Recommendation
That the Oversight Board waive further reading and adopt a Resolution No.
OB - 084 receiving and filing the Executive Director's summary of executed
contracts for routine maintenance and emergency maintenance services performed
in May and June 2014 for obligations listed on the Recognized Obligation Payment
Schedule (ROPS).
Background
On June 4, 2012, the Oversight Board authorized the Executive Director to execute contracts
under $5,000 for routine maintenance, recurring services, and emergency maintenance services
required to maintain the Successor Agency properties until disposition. On February 4, 2013,
the Oversight Board of the Successor Agency to the Palm Desert Redevelopment Agency
(Oversight Board) approved the 2013/2014B ROPS which lists routine maintenance services on
Successor Agency properties as an obligation for January 1, 2014 through June 30, 2014.
Below is a summary of the contracts executed by the Executive Director in the months of May
and June 2014 for maintenance services on Successor Agency properties:

A RESOLUTION OF THE OVERSIGHT BOARD OF DIRECTORS FOR
THE SUCCESSOR AGENCY TO THE PALM DESERT
REDEVELOPMENT AGENCY RECEIVING AND FILING THE
EXECUTIVE DIRECTOR'S EXECUTED CONTRACTS FOR MAY AND
JUNE 2014, FOR ROUTINE MAINTENANCE AND EMERGENCY
MAINTENANCE SERVICES FOR OBLIGATIONS LISTED ON THE
RECOGNIZED OBLIGATION PAYMENT SCHEDULE (ROPS)
RECITALS:
A. Pursuant to Health and Safety Code Section 34179(3), all actions taken by
the Oversight Board for Successor Agency to the Palm Desert Redevelopment Agency
(Oversight Board) shall be adopted by resolution.
There has been presented to this Oversight Board for approval to receive and file
the Executive Director's summary of executed contracts for routine maintenance and
emergency maintenance services for obligations listed on the Recognized Obligation
Payment Schedule (ROPS).
NOW, THEREFORE, THE OVERSIGHT BOARD FOR THE SUCCESSOR
AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY HEREBY FINDS,
DETERMINES, RESOLVES, AND ORDERS AS FOLLOWS:
Section 1. The above recitals are true and correct and are a substantive part
of this Resolution.
Section 2. The Oversight Board hereby adopts Resolution No. OB - 084
receiving and filing the Executive Director's summary of executed contracts for routine
maintenance and emergency maintenance services for obligations listed on the
Recognized Obligation Payment Schedule (ROPS) 2013/2014B.
Section 3. The staff of the Successor Agency is hereby directed to provide the
State Department of Finance ("DOF") written notice and information regarding the action
taken by the Oversight Board in Section 2 of this Resolution. Such notice and
information shall be provided by electronic means and in a manner of DOF's choosing.
Section 4. The officers of the Oversight Board and staff of the Successor
Agency are hereby authorized and directed, jointly and severally, to do any and all

Subject: 43-845 Portola Avenue Door Board Ups
On June 4, 2012, the Oversight Board authorized the Executive Director to approve
contracts up to $5,000, for maintenance or emergency services on Successor Agency
properties. The Successor Agency maintains three vacant single family homes located
on the west side of Portola Avenue, north of Fred Waring Drive. Recently staff was
informed that two of the doors at 43-845 Portola Avenue were compromised, which led
to trespassing.
The site has been secured and with you approval, staff will pay Desert Master Builders
in the amount of $250.00 for the work completed to secure the two doors using
plywood. The proposed expenditures are eligible to be paid out of the approved
Recognized Obligation Payment Schedule, line item 43, Project Area 1. If you have any

properties. The Successor Agency owns a vacant single-family home/tri-plex located at
73-697 Santa Rosa Way. As part of the Citywide palm tree pruning contract, 5 palm
trees located on this property were included in the contract awarded to Andy's
Landscape & Tree Service, Inc.
The cost to prune the 5 palm trees is $92.00 ($18.40/tree). With you approval, staff will
utilize property maintenance funds available in the Recognized Obligation Payment
Schedule, line item 43, Project Area 1. If you have any questions, please contact me at

By Minute Motion, the City Council and the Housing Authority Board:
1. Award Contract No. C33290 for the 2014 Citywide Palm Tree Pruning
Program to Andy's Landscape & Tree Service, Inc., of Palm Desert,
Califomia, in the total amount of $67,008.80 (City $59,947.20 and Housing
Authority $7,061.60);
2. Authorize the Director of Finance to set aside an additional 10% contingency
in the total amount of $6,700.88 (City $5,994.72 and Housing Authority
$706.16); and
3. Authorize the Mayor/Chairman to execute the agreement.
Funds are available for the portion of the contract relative to the City and Assessment
Districts in Parks and Recreation Accounts 110-4610-453-3320, 110-4611-453-3320, 110-
4610-453-3371, Repair/Maintenance Medians Account 110-4614-453-3370, and Assessment
District Fund 200 accounts; and for the Housing Authority, funds are set aside in the 2013-14
and proposed 2014-15 Housing Authority operating budgets.
Commission Recommendation
The Housing Commission reviewed the recommendation at its regular meeting of March 12,
2014. Staff will provide a verbal report upon request.

Background
This year's Citywide Palm Tree Pruning Program includes both the City of Palm Desert and
Housing Authority properties. The subject program was advertised in the local media
requesting sealed bids. On Monday, March 10, 2014, at 10:00 a.m., sealed bids were
opened and read aloud, with the following bids received:
