I`:VOCATION. :?onsignor Cook of Sacred Heart Church gave the Invocation. III. PLEDGE OF ALLEGIANCE. Councilman Brush led the Pledge of Allegiance. IV. ROLL CALL PRESENT: Councilman CHUCT: ASTON; Councilwoman JEAN BENSON; Councilman NOEL BRUSI-'_; Councilman JAMES McP UERSON; and MAYOR CLARK ABSENT: None Others Present: City Manager - E. R. Asmus Deputy City Attorney - John Anderholt V. APPROVAL OF MINUTES Minutes of the regular meeting of November 26, 1973 and the special meeting of December 10, 1973 were approve? as submitted. Minutes of the regular meeting of December 13, 1972 were approved as amended, with Councilman Brush to act as liaison with the Chamber of Commerce for developing a City seal, in lieu of Councilman Aston. VI. SUBMISSION OF CLAIMS A. RESOLUTION NO. 73-21 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT APPROVING CLAIMS AGAINST THE CITY Claims in the amount of $3,721.31 were presentee for approval. Moved by Councilman Aston, seconded by Councilman Brush and unanimously carried that these claims be paid. VII. AWARDS AND PRESENTATIONS: None VIII. SCIIEDULED MATTERS: None IX. ORDII;ANCT; NO. 17 - AN ORDINANCE OF THE CITY COUNCIL CF THE CITY OF PALM DESERT CREATING AND ESTABLISHING IIE OFFICT OF CITY nA'1ACER, DEFINING THE DUTIES AND POWERS TFERflOF AND PROVIDING COMPT'NSATION TIIERFOR. h> Council discussed this Ordinance section by section. = Clark moved and Councilman Aston seconded that the 4/5 =or the removal of the City Manager be retained and month maximum be placed on the severance pay. Darr red by the following vote: Councilman Aston; Councilwoman Benson; Mayor Clark ::CAS: Councilman Brush; Councilman McPherson Balance of the Ordinance was revie'7ec' . Councilman Aston moved that further reading be waived and passed to second reading as modified. Motion seconded by Councilman McPherson and unanimously carried. XI. NEW BUSINESS A. Report and Recommendations re Master Plan Study and Citizens' Advisory Committee City Manager Asmus presented a detailed report and recommended that the City Council authorize the employ- ment of a part-time employee to bring current the land use inventory map of the City and allocate a sum not to exceed $500.00 for this purpose; that a Resolution creating a Citizens' Advisory Committee be adopted; and that the City Manager be authorized to solicit proposals from consultants for developing a master plan. Councilman Brush moved, Councilman Aston seconded that the sum of $500.00 be allocated to bring current the land use inventory map of the City. Motion carried unanimously. RESOLUTION NO. 73-22 - A RESOLUTION OF THE CITY OF PALM DESERT, CALIFORNIA, ESTABLISHING A PALM DESERT CITIZENS' ADVISORY COMMITTEE Councilman McPherson moved, Councilwoman Benson seconded that further reading be waived and that Resolution No. 73-22 he adopted. Motion carried by the following vote: AYES: Councilman Aston; Councilwoman Benson; Councilman Brush; Councilman McPherson; Mayor Clark NOES: None C. RESOLUTION NO. 73-23 - A RESOLUTION OF THE CITY OF PALM DESFRT, CREATING A PETTY CASH FUND UNDER THE SUPERVISION AND CONTROL OF THE CITY MANAGER Councilman McPherson moved, Councilwoman Benson seconded that further reading be waived and that Resolu_ion No. 73-23 be adopted. County of Riverside Resolution No. 73-362 changing Carriage Trail to Portola Avenue By common consent matter was received R. Letter from County Parks Department Moved by Councilman Aston, seconded by Councilman McPherson that the County Parks and Recreation Department be notified that suggested formula generally meets with approval. Motion unanimously carried. and filed. C. Application of Skvview Limousine Service, Inc. to use 11-passenger vehicle. By common consent matter was received D. Signators to City Warrants Councilman Brush moved, Councilman McPherson seconded that Councilwoman Benson be appointed to sub- stitute for City Treasurer in his absence. Motion unanimously carried. E. Palm Desert Junior Women's Club - Special temporary permit to provide Bob IIope Desert Classic banners Councilman Aston moved, Councilman Brush seconded that this request be approved. Motion unanimously carried. XI I I . REPORTS & REMARKS Councilman McPherson recommended a letter of thanks be sent to the Fire Department for their fast response to a local fire on the night of December 26, 1973. Councilman Brush suggested a letter of commendation be sent to the Teenage Center for the help provided by the youn ;,i=- ing this same fire. 3 12/27/73 ,�y Councilw=an Benson inquired as to burning Councilman Brush suggested that more time be se: =s_ = for study sessions. City Manager will contact the Cc Planning Department to set up a system to factl4- members receiving plans in advance of Cor:'i ss=_n -entings. XTV. ADJOURNMENT Councilman Brush moved, seconded by Councilman Aston that the Council adjourn to executive session to discuss appointments to the Citizens' Advisory Committee. Motion carried and meeting adjourned at 8 : 4• 0 P.M. The meeting of the Palm Desert City Council was reconvened by Mayor Clark on December 27, 1973 at 9:50 P.M. Councilman Aston moved, seconded by Councilman Brush that the meeting be adjourned to January 2, 1974 at 7 : 00 P.M. at Palm Desert Middle School.
