CALL TO ORDER Mayor Wilson convened the meeting at 11:00 a.m. II. ROLL CALL Present: Councilmember Jean M. Benson Mayor Pro-Tempore Buford A. Crites Councilman Richard S. Kelly Councilman Walter H. Snyder Mayor S. Roy Wilson Also Present: Bruce A. Altman, City Manager Sheila R. Gilligan, City Clerk/P.[.0. Paul S. Gibson, Finance Director Carlos L. Ortega, A.C.M.\Redevelopment Agency Director Richard J. Folkers, A.C.M/Director of Public Works Paul Shillcock, A.C.M./Director of Economic Development Ramon A. Diaz, A.C.M./Director of Community Development Patrick Conlon, Director of Building & Safety Frank Allen, Director of Code Compliance Larry McAllister, Administrative Services Officer III. NEW BUSINESS A. CITY MANAGER'S PROPOSED BUDGET FOR F/Y 1989-90. 1. Introduction: Mr. Altman gave an overview of the philosophy of the proposed budget. Revenues: Mr. Gibson reviewed the anticipated revenues for the next fiscal year noting that the estimates were on the conservative side. 3. Continuing Appropriations: Mr. Gibson reviewed those appropriations which would continue from the current budget to the new one. 4. Departmental Budgets: The following items were called out as a result of department -by -department budget discussion: A. Get status report on Cook Street, Country Club Drive, and Hovley Lane. B. In future budget manuals, include previous year, current year, and future year figures. C. Switch Chamber of Commerce funding from Outside Agency Contributions to Community Promotions Account. D. Ask the Civic Arts Committee for written justification of the $2,500 for the Mayor's Reception/Joanna Hodges Piano Competition. E. Carry-over totals should be called out in the lower right-hand corner of the respective departmental budget. F. Provide report on the life of street sweepers as well as comparison of broom vs. vacuum. G. Provide status report on clean-up of medians on Frank Sinatra between Monterey and Cook Street. H. Investigate deep watering of Smoke Trees on Haystack and by Living Desert Reserve. I. Investigate legislation and inspection of private landscaping. 5. Redevelopment Agency Budget. Mr. Ortega reviewed the highlights of the budget and answered questions. No future reports were requested. 6. Classification 8 Compensation _Study__ Ms. Sheryl Lindquist presented the consultant's report and recommendation and responded to Council questions. Council to receive copies of the Michael Nash study of five years ago. B. The percentage increases granted the last five years between studies. C. The percentage increase per position proposed this year in the consultant's recommendation. D. Members of the City Council to either telephone comments or take written comments to the City Manager by late Monday afternoon as to individual feelings, questions, or concerns about the study and its recommendations. 7. Position Papers: The Council discussed each report justifying the request for new positions of Principal Administrative Assistant in General Services, Clerk Typist in General Services, Zoning 8 License Officer in Code Compliance, Engineering Aide in Public Works, Clerk Stenographer in City Clerk Office, and Administrative Assistant in Redevelopment Agency. Council agreed that the title of Administrative Assistant in General Services should include "Environmental Conservation Manager." Upon motion by Snyder, second by Kelly, all six positions requested were approved as presented with the amended title noted for the General Services' Administrative Assistant. 8. Civic Center Plan: Mr. Altman presented the Civic Center Plan as submitted by the subcommittee in charge of it.
