CALL TO ORDER
Mayor Puluqi convened the Special Meeting of the City Council at 9:00 a.m.

V. OLD BUSINESS
A. CIVIC CENTER
Mr. Diaz stated that two weeks earlier, the interior designer had
submitted a rough cost estimate for the civic center. He noted that he
had presented Council with a final estimate. Council could complete
the entire interior design as one project or do it on an area by area
basis. In addition he noted the City Attorney had ruled that if
American Seating Company was indeed a sole source for the Council
Chambers seats, then it should be so determined which would allow
Council to proceed with an agreement to order and purchase from
them. Their proposal was in the amount of $26,235, and Mr. Steven
DeChristopher had included in his. proposal that American Seating
Company was in fact a sole source.
Councilman Jackson asked Mr. Diaz how it would be possible to
accomplish the work on an area by area basis and still be efficient. Mr.
Diaz responded that it could not be done efficiently. Councilman
Jackson stated she felt strongly it should all be done at once.
Mayor Puluqi said he would like to see it done all at once. He stated
the City should not build a building like that and put stick furniture in
it.
Councilman Wilson stated that this was truly a deluxe model and felt
there were certain areas that should be looked at and cut down on. He
said that this was not the original proposal; this was a definite
upgrading of the interior of these buildings. He felt items like wood
paneling and shutters throughout could be added later if needed. While
he agreed the building should look nice, he felt there were several areas
where money could be saved.
Councilman Snyder stated while he agreed this was a large amount of
money, he felt the civic center was for the people — the public — and it
should be something they could be proud of. The design as presented
was very lovely, and he felt the Council should move ahead with it.
Councilman Jackson moved approval of the interior design proposal dated May
16, 1983, in the amount of $420,054.70. Mayor Puluqi seconded the motion. Motion
carried on a 3-1-1 vote with Councilman Wilson voting NO and Councilman Kelly
ABSENT.

Mr. Diaz asked the Council if they wished to proceed with the
agreement for purchase of the seats for the Chambers. Mr. Ortega
stated that specific findings should be made and asked that he be
allowed to prepare a resolution for approval at the next meeting with
direction to staff in the meantime to proceed with the preparation of
an agreement.
Councilman Wilson moved to direct staff to prepare a resolution stating
specific findings and to proceed with the preparation of an agreement with American
Seating Company for theater -style seating in the civic center Council Chambers.
Councilman Snyder seconded the motion. Motion carried unanimously by the members
present.
VI. ADJOURNMENT
Upon motion by Snyder, second by Wilson, Snyder, and unanimous vote of the
Councilmen present, Mayor Puluqi adjourned the meeting to 9:00 Tuesday, May 24, 1983,
at 9:30 a.m.
