Subject: Election of Oversight Board Vice Chair
With the resignation of former Redevelopment Agency/City of Palm Desert Employee
Heather Buck in August 2017, the Oversight Board also lost its Vice Chair. Subsequent
to Ms. Buck's resignation, former Redevelopment Agency Employee/City of Palm Desert
Economic Development Technician Robin McCormick was appointed to the Oversight
Board at the City Council's regular meeting of September 28, 2017.
At this time, staff respectfully requests the Oversight Board elect a Vice Chair to fill the
vacancy in that office to serve and preside at the meetings when the Chair is unavailable.
For your reference, attached are Minutes of the Oversight Board Meeting of April 4, 2016,
when Ms. Buck was elected Vice Chair. Additionally, the City Council Staff Report from
September 28, 2017, appointing Ms. McCormick to the Board, is included here for
reference,which also provides relevant background about make-up of the entire Oversight
Board.
Staff stands ready to answer any questions you may have about this request and to

TECHNICIAN, TO THE OVERSIGHT BOARD OF THE SUCCESSOR
AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY

Recommendation
By Minute Motion that the City Council:
Appoint Robin McCormick, Economic Development Technician, to the Oversight Board of
the Successor Agency to the Palm Desert Redevelopment Agency as the City's former
redevelopment agency employee appointment.
Background
On February 2, 2012, the approval of Assembly Bill X1-26 Community Redevelopment
eliminated all redevelopment agencies in the State of California. Pursuant to this
legislation, the Successor Agency to the Palm Desert Redevelopment Agency (Successor
Agency) was formed to address the on-going dissolution matters of the former
redevelopment agency, including payment of Successor Agency obligations, refunding of
outstanding bonds, and disposition of all assets and properties of the former redevelopment
agency.
In addition to the Successor Agency formation, the legislation required the formation of an
Oversight Board to each Successor Agency composed of seven members:
1. One member appointed by the County Board of Supervisors (Riverside County
Economic Development Agency-Ana Rodriguez)
2. One member appointed by the Mayor for the City that formed the Redevelopment
Agency (former City of Palm Desert Mayor Robert Spiegel)

3. One member appointed by the largest special district, by property tax share, with
territory in the territorial jurisdiction of the former redevelopment agency, which is of the
type of special district eligible to receive property tax revenues (Coachella Valley Water
District—Anthony Bianco)
4. One member appointed by the County Superintendent of Education (Desert Sands
Unified School District—Wendy Jonathan)
5. One member appointed by the Chancellor of the California Community Colleges
(College of the Desert—Aurora Wilson)
6. One member of the public appointed by the County Board of Supervisors (Ken
Stendell)
7. One member representing the employees of the former redevelopment agency
appointed by the Mayor, from the recognized employee organization representing the
largest number of former redevelopment agency employees employed by the
Successor Agency at that time (formerly Heather Buck, Project Administrator).
With the recent departure of Heather Buck from City employment, this leaves a board
vacancy responsible for representing the City. Successor Agency staff and the City
Manager have reviewed the legislation and identified the eligible candidates to fulfil the
former redevelopment staff member appointment. It is staffs recommendation that the
Mayor appoint Robin McCormick, Economic Development Technician, to fill the Oversight
Board vacancy left by Heather Buck.

IV. APPROVAL OF MINUTES
A. MINUTES of the January 25, 2016, Adjourned Regular Meeting of the Oversight
Board of the Successor Agency to the Palm Desert Redevelopment Agency.
Member Jonathan moved to waive further reading and adopt Resolution No. OB - 143,
approving Minutes of the January 25, 2016, Adjourned Regular Meeting of the Oversight Board
of the Successor Agency to the Palm Desert Redevelopment Agency. Motion was seconded
by Member Pack and carried by a 4-0-1 vote (AYES: Jonathan, Pack, Rodriguez, and Spiegel;
NOES: None; ABSTAINING: Buck; ABSENT: Kinnamon).
V. NEW BUSINESS
A. ACTIONS/MINUTES OF THE SUCCESSOR AGENCY TO THE PALM DESERT
REDEVELOPMENT AGENCY.
Member Buck moved to waive further reading and adopt Resolution No. OB - 144,
receiving and filing Minutes of the Successor Agency to the Palm Desert Redevelopment Agency
Meetings of December 10, 2015; January 14, January 28, February 11, and February 25, 2016. ono
Motion was seconded by Member Pack and carried by 5-0 vote (AYES: Buck, Jonathan, Pack,
Rodriguez, and Spiegel; NOES: None; ABSENT: Kinnamon). ,,,,,,
With Oversight Board concurrence, Item C was considered before Item B.
B. ELECTION OF OVERSIGHT BOARD MEMBER TO THE OFFICE OF VICE

CHAIR.
Chair Spiegel felt it would be advantageous to have someone from the City, who
is present every day at City Hall, to be Vice Chair of the Oversight Board.
Chair Spiegel nominated Member Heather Buck to the Office of Vice Chair of the
Oversight Board of the Successor Agency to the Palm Desert Redevelopment Agency. Motion
was seconded by Member Pack and carried by 5-0 vote (AYES: Buck, Jonathan, Pack,
Rodriguez, and Spiegel; NOES: None; ABSENT: Kinnamon)
C. REQUEST FOR APPROVAL OF A PURCHASE AND SALE AGREEMENT TO
SELL ONE (1) ACRE OF THE SUCCESSOR AGENCY'S PROPERTY 12(G)
LOCATED ON THE NORTH SIDE OF COUNTRY CLUB DRIVE, EAST OF
PORTOLA AVENUE (APNs 620-430-024, -025) TO THE CITY OF
PALM DESERT (CONTRACT NO. SA35150).
Staff reviewed the printed report provided with the agenda packets and answered
questions. Additionally, staff handed out a complete Exhibit"A"for the Purchase "'
