CALL TO ORDER Mayor Crites convened the meeting at 1:15 p.m. in the Administrative Services Conference Room. IV. ROLL CALL Present: Councilmember Jean M. Benson Councilman Richard S. NEW BUSINESS A. INFORMAL CONSIDERATION OF MANAGER'S PROPOSED BUDGET FOR FISCALYEAR 1990-91. MINUTES ADJOURNED PALM DESERT CITY COUNCIL MEETING JUNE 14, 1990 * * * * * * * * * * * * * * * * s s s * * * * * * * * * * * * * * * * The City Council reviewed the budget in its entirety with the following comments: Recycling:.Councilman Kelly felt that the Activities Promotion Committee budget should include more money for promotion of the City's expanded recycling program. It was agreed that if the Committee needed more funding, it could come back to the City Council during the year for an additional appropriation. Councilman Wilson asked if the remainder of Haystack Road would be widened at Portola and by the Marrakesh Linear Park. It was agreed that this should be added to the budget with continuing emphasis that the smoke trees be preserved. Haystack Widening: Street Resurfacing: Holiday Festival of Music: Charitable Contributions: Administrative Housing Fund: Signal/Hwy 74 iSc Haystack Rd: Ironwood Park: Palm Valley Park: El Paseo Medians: Highway 111 Landscaping: Councilman Wilson asked that the City continue with an aggressive program. Staff will prepare a report on what is scheduled for the next fiscal year. Council deleted the $8,000 in the Civic Arts Committee budget for this program with the understanding that a member of the Committee could make a presentation to Council when more specific costs are known. Council added $15,000 to the budget for the audit of agencies the City has given monies to insure that funds are utilized as stated. Added $128,000 for subsidizing Town Center Apartment rents. Agreed it was needed but asked that it be traffic actuated. Deleted the words "design only". Add an analysis of the condition of the tennis courts and the installation of barbecues. Add $150,000 for landscaping medians between west of Highway 74 to Highway 111 and east of Portola Avenue to Highway 111. Add $150,000 to make the existing landscaping compatible with the new drought -tolerant landscaping installed in FY 1989-90 and for the addition of trees in the same area. Public Library: Change the square footage to 15,000 in the description. Monument Sign Add them to the streets above Homestead Road to Mesa View Drive. Personnel •Mr. McAllister distributed a packet of information which included the request for the additional staff of three office assistants, a building permit specialist, and a planning technician. In addition, it asked approval of an 8% across-the-board increase for all employees for cost of living and position adjustments to the market. Council expressed support of the proposal. Councilman Wilson complimented Mr. Altman and his staff for the fine presentation of the budget. He said it was the best he had seen in his years on the City Council. Councilman Snyder also stated that this was the best budget he had seen and that he felt Palm Desert's staff was second to none in the Valley. He said he was proud to be a part of the team effort. VI. ADJOURNMENT Upon motion by Wilson, second by Benson, and unanimous vote of the Council, Mayor Crites adjourned the meeting at 3:30 p.m. ATTEST: ,l - SHEILA R.
