R. Asmus - City Manager City Manager Asmus reported to the Council the problems the City was experiencing in getting planning information from County Planning. IIe indicated due to lack in County staff primarily, the level of service that could be provided would not satisfy the City Council. Councilman Brush entered the meeting at 7:07 P.M. Discussion followed relative to alternative Treasures that might be considered to improve the procedures, including the employment of City staff to handle the planning function. The need for additional office space was discussed if a planning staff was added. Mayor Clark recommended that Councilman Aston be appointed to investigate a lease option agreement on the Southwest Galleries building and at the same time investi- gate other alternatives for office space on a short term basis. City Manager Asmus indicated there is always the possibility of having a building built under a lease option arrangement that would serve the city's needs for 3 to 5 years and then sell it when and if larger facilities arc needed. He advised the Council not to acquire just any building for a City Hall because in too many cases they just are not functional as a City Hall. Upon Mayor Clark's suggestion, it was moved by Councilman McPherson, seconded by Councilman Aston and unanimously carried that Councilman Aston investigate other alternatives to solve space needs of the City by June 1974 or earlier and report to the Council by the end of January.
