SPECIAL MEETING OF THE CITY COUNCIL
JANUARY 19, 1978
CITY HALL COUNCIL CHAMBERS
I. CALL TO ORDER
Mayor Mullins called the meeting to order at 11:50 a.m. on
January 19, 1978, in City Hall Council Chambers.

Mr. Martin J. Bouman, City Manager
Mayor Mullins noted that Councilman Brush and Councilman
McPherson both had been excused from the meeting due to a
prior commitment.
III. NEW BUSINESS
A. PROCLAMATION OF A LOCAL EMERGENCY
Mr. Bouman stated that the action requested in Resolutions
78-4 and 78-5 was pursuant to a request from the County
Office of Disaster Preparedness, working in conjunction
with the State Office of Emergency Services. They are
aware that we have considerable damage as a result of
the recent and continuing rains. This damage includes
streets such as Monterey, Portola, San Luis Rey, and
Alamo. The largest problem is the washout of Monterey
Avenue. By adopting these resolutions, the Council will
ratify the action taken by the Mayor on January 17, 1978,
wherein he declared a local emergency and further, it
will authorize the City staff to apply for State funds
for repair work to be done throughout the City.
Preliminary estimates indicate submitting a cost of $100,000
for repair of Monterey Road, $10,000 for repair. of Portola,
and $5,000 for various other streets. The present estimates
may be low. Staff is working closely with the County
Disaster Preparedness Office and the City of Rancho Mirage
on the repair of Monterey. Hopefully within a day or two,
a representative of the Office of Emergency Services will
come into the City to investigate the damage. This should
open the door to some funds.
Councilman Newbrander pointed out that the project application
stated $5,000 for Portola. Mr. Bouman stated this was an error,
and it should be changed to $10,000. However, these figures are
still very preliminary.
Councilman Wilson moved and Councilman Newbrander seconded to
waive further reading and adopt Resolution No. 78-4. Motion carried
unanimously.

unanimously.

Councilman Wilson moved and Councilman Newbrander seconded to
authorize the City staff to proceed with any and all necessary paperwork
relative to the Local Emergency. Motion carried unanimously.
IV. ADJOURNMENT
Councilman Newbrander moved and Councilman Wilson seconded to
adjourn the meeting. Motion carried unanimously. Mayor Mullins
adjourned the meeting at 12:00 Noon.
