CALL TO ORDER Mayor Mullins called the meeting to order at 7:03 p.m. in City Hall Council Chambers. II. PLEDGE III. INVOCATION IV. ROLL CALL Present: Councilman Brush Councilman McPherson Councilman Wilson Mayor Mullins Also Present: Absent: Councilman Newbrander Martin J. Bouman, City Manager Paul E. Byers, Director of Management Services Carlos Ortega, Assistant to the City Manager Mayor Mullins noted for the record that Councilman Newbrander had an "excused absence". V. NEW BUSINESS A. PRESENTATION of the Manager's Proposed Budget for Fiscal Year 1977-78. Mr. Bouman reviewed the proposed budget for the benefit of Council and the audience. He pointed out that the budget provided for an increase in the level of service activity in all areas, particularly those which provided direct services to the public. The Capital Improvement Program is geared to the City's primary facility needs, namely streets, drainage, and parks, and the revenues to fund these programs are adequate. He stressed that there was again NO City property tax. He continued by reviewing Anticipated Beginning Balance of the proposed budget ($1,101,600), Anticipated Revenues ($2,005,945), Estimated Operating Expenditures ($1,550,311), Estimated Capital Improvements ($508,300), Unallocated Con- tingency Reserve ($32,763), and he explained how they com- pared to the same categories of the current fiscal year budget. Mr. Bouman noted that a Manager's Use Hearing had been held on June 6, 1977, at 5:00 p.m. in Council Chambers wherein the proposed expenditures of Federal Revenue Sharing monies had been discussed. Mr. Bouman concluded by thanking all the members of the Staff who had contributed countless hours to the 1977-78 Budget preparation, particularly Mr. Paul Byers, Mr. Larry McAllister, Mr. Carlos Ortega, and Mr. Les Pricer. Mayor Mullins and all members of the Council complimented Mr. Bouman on the excellent job done on the budget, noting that this was the first time the City had had the budget in order for adoption before the beginning of the next fiscal year. June 16, 1977 Page 1 Councilman Brush moved and Councilman McPherson seconded to accept the Budget for study and schedule for adoption at a Public Hearing to be held on June 30, 1977, at 7:00 p.m. in City Hall Council Chambers. MAYOR AND MEMBERS OF THE COUNCIL None IX. ADJOURNMENT Councilman Brush moved and Councilman Wilson seconded to adjourn the meeting. Motion carried unanimously with the members present.
