CALL TO ORDER Mayor Puluqi convened the Special Meeting of the City Council at 9:00 a.m. II. ROLL CALL Present: Councilman Phyllis Jackson Councilman Richard S. Kelly Mayor Pro-Tem Walter H. Snyder Councilman S. Roy Wilson Mayor Romeo S. Puluqi Also Present: Sheila R. Gilligan, City Clerk Carlos Ortega, Assistant City Manager Ramon Diaz, Director of Environmental Services III. OLD BUSINESS A. REQUEST FOR APPROVAL OF CHANGE ORDER NO. 7 -- CIVIC CENTER. Ramon Diaz briefly reviewed the items listed under Change Order No. 7. Those items included deletion of off -site work for a contract credit of $26,490.98, landscape revisions, additional walks, benches and irrigation, a blockcut out for glass panels, and an additional wall for the Finance Director's office. Councilman Snyder asked where the Council will be meeting if the completion date is to be moved to December 3. Mr. Vic Adams of Snedaker reported that this completion date was a contract date, and changes have pushed back the completion three months. Snyder inquired as to Carlos Ortega's report that City Hall has to vacate the present City Hall by October 30, 1983. Carlos Ortega confirmed that the lease was extended to October 30, 1983. Councilman Jackson stated that she thought last meeting the move -in date had been confirmed for November 1, 1983. Adams replied that the buildings are done, but the utilities have been a major set- back. Edison has started full hook-up, Building C is already hooked up, and the lunch room will be complete soon. Only Building A is not complete. Wilson asked Charles Martin if this would delay the date of completion with these change orders. Martin said he would have to discuss this with Vic Adams. Ray Diaz requested that Council approve the change order with the exception of the completion date. Councilman Wilson moved to approve Change Order No. 7 amended to exclude the completion date. Councilman Snyder seconded, and the motion was passed by unanimous vote of the Council. MINUTES SPECIAL MEETING OF THE CITY COUNCIL SEPTEMBER 29, 1983 * * * * * * * * * * * * * * * * * * * * * * * B. REQUEST FOR APPROVAL OF PANELING IN BUILDING B & C LOBBY AREAS -- CIVIC CENTER. Mayor Puluqi reported that subsequent to the last Adjourned Meeting of the Council, he was asked to reconsider Council's decision on entirely eliminating the paneling at the Civic Center. Steven DeChristopher stated that when you change one thing in a design, this requires you to change other things also. Councilman Jackson pointed out that if the square footage cost had not been mentioned, the Council would not have objected in the first place. She felt that Council should consider the finished price rather than the unit price of furnishings. Wilson added that he was surprised that Council had reversed its decision last meeting. Mayor Puluqi concurred that it had been a hasty decision and asked for a motion to approve the paneling as proposed last meeting. Snyder moved to approve paneling for the two building lobbies in the Civic Center in the amount of $19,000.00. Jackson seconded, and the motion passed with a 4-1 vote with Councilman Wilson voting NO. Ray Diaz asked if Steven DeChristopher could speak with Council regarding the other furnishings. Steven DeChristopher asked Council what the plans were on the other furnishings in the Center. Jackson stated that staff would just order from a catalog, and Dechristopher would be responsible for coordin- ating colors and fabric. DeChristoper asked if we were to go with Herman Miller or stay with Steelcase. Diaz stated that we need to balance aesthetics with economic reality. It would not be advisable to change manufacturer at this time. At present, the price per clerical unit (or station) is $3,200.00. Jackson agreed that Council should stay with the present recommendation. Diaz reported that Charles Martin has been talking with Vic Adams and the status of a completion date for move -in would be 40 days. Councilman Jackson moved to approve Change Order No. 7, attached hereto and made a part thereof as Exhibit A, amended to include the date of completion as being November 23, 1983, an additional 40-day increase in Contract Time. Snyder seconded the motion, and the motion passed by unanimous vote of the Council. I V . ADJOURNMENT Upon motion by Jackson, seconded by Snyder, and unanimous vote of the Council, Mayor Puluqi adjourned the meeting at 9:40 a.m. MEO S.
