ADMINISTRATIVE CONFERENCE ROOM- PALM DESERT CIVIC CENTER 73-510 FRED WARING DRIVE, PALM DESERT, CALIFORNIA 92260 This Oversight Board has been created pursuant to§34161 through 34190 of the Health and Safety Code for the sole purpose of overseeing the actions of the Successor Agency to the Palm Desert Redevelopment Agency. In accordance with Health and Safety Code§ 34179(h), all Oversight Board actions shall not be effective for five (5) business days, pending a request for review by the State Department of Finance ("Department"). In the event that the Department requests a review of a given Oversight Board action, it shall have 40 days from the date of its request to approve the Oversight Board action or return it to the Oversight Board for reconsideration, and such Oversight Board action shall not be effective until approved by the Department. In the event that the Department returns the Oversight Board action to the Oversight Board for reconsideration, the Oversight Board shall resubmit the modified action for Department approval,and the modified Oversight Board action shall not become effective until approved by the Department. Reports and documents relating to each of the following items listed on the agenda, including those received following posting/distribution, are on file in the Office of the Secretary to the Successor Agency to the Palm Desert Redevelopment Agency/Palm Desert City Clerk and are available for public inspection during normal business hours, Monday - Friday, 8:00 a.m. - 5:00 p.m., 73510 Fred Waring Drive, Palm Desert, CA 92260, telephone (760) 346-0611. Please contact the Office of the Secretary of the Successor Agency to the Palm Desert Redevelopment Agency, 73510 Fred Waring Drive, Palm Desert, CA 92260, (760) 346-0611, for assistance with access to any of the Agenda, Materials, or participation at the meeting. Any person wishing to discuss any item not on the agenda may address the Oversight Board of the Successor Agency to the Palm Desert Redevelopment Agency at this point by giving his/her name and address for the record. Remarks shall be limited to a maximum of three (3) minutes unless the Oversight Board authorizes additional time. B. This is the time and place for any person who wishes to comment on agenda items. It should be noted that at the Oversight Board of the Successor Agency to the Palm Desert Redevelopment Agency's discretion, these comments may be deferred until such time on the agenda as the item is discussed. Rec: Waive further reading and adopt Resolution No. OB - 120, approving Minutes of the February 23, 2015, Adjourned Regular Meeting of the Oversight Board of the Successor Agency to the Palm Desert Redevelopment Agency. Action: V. NEW BUSINESS A. ACTIONS/MINUTES OF THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY. Rec: Waive further reading and adopt Resolution No. OB - 121, receiving and filing Minutes of the Successor Agency to the Palm Desert Redevelopment Agency Meetings of January 22, February 12, and February 26, 2015. Action: B. REPORT ON THE EXECUTIVE DIRECTOR'S EXECUTED CONTRACTS FOR MARCH 2015 FOR ROUTINE MAINTENANCE SERVICES FOR AGENCY PROPERTIES PER OBLIGATIONS LISTED ON THE RECOGNIZED OBLIGATION PAYMENT SCHEDULE. Rec: Waive further reading and adopt Resolution No. OB - 122, receiving and filing the report on the Executive Director's Summary of Executed Contracts for March 2015 for Routine Maintenance and Emergency Maintenance Services for Agency Properties per obligations listed on the Recognized Obligation Payment Schedule (ROPS). Action 2 POSTED AGENDA APRIL 6, 2015 REGULAR MEETING OF THE OVERSIGHT BOARD OF THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY C. REQUEST FOR APPROVAL OF A PURCHASE AND SALE AGREEMENT BETWEEN THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY AND DESERT EQUITY GROUP, LLC, FOR THE PROPERTY KNOWN AS DESERT WILLOW LOT PAD G (APNs 620-430-024 and 620-430-025) LOCATED ON THE NORTH SIDE OF COUNTRY CLUB DRIVE, EAST OF PORTOLAAVENUE, PROPERTY NO. 12(g) OF THE APPROVED LONG-RANGE PROPERTY MANAGEMENT PLAN (CONTRACT NO. SA34300). Rec: Waive further reading and adopt Resolution No. OB - 123, authorizing the execution of a Purchase and Sale Agreement between the Successor Agency to the Palm Desert Redevelopment Agency and Desert Equity Group, LLC, in the amount of $2,800,000 (appraised value) for property located on the north side of Country Club Drive, east of Portola Avenue (APNs 620-430-024 and 620-430-025), Palm Desert, California, also known as Property No. 12(g) of the approved Long-range Property Management Plan.
