ADJOURNED MEETING OF THE PALM DESERT CITY COUNCIL

I. CALL TO ORDER
Mayor Puluqi convened the Adjourned Meeting of the City Council at 9:00 a.m.
and adjourned until 9:30 a.m. when the architect would be present. He reconvened the
meeting at 9:30 a.m.

V. OLD BUSINESS
A. CIVIC CENTER
Mr. Charles Martin, project architect, advised Council that he and staff
were working diligently to keep the project costs down. He advised
they were in the process of obtaining a cost breakdown from the interior
designer to make sure that items were sent through the bidding process
whenever possible in an effort to achieve substantial cost savings. He
noted the contractor had already been delayed a documented 61 days
through no fault of his own. He recommended Council's approval of an
extension of time for completion of the Civic Center to November 1,
1983.
Councilman Jackson stated that she had attended the Civic Center
Committee meetings where this request had been discussed at length
and while it was not necessarily true that it would take all that time, it
would be a relief valve.
Councilman Kelly stated he felt it was foolish to rush the project now
when it would ultimately cost the City money.
Upon question from Council, Mr. Ortega responded that staff could
negotiate with the landlord of the existing facilities to establish a
month -to -month rental agreement until November 1st.
Councilman Snyder moved to authorize Mr. Ortega to enter into negotiations
for a two -month extension on the existing lease to carry the City through September and
October so that the move to the new facilities could be accomplished by November 1,
1983, as set forth by the architect. Councilman Jackson seconded the motion. Motion
carried by unanimous vote of the Council.

Other items discussed were the lectern in the new Council Chambers,
type of furniture for the Council Chambers conference room, and water
proofing of the buildings. Mayor Puluqi stated he could not agree to
make a decision not to require water proofing inasmuch as he read the
contract as specifically requiring it.
Upon question by Council, Mr. Martin responded that the credits owed
by the contractor as a result of items being replaced by the interior
designer had already been accounted for.
Upon motion by Kelly, second by Jackson, Resolution No. 83-47 was adopted
by a 4-1 vote of the Council with Councilman Wilson voting NO.
MR. FRED ARBUCKLE, Landscape Architect, relative to the palm
trees being donated for the civic center. He stated that without having
an expert examine them, we could receive trees that are not straight
and that are diseased. It would cost the City approximately $1,500 to
have this done. It was agreed if the City had a choice of trees, then a
consultant would be brought in to determine the best ones.
Mr. Arbuckle also addressed the problem of down sizing of shrubs and
trees as well as suggested different types of trees for the parking lots.
Council concurred that this should be done according to the plans.
VI. ADJOURNMENT
Upon motion by Snyder, second by Wilson, and unanimous vote of the Council,
Mayor Puluqi adjourned the meeting at 10:40 a.m.
