CALL TO ORDER The Adjourned meeting of the Palm Desert City Council was called to order at 8:05 P.M. by Mayor Clark at the Palm Desert Middle School. II. ROLL CALL Present: Councilman CHUCK ASTON; Councilwoman JEAN BENSON; Councilman NOEL BRUSH; Councilman JIM McPHERSON; Mayor HENRY CLARK Absent: None Others Present: City Manager - Harvey L. Hurlburt Dir. of Environmental Services - Paul Williams III. CONSENT CALENDAR A. Written Communications 1. Coachella Valley Coordinating Council of Community Services ltr dtd 6/14/74 re implementing more and better quality housing for all segments of the community Action: Held over by Councilman Brush for discussion under item VI. 2. Southern California Edison Company Notice of Filing Application for Rate Increase Action: Received and filed ACTION: Councilman Brush moved, Councilman Aston seconded that the remaining item on the Consent Calendar be approved. Motion carried unanimously. IV. ORDINANCES A. For Introduction 1. ORDINANCE NO. 42 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, REPEALING ORDINANCE NO. 4 AND ESTABLISHING A PLANNING COMMISSION AS THE CITY PLANNING AGENCY Councilman McPherson moved, Councilman Aston seconded that further reading be waived and that Ordinance No. 42 be passed to second reading. Motion carried unanimously. 2 ORDINANCE NO. 43 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, AMENDING THE ORDINANCE CODE TO ESTABLISH AN ARCHITECTURAL REVIEW PROCESS AND BOARD, REPEALING ORDINANCE NO. 12 AND 33, AND REPEALING SECTION 18.30 OF THE ZONING ORDINANCE Councilman Brush asked that the first reading of this Ordinance be held over until July 11, 1974. Councilman Aston moved, Councilwoman Benson seconded that Ordinance 43 be held over for first reading until July 11, 1974. Motion carried unanimously. 3. ORDINANCE NO. 44 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, EXTENDING ORDINANCE NO. 23 RESTRICTING DEVELOPMENT (Urgency Ordinance) The Mayor opened the hearing. There were no proponents nor opponents. The Mayor closed thehearing. Councilwoman Benson moved, Councilman Aston seconded that further reading be waived and that Ordinance No. 44 be adopted as an urgency ordinance. Motion carried unanimously. VI. CONSENT ITEMS HELD OVER A. Written Communications 1. Coachella Valley Coordinating Council of Community Services ltr dtd 6/14/74 re implementing more and better quality housing for all segments of the community Councilman Brush said he thought this was a matter under the jurisdiction of CVAG instead of the individual city, and should be referred to that office. Councilman Brush moved, Councilman Aston seconded that this item be referred to staff for appropriate reply and referral to CVAG. VII. ORAL COMMUNICATIONS - None VIII. REPORTS & REMARKS A. City Manager - Mr. Hurlburt called attention to the press releases he had distributed to the Council for their information. B. City Attorney - None C. Mayor & City Council - None IX. ADJOURNMENT Meeting adjourned at 8:20 P.M. to Executive Session for the purpose of discussing legal and manpower matters in relation to the Planning Commission.
