Recommendation
That the Oversight Board waive further reading and adopt a Resolution No.
OB -070 receiving and filing the Executive Director's summary of executed
contracts for routine maintenance and emergency maintenance services performed
in January, February, March and April 2014 for obligations listed on the
Recognized Obligation Payment Schedule (ROPS).
Background
On June 4, 2012, the Oversight Board authorized the Executive Director to execute contracts
under $5,000 for routine maintenance, recurring services, and emergency maintenance services
required to maintain the Successor Agency properties until disposition. On February 4, 2013,
the Oversight Board of the Successor Agency to the Palm Desert Redevelopment Agency
(Oversight Board) approved the 2013/2014B ROPS which lists routine maintenance services on
Successor Agency properties as an obligation for January 1, 2014 through June 30, 2014.
Below is a summary of the contracts executed by the Executive Director in the months of
January, February, March and April 2014 for maintenance services on Successor Agency
properties:

A RESOLUTION OF THE OVERSIGHT BOARD OF DIRECTORS FOR
THE SUCCESSOR AGENCY TO THE PALM DESERT
REDEVELOPMENT AGENCY RECEIVING AND FILING THE
EXECUTIVE DIRECTOR'S EXECUTED CONTRACTS FOR JANUARY,
FEBRUARY, MARCH AND APRIL 2014, FOR ROUTINE
MAINTENANCE AND EMERGENCY MAINTENANCE SERVICES FOR
OBLIGATIONS LISTED ON THE RECOGNIZED OBLIGATION
PAYMENT SCHEDULE (ROPS)
RECITALS:
A. Pursuant to Health and Safety Code Section 34179(3), all actions taken by
the Oversight Board for Successor Agency to the Palm Desert Redevelopment Agency
(Oversight Board) shall be adopted by resolution.
There has been presented to this Oversight Board for approval to receive and file
the Executive Director's summary of executed contracts for routine maintenance and
emergency maintenance services for obligations listed on the Recognized Obligation
Payment Schedule (ROPS).
NOW, THEREFORE, THE OVERSIGHT BOARD FOR THE SUCCESSOR
AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY HEREBY FINDS,
DETERMINES, RESOLVES, AND ORDERS AS FOLLOWS:
Section 1. The above recitals are true and correct and are a substantive part
of this Resolution.
Section 2. The Oversight Board hereby adopts Resolution No. OB-070
receiving and filing the Executive Director's summary of executed contracts for routine
maintenance and emergency maintenance services for obligations listed on the
Recognized Obligation Payment Schedule (ROPS) 2013/2014B.
Section 3. The staff of the Successor Agency is hereby directed to provide the
State Department of Finance ("DOF") written notice and information regarding the action
taken by the Oversight Board in Section 2 of this Resolution. Such notice and
information shall be provided by electronic means and in a manner of DOF's choosing.
Section 4. The officers of the Oversight Board and staff of the Successor
Agency are hereby authorized and directed, jointly and severally, to do any and all

Subject: Successor Agency Property Maintenance (Adobe Villas)
In June 2012, the Oversight Board authorized the Executive Director to approve
contracts up to $5,000, for routine maintenance or emergency services on Successor
Agency properties.
Staff was notified on December 19, 2013 there was a leak outside Unit #2 that needed
repair. Water was shut off due to the amount of water that was leaking. Staff
authorized the emergency repair in order to fix the leak and get the water back on in a
timely manner. With your approval, staff will pay Valley Plumbing in the amount of
$430.48 for the repair. This expenditure will be charged to Account No. 703-4627-466-
4001, ROPS, Project Area 1, line 43.

