Proposal
Recommendation
That the Oversight Board waive further reading and adopt a Resolution No.
OB -126 approving the extension of a contract with American Fence
Company for temporary fencing located along the Alessandro West
Corridor, APN's 627-071-067 through 071, 627-074-014 and 627-092-043,
properties 1(a) through 1(g) as listed on the Long Range Property
Management Plan (LRPMP) and on the Recognized Obligation Payment
Schedule (ROPS).
Background
In April of 2012, the former Redevelopment Agency entered into an annual lease
agreement with American Fence Company, Inc. to install approximately 780' of
temporary fencing and wind screening located along Alessandro Alley. The annual
lease is up for renewal and the charges for the fencing rental remain the same as the
previous year at $1,293.60.
The temporary fencing is required to secure various Successor Agency owned parcels
and to prevent vehicles from driving through the vacant lots from the Alessandro Alley.
Eliminating vehicular access eliminates dust, (PM-10) violations and reduces safety
concerns from vehicles crossing over into the adjacent residential areas

In June of 2012, the Oversight Board authorized the Executive Director to approve
contracts up to $5,000, for routine maintenance or emergency services on Successor
Agency properties. The approved contracts were brought back to the Oversight Board
as informational items on a monthly basis. In a recent review of these types of monthly
service contracts by the State Department of Finance (DOF), the DOF issued written
correspondence indicating that all future maintenance and emergency contracts will
require approval by the Oversight Board and DOF prior to performing the work.
Therefore, we are bringing forward this contract for your approval. Staff recommends
that the Oversight Board approve the extension of the yearly contract with American
Fence Company, Inc. in the amount of $1,293.60 to secure the Successor Agency
owned properties.
Fiscal Analysis
There is no fiscal impact as all items associated with this action are listed on the ROPS.

THE SUCCESSOR AGENCY TO THE PALM DESERT
REDEVELOPMENT AGENCY REQUEST APPROVAL TO EXTEND
CONTRACT FOR TEMPORARY FENCING TO SECURE SUCCESSOR
AGENCY PARCELS LOCATED ALONG THE ALESSANDRO WEST
CORRIDOR, APN's 627-071-067 THROUGH 071, 627-074-014 AND
627-092-043, PROPERTIES 1(a) THROUGH 1(g) AS LISTED ON THE

THE RECOGNIZED OBLIGATION PAYMENT SCHEDULE (ROPS)
RECITALS:
A. Pursuant to Health and Safety Code Section 34179(3), all actions taken by
the Oversight Board for Successor Agency to the Palm Desert Redevelopment Agency
(Oversight Board) shall be adopted by resolution.
There has been presented to this Oversight Board for approval the extension of a
contract with American Fence Company for temporary fencing located along the
Alessandro West Corridor, APN's 627-071-067 through 071, 627-074-014 and 627-092-
043, properties 1(a) through 1(g) as listed on the Long Range Property Management
Plan (LRPMP) and on the Recognized Obligation Payment Schedule (ROPS).
NOW, THEREFORE, THE OVERSIGHT BOARD FOR THE SUCCESSOR
AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY HEREBY FINDS,
DETERMINES, RESOLVES, AND ORDERS AS FOLLOWS:
Section 1. The above recitals are true and correct and are a substantive part
of this Resolution.
Section 2. The Oversight Board hereby adopts Resolution No. OB - 126
approving the extension of a contract with American Fence Company for temporary
fencing located along the Alessandro West Corridor, APN's 627-071-067 through 071,
627-074-014 and 627-092-043, properties 1(a) through 1(g) as listed on the Long
Range Property Management Plan (LRPMP) and on the Recognized Obligation
Payment Schedule (ROPS). 2014/2015B.
Section 3. The staff of the Successor Agency is hereby directed to provide the
State Department of Finance ("DOF") written notice and information regarding the action
taken by the Oversight Board in Section 2 of this Resolution. Such notice and
information shall be provided by electronic means and in a manner of DOF's choosing.
Section 4. The officers of the Oversight Board and staff of the Successor
Agency are hereby authorized and directed, jointly and severally, to do any and all

Subject: Approval of Oversight Board Action
The City of Palm Desert Successor Agency (Agency) notified the California Department of
Finance (Finance) of its April 6, 2015 Oversight Board (OB) Resolution on April 9, 2015.
Pursuant to Health and Safety Code (HSC) section 34179 (h), Finance has completed its review
of the OB action.
Based on our review and application of the law, OB Resolution No. 122, receiving and filing the
Executive Director's executed routine and emergency maintenance contracts for March 2015 for
obligations listed on the Recognized Obligation Payment Schedule 14-15B, is approved.
In the future, the Agency should submit all contracts/agreements for any services for review to
the OB prior to execution. The OB actions authorizing the contracts/agreements will
subsequently be reviewed by Finance.
