to the
citizens that live within the Coachella Valley . The YMCA realizes
that no single Organization can meet all the needs of all people .
However , the YMCA , is Family oriented and through its ' own
Broad Resources and cooperation and collaboration with other
Niv Organizations , believes , more people can be served and a larger
number of needs met , than is currently being accomplished by any
other Agancy .
5 . The Board of Managers of the Family YMCA of the Desert , believes
that to best serve the Coachella Valley , the future building site
should be located in the geographic center of the Valley .

Los Angeles YMCA :

of I, . A . Block Grant fund to refurbish the present building .
Soul u s i de Branch YMCA received $ 166 , 000 . from the City of
1, . A. , Block Grant Fend to purchase a building site .
East Valley YMCA received $80 , 000 . from the City of L .A . ,
Block Grant Fund for improvements to YMCA Swimming Pool .
San Diego YMCA :
5 of its 10 branches are on property leased from the
City of San Diego as well as a site leased for a future
branch in Mission Valley . The remuneration first required
by that City has been discontinued.
North Orange County YMCA :
Fullerton branch is on property leased from the (: its of
Fullerton . The Southwest Branch of North Orange County
is in an old school building leased from the Pullerton
School District .
Orange Family YMCA :
The City of Orange has contract with the YMCA to provide
Iwo
Services and Programs in the City ' s Senior Citizens Center.
The YMCA operates the fac i 1 i ty and provides all programming .
The City provides maintenance and $50 , 000 . for costs of
programming . Total Budget for the Center is $ 200 , 000 .
and employs 15 staff after only one year of operation .
San Bernardino YMCA :
The Uptown Family Branch and the Southwest Family Branch
are hotly on park property , leased from the City of
San Bernardino . Both at. $ 1 . 00 per year.
Santa Maria Family ly y"MCA :
They are building a $ 2 . 1 million facility on a 14 acre
site leased from Santa Barbara County for $ 25 . 00 per year .
San Francisco YMCA:
The Point Bonita outdoor center (in Golden Gate National
Recreation area) is on leased property from the National
Parks Service . Site includes former military building
and is used as a Conference Center and camp location for
use by all groups and organizations .
Please recognize that the above are but a few of a multitude of
instances throughout California , and indeed , the entire
United States where the needs of the communities are being
'r met by joint and mutually beneficial cooperative efforts
between the governmental bodies and the National YMCA
movement. Perhaps this is the time for our community to
take the step forward in the field of constructive
recreation .

This is to notify you that the City Council , at their meeting of August 9, 1979,
decided to hold in abeyance the hiring of consultant to design park sites until
the matter of financing flood control has been analyzed and determined.

Dear Jack,
Writing on behalf of the Parks and Recreation Commission I wish to
sincerely thank you for all you have done in the area of recreation
for Palm Desert. Also, the Commission wishes you and your family the
best of luck in any endeavor you decide to undertake in the future.
Your accomplishments have been many in the seven years of your
residence. As stated in The Desert Sun, as Director of the Christina
Sinatra Youth Center, you were responsible for "turning its image
from being only for problem kids to being for the whole community. "
I would like to add that, at the same time, you never lost sight of
the needs of the problem child. You accomplished this seemingly
impossible task by vastly expanding the Center's activities and by
providing strong, positive role models our youths are able to love
and respect.
Jack, your accomplishments go beyond the Center. By bringing in the
American Youth Soccer Organization and by developing league sports
you have assisted in the creation of a total recreation program for
Palm Desert. You have, as well , been extremely active in the Desert
Evangelical Church and Palm Desert Optimist.
Every parent and child will agree with me when I say that you have
touched our hearts and lives. Your contributions have led to the
betterment of our lives. We truly appreciate all you have done.