Subject: Desert Willow Lot Pad E (Successor Agency Property)
Desert Willow's Lot Pad E is under contract with Marriott Desert Springs to use for
employee over -flow parking. Staff coordinates the dates of use with Marriott as needed.
Periodically there are vehicles and semi -truck trailers that are left overnight without
permission. Staff would like to facilitate improvements to the site that will help us
secure the property and prevent illegal parking.
Staff has coordinated with Public Works to secure the estimate to install no parking
signs, sand fencing to block driveways, a chain and posts and minor grading
improvements to restrict access to the site. The attached map illustrates the location of
the proposed improvements. Public Works staff can install the improvements with a
total cost of under $2,800.00 (see attached cost breakdown).
Funds for the work are available in ROPS 2013/2014B. If you have any questions,

The Successor Agency owns the existing 12-unit apartment complex located at 45-330
Ocotillo Street and is currently un-occupied. The property has a pool that has been
drained and fenced off.
Even though the pool is drained and not in use, the County of Riverside, Department of
Environmental Health requires a current pool permit until the pool is deconstructed.
The cost of the permit is $336.00 and will expire February 28, 201.. With your approval
we will issue payment to the County for the permit.
If approved, this expenditure will be charged to Account No. 703-4627-466-4001 and
the City may receive reimbursement for this expenditure from the ROPS, Project Area
1, line 43.

Subject: 45-350 Larkspur (Successor Agency Property)
On February 10, 2014, our Code Compliance Department issued an Abatement Notice
to cleanup weeds, trash, concrete, debris and removal of a dead plant on the Successor
Agency owned property located at 45-350 Larkspur (see attachment). To address this
concern a proposal from Horizon Landscape in the amount of $350 was received to
perform the necessary cleanup. Funds for the work are available in ROPS 2013/2014B.

DESCRIPTION
Remove, weeds, debris, trash, concrete and a dead plant from City vacant lot.
NOTICE: Any work not described above is considered 'unauthorized work" and shall require
additional approval from the City of Palm Desert.
The contractor agrees to indemnify the City from losses, damages, or legal costs and expenses that are caused by
the contractor, its employees or subcontractors in performing all services under this agreement For all work
performed as stated in this work order, the contractor shall be covered at its sole cost and expense, by Commercial
General Liability Insurance of not Tess than $1,000,000 that is primary, and shall have the City of Palm Desert added
as an additional insured. If the contractor has employees and business owned vehicles, Worker's Compensation
Insurance and Business Automobile Insurance are also required. If any work is subcontracted, the contractor agrees
to be fully responsible for any losses or claims resulting from their subcontractor's work, or ensure that their
subcontractor has insurance coverage as required above.

Successor Agency Property Maintenance (Alessandro Alley)
In June 2012, the Oversight Board authorized the Executive Director to approve
contracts up to $5,000, for routine maintenance or emergency services on Successor
Agency properties. Staff recently become aware of required maintenance on two
properties owned by the Successor Agency (see attached photographs).
Below is a list of the individual properties and the cost to clean up the rear yards. Garza
Landscaping, Inc. has submitted a proposal listing each property (see attached) and is a
licensed and insured vendor. The proposed expenditures for 43845 and 43895 Portola
Avenue are eligible to be paid out of the approved Recognized Obligation Payment
Schedule, line item 43, Project Area 1. 43878 Portola Avenue is a City owned property
and will be paid out of Account 400-4438-433-4001.

have been compromised. In addition, staff requested proposals to install chain -link
fencing/green screen across the west driveway to prevent access and dumping in the
rear of the property (see attached map). Desert Master Builders submitted a bid in the
amount of $2,400.00.
Staff recently became aware that the water meter serving the building, the interior
landscaping planters and existing parking lot palm trees is turned off. Landscape
Department staff reviewed this issue and determined connecting the interior
landscaping to the perimeter landscaping meter is unfeasible. To address the potential
hazard of having un-watered palm trees, Liberty Landscaping provided a proposal to
remove 8 palm trees at a cost of $2,450.00. The Landscape Department reviewed the
proposal and the cost is within industry standard. These expenditures can be charged
to Account No. 703-4495-499-4001, ROPS, Project Area 1, line 43.
