Mayor/Chairman Kelly convened the meeting at 3:00 p.m.

III. OLD BUSINESS
1. DISCUSSION OF PROPOSED 1986/87 FISCAL YEAR BUDGET
REDEVELOPMENT AGENCY BUDGET
No changes were made to the proposed 1986/87 Fiscal Year
Budget for the Redevelopment Agency.
INFORMATION CENTER
By consensus, no action would be taken on this item until
the Information Task Force was able to meet and discuss.

DISASTER PREPAREDNESS
Staff was directed to prepare a detailed report of what
the City would need in this area.
HISTORICAL SOCIETY REQUEST
Mr. Altman stated that this was not really a budget item
and that it would be brought up under City Manager's
Reports and Remarks at either the June 26th or July loth
Council meeting.
SALARIES
Sick Leave Incentive Program - Mr. McAllister presented
the employees' Sick Leave Incentive Program proposal
which would allow a percentage of unused sick leave to be
"sold" back to the City. By consensus, Council rejected
the program because it felt sick leave should be banked
in the event of a major illness.
Martin Luther King's Birthday as City Holiday - Mr.
McAllister presented the employees' proposal to make
Martin Luther King's Birthday a City holiday. By
consensus, Council rejected this proposal unless this
holiday is in lieu of the floating holiday. Staff was
directed to go back to the Employees' Organization with
this counter proposal.
Management Incentive Plan - Mr. McAllister reported that
there was still $20,000 in the previous budget which had
been approved by Council for the Mangement Incentive
Plan but never disbursed. By consensus, this matter was
referred to the Salary Committee to brainstorm how the
funds could best be disbursed.
Vacation Buy -Back - Mr. McAllister reported that
currently, management employees in Exempt Group B were
allowed to se l l back one week of unused vacation time
each year, and this was not the case with management
employees in Exempt Group A. By consensus, Council
approved allowing Exempt Group A the same vacation
buy-back as Exempt Group B.

Auto Allowances - Councilman Snyder moved to approve auto
allowances as follows: $250 for City Manager; $200 each
for Department Heads; $150 for Senior Engineer; $100 each
for Administrative Services Officer, Administrative
Assistant, Associate Planner, Assistant Planner, Associate
Civil Engineer, Assistant Civil Engineer, Senior
Engineering Aide, Engineering Aide, and Principal Plans
Examiner, and $240 for one Zoning and License Officer II,
on third and final year of amortization of vehicle.
Motion was seconded by Benson and carried by a 3-1 vote,
with Councilman Wilson voting NO.
Salaries - Upon motion by Snyder, second by Benson, the
Salary Committee's recommendations were approved by a 3-1
vote, with Councilman Wilson voting NO.
Councilman Snyder moved to approve an increase of 7.6%
for the City Manager and an increase of 6% for the City
Clerk. Motion was seconded by Benson and carried by a
3-1 vote, with Councilman Wilson voting NO.
INTERN PROGRAM
By consensus, funds for the Intern Program were left in
the 1986/87 Budget, with the understanding that once the
current intern's year is over in January 1987, the entire
program and its benefits will be evaluated.
IV. ADJOURNMENT
Upon motion by Wilson, second by Snyder, and unanimous vote of
the City Council present, Mayor Kelly adjourned the joint meeting at 5:55
p.m.
