CALL TO ORDER Mayor Mullins called the Adjourned Meeting of the City Council to order at 7:03 p.m. in City Hall Council Chambers. II. PLEDGE - Mayor Pro-Tempore Jim McPherson III. INVOCATION - Mayor Ed Mullins IV. ROLL CALL Present: Councilman Noel Brush Councilman Jim McPherson Councilman Alexis Newbrander Councilman Roy Wilson Mayor Ed Mullins Also Present: Martin J. Bouman, City Manager Jeff Patterson, Deputy City Attorney Sheila Gilligan, City Clerk V. CANVASS OF THE MARCH 7, 1978, GENERAL MUNICIPAL ELECTION: A. RESOLUTION NO. 78-28 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF PALM DESERT ON THE 7TH DAY OF MARCH, 1978, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. Mrs. Gilligan pointed out that the passage of this resolution declared that all provisions of the State law had been met relative to the conduction of the March 7th Council election. In addition, the resolution declared the results of the election which was held to fill the three expired terms of the City Council. There were a total of 6 candidates, with the three successful candidates, elected for the full term of four years, as follows; James E. McPherson Alexis D. Newbrander S. Roy Wilson Mrs. Gilligan recited the total number of votes cast for each candidate, as follows: Marjorie D. Cain 329 Richard A. Arnold 670 Alexis D. Newbrander 993 William (Stormy) Dayton 398 Jim McPherson 1,021. S. Roy Wilson 1,208 These votes cast represented a total of 4,619 ballots cast in the City, or 30% turnout. These results were certified by the City Clerk on March 10, 1978, and have been attached as Exhibit "A" of Resolution No. 78-28. Councilman Brush moved and Councilman McPherson seconded to waive further reading and adopt Resolution No. 78-28. Motion carried unani- mously. March 14. 1978 Page 1 VI. PRESENTATION OF CERTIFICATES OF ELECTION TO NEWLY ELECTED COUNCIL MEMBERS. Mrs. Gilligan presented Jim McPherson, Alexis Newbrander, and S. Roy Wilson with their Certificates of Election. VII. SWEARING -IN OF NEWLY ELECTED COUNCIL MEMBERS Mrs. Gilligan issued the Oath of Affirmation to Jim McPherson, Alexis Newbrander, and S. Roy Wilson, confirming their positions as newly elected Council Members. VIII. SEATING OF NEW CITY COUNCIL Mayor Mullins welcomed the newly elected Council Members back, stating that it was great to have the team still in tact since they all worked well together as a team. The new Council was offically seated. IX. COMMENTS FROM MEMBERS OF THE NEW CITY COUNCIL Councilman Wilson said that it was great the team was still together, and it would be good to move forward with the many projects under consideration. X. SELECTION OF NEW MAYOR BY NEW CITY COUNCIL Mayor Mullins turned the meeting over to Mrs. Gilligan, who declared the nominations open for the office of Mayor of Palm Desert. Councilman Wilson said "to coin a phrase I have heard, one good term deserves another" and he nominated Councilman Ed Mullins for Mayor. Councilman Brush seconded the motion, indicating his support. There being only one nomination, Mrs. Gilligan enter- tained a motion to cast a unanimous ballot for Councilman Ed Mullins for the office of Mayor of Palm Desert. Councilman Brush moved and Councilman McPherson seconded to cast a unanimous ballot for Councilman Edward D. Mullins for the office of Mayor of Palm Desert. So carried. XI. COMMENTS BY NEWLY SELECTED MAYOR Mayor Mullins stated his appreciation for the Council's confidence. XII. SELECTION OF NEW MAYOR PRO-TEMPORE Mrs. Gilligan stated that now was the time and place for the selection of the Mayor Pro-Tempore and declared the nominations open. Councilman Newbrander nominated Councilman S. Roy Wilson. Councilman Wilson thanked Councilman Newbrander, but stated he must decline; he then nominated Councilman McPherson. There being only one nomination, Mrs. Gilligan entertained a motion to cast a unanimous ballot for Councilman Jim McPherson for the office of Mayor Pro-Tempore. Councilman Brush moved and Councilman Newbrander seconded to cast a unanimous ballot on behalf of Councilman Jim McPherson for the office of Mayor Pro-Tempore of Palm Desert. So carried. XIII. COMMENTS BY NEWLY SELECTED MAYOR PRO-TEMPORE. Mayor Pro-Tempore McPherson thank the other members of the Council. XIV. ORAL COMMUNICATIONS None March 14, 1978 Page 2 XV. STAFF COMMENTS Mr. Bouman took a moment to commend Mrs. Gilligan on the con- duction of the Council election. He also stated his pleasure at being able to continue working with the same Council Members in that it was a good team to be working with, and many, many important things were going to be happening in the future that they would be working on. In turn, the Council expressed the appreciation to Mr. Bouman for his excellent performance, his staff, and his ability to make things happen for Palm Desert. XV. ADJOURNMENT Councilman Brush moved and Councilman McPherson seconded to adjourn the meeting; motion carried unanimously. Mayor Mullins adjourned the meeting at 7:20 p.m. rttAi � (EDWARD D.
