ADMINISTRATIVE SERVICES CONFERENCE ROOM OF THE CIVIC CENTER • • • • • • • • • • • • I. CALL TO ORDER Mayor Benson called the meeting to order at 8:30 a.m. I1. ROLL CALL Present: Councilman Buford A. Crites Councilman Richard S. Kelly Councilman Walter H. Snyder Mayor Pro-Tempore S. Roy Wilson Mayor Jean M. Benson Also Present: Bruce A. Altman, City Manager Carlos L. Ortega, Assistant City Manager Sheila R. Gilligan, City Clerk/P.1.O. Richard J. Folkers, Director of Public Works/ACM Ramon A. Diaz, Director of Community Services/ACM Paul A. Gibson, Director of Finance Frank Allen, Director of Code Compliance Patrick Conlon, Director of Building 8 Safety III. NEW BUSINESS A. CONSIDERATION OF THE CITY MANAGER'S PROPOSED BUDGET FOR FISCAL YEAR 1988-89. The Council discussed the budget by department and the following direction and/or action was taken: Account No. 4116: Added $15,000 for three additional Christmas trees and necessary electrical connections for Highway I11. MINUTES SPECIAL MEETING OF THE PALM DESERT CITY COUNCIL JUNE 22, 1988 • • • • • • • • • • • • • • • • • • • • • • It was noted that Councilman Kelly was still working on the trolley program and would come back to the Council for a budgetary appropriation if the program was reinstated. Account No. 4159: Added $1,800 for expenses to participate in ICMA Resort Committee. Account No. 4260: Directed staff to look into cost for after -hour and weekend animal control. Account No. 4331: Directed staff to pursue a method of converting trucks to alternate fuels as a pilot program. Account No. 4360: Directed staff to hold off on the purchase of a van until an electrical van such as S.C. Edison has can be investigated and Possibly purchased. Account No. 4950: Directed staff to add a rider on insurance policy to cover the new conference room. Account No. 4587: Added $40,000 for upgrading of irrigation and addition of new plants on Highway 111 medians. Directed staff to check sprinklers on Country Club Drive as too much water Is on the street in many areas. Account No. 4588: left the money budgeted for Super Block 3 and directed staff to come back with an update on the increased cost anticipated for its construction as well as additional costs for landscaping that will be required there. Account No. 4518: Directed staff to install the signal at Rutledge Way and then wait and see about the need for one at Magnesia Falls Drive. Deleted $150.000 from the budget for the installation of a signal on Monterey Avenue by the Hacienda op Monterey development. 2 MINUTES SPECIAL MEETING OF THE PALM DESERT CITY COUNCIL JUNE 22, 1988 . . . . . . . . . . . . . . . . . . . . . . Personnel: Discussed all reclassification. Directed staff to scheduled a study session with the entire City Council to talk about a better method of determining how the City can approach an equitable salary increase for the entire staff each year. Councilman Crites moved to approve the reclassification requested with the exception of the Disaster Coordinator. Councilman Wilson seconded the motion. Councilman Kelly said he would vote for the motion as he had no problem with any of the reclassification including the Disaster Coordinator. He did not agree with the addition of a permanent employee in the Building Department. Mayor Benson said she was in favor of promotion of employees who had earned such but did not like reclassification. She agreed that in those recommended that responsibilities had increased and the individuals should be compensated. Mayor Benson called for the vote, and the motion carried by unanimous vote. Council took action on proposed new positions by the following vote: Finance - Accounting Technician:, Position denied by unanimous vote. Building & Safety - Plans Examiner: Position approved as permanent by unanimous vote. Public Works - Two Maintenance Workers: Approved by unanimous vote. V. ADJOURNMENT Councilman Crites moved to adjourn the meeting to 2 p.m. on Thursday, June 23, 1988, to complete budgetary discussions. 3 MINUTES SPECIAL MEETING OF THE PALM DESERT CITY COUNCIL JUNE 22, 1988 • • • • • • • • • • • • • • • • • • • • • Councilman Snyder seconded the motion.
