CALL TO ORDER Mayor Wilson convened the Special Meeting of the City Council at 9:00 a.m. II. PLEDGE OF ALLEGIANCE - Councilman James E. McPherson III. INVOCATION - Mayor Pro-Tempore Alexis D. Newbrander IV. ROLL CALL Present: Councilman James E. McPherson Mayor Pro-Tempore Alexis D. Newbrander Councilman Romeo S. Puluqi Councilman Walter H. Snyder Mayor 5. Roy Wilson Also Present: Martin J. Bouman, City Manager Douglas Phillips, Deputy City Attorney Sheila R. Gilligan, City Clerk IV. ADJOURNMENT Councilman Snyder moved to adjourn the Meeting to Closed Session for the purpose of discussing a personnel matter. Councilman Pulugi seconded the motion; carried unanimously. Mayor Wilson adjourned the meeting to Closed Session at 9:04 a.m. Mayor Wilson reconvened the meeting at 12:02 and immediately adjourned to Closed Session at 1:30 p.m., following the lunch hour. Mayor Wilson reconvened the meeting at 3:22 p.m. The record notes that Councilman James E. McPherson was ABSENT. Mayor Wilson stated that after a thorough discussion of the administrative practices of the City Manager and his travel expenses and procedures, the Council had concluded that there were reasonable explanations for his travel expenses that were discussed recently in the press. In addition, he advised the Council was going to make public the City Manager's memo of explanation for the press (on file and of record in the City Clerk's Department). Mayor Wilson concluded by stating that the Council would continue to evaluate the City Manager's administrative practices in future Closed Sessions. Upon question, Councilman Newbrander explained that Councilman McPherson had returned to his office to attend to some pressing business. However, his absence did not indicate his lack of concurrence with Council's statement as made by the Mayor.
