ADJOURNED MEETING OF THE PALM DESERT CITY COUNCIL

CALL TO ORDER
Mayor Pulugi convened the Special Meeting of the City Council at 9:00 a.m.

Ramon A. Diaz, Director of Environmental Services
Joe Palomino, Director of Building & Safety

V. OLD BUSINESS
A. CIVIC CENTER TRANSFER OF FUNDS REQUEST
Mr. Diaz reported that the meeting was being held to consider
additional funding for the civic center. He noted a list of items to be
considered which totaled $606,112. He asked Mr. Martin to review the
items for the Council.
Mayor Puluqi stated his objection to the additional $12,774 cost for
water proofing the building. He read from the contract specification
wherein it stated the building would be water proof and said that it was
the contractor's responsibility to make sure this is so.
Councilman Wilson asked if it was necessary to transfer the entire lump
sum requested or could it be transferred item by item? Mr. Paul Byers
responded that for budgeting purposes, it was necessary to transfer the
entire amount. He noted that the Council would still be approving each
individual item. Councilman Wilson noted that several items had
already been approved such as the interiors at $420,000, the carillons at
$8,300, the video system at $19,500, and the seating at $26,000 and
questioned why Council was now being asked to review them again.
Council stressed the need to cut these figures down, hopefully by at
least $100,000. Mr. Martin assured Council that every effort would be
made to do this and that in fact the figures used were "worse case"
estimates. He noted that the contractor had been asked to attend this
meeting to review the figures with Council, but he had not shown up.
Council asked that Mr. Snedaker or his representative be advised that
they should have been represented and would be asked to in the future.

Upon question by Council, Mr. Martin responded that the credits owed
by the contractor as a result of items being replaced by the interior
designer had already been accounted for.
Upon motion by Kelly, second by Jackson, Resolution No. 83-47 was adopted
by a 4-1 vote of the Council with Councilman Wilson voting NO.
VI. ADJOURNMENT
Upon motion by Snyder, second by Wilson, and unanimous vote of the Council,
Mayor Puluqi adjourned the meeting to 9:00 a.m. on Tuesday, June 7, 1983, at 10:00 a.m.
