CALL TO ORDER Mayor Crites convened the meeting at 8:30 a.m. II. PLEDGE OF ALLEGIANCE - Councilman Richard S. Kelly III. INVOCATION - Councilmember Jean M. Benson IV. ROLL CALL Councilmember Jean M. Benson Councilman Richard S. Kelly Mayor Pro-Tem Walter H. Snyder Councilman S. Roy Wilson Mayor Buford A. Crites Also Present: Richard J. Folkers, Acting City Manager/Director of Public Works Sheila R. Gilligan, City Clerk/Public Information Officer Ramon A. Diaz, ACM/Director of Community Development/Planning Paul Shillcock, ACM/Director of Economic Development V. REORGANIZATION OF THE CITY COUNCIL A. ADMINISTERING OF OATH OF OFFICE TO NEWLY ELECTED COUNCILMEMBERS . Mrs. Gilligan administered the Oath of Office to newly elected Councilmembers Buford A. Crites, Richard S. Kelly, and S. Roy Wilson. MINUTES - ADJOURNED JOINT MEETING OF THE PALM DESERT CITY COUNCIL AND ITS REDEVELOPMENT AGENCY NOVEMBER 29, 1990 * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * B. SEATING OF AND COMMENTS FROM NEWLY ELECTED COUNCILMEMBERS. Councilmembers held their comments until after selection of Mayor and Mayor Pro-Tempore and comments from same. C. SELECTION OF MAYOR AND MAYOR PRO-TEMPORE. Mrs. Gilligan declared the office of Mayor vacant and declared the nominations open. Councilman Wilson nominated Councilman Snyder for the office of Mayor; Councilman Kelly seconded the nomination. With no further nominations offered, Mrs. Gilligan declared the nominations closed. Councilman Snyder was selected Mayor by a 4-0-1 vote, with Snyder ABSTAINING. Mrs. Gilligan declared the office of Mayor Pro-Tem vacant and declared the nominations open. Councilman Wilson nominated Councilman Kelly for the office of Mayor Pro-Tem; Councilman Snyder seconded the nomination. With no further nominations offered, Mrs. Gilligan declared the nominations closed. Councilman Kelly was selected Mayor Pro-Tem by a 4-0-1 vote, with Kelly ABSTAINING. Mrs. Gilligan congratulated Mayor Snyder and Mayor Pro-Tem Kelly on their selection to their respective offices. D. COMMENTS BY NEWLY SELECTED MAYOR AND MAYOR PRO-TEMPORE. Mayor Snyder said he felt outgoing Mayor Crites had done an excellent job in keeping the City's image bright and shiny and that it had been a pleasure to work with him. He said he hoped the Council could continue to polish the City's image and keep the team work going. He added that he would try to follow Mayor Crites as best he could. Mayor Pro-Tem Kelly stated that the City had gone through a time when it had to work on those things that made it a safe place to live; i.e., storm drains. Now the City had launched on an effort to do cultural things to enhance the living here. He said he looked forward to working with the Council to make Palm Desert a finer place to live every day. 2 MINUTES - ADJOURNED JOINT MEETING OF THE PALM DESERT ( Y COUNCIL AND ITS REDEVELOP"ENi AGENCY NOVEMBER 29, 1990 * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Councilman Wilson stated that the Council owed the staff a big "thank you" for running the City so well and for doing such a professional job. He said it made the City Council election issueless and gave the Councilmembers a great way to get back into office. He said he would also like to echo what was said about the previous Mayor. He said everyone knows and appreciates how much work goes into being Mayor; there is a lot of behind the scenes work that, if not done well, could cause a lot of turmoil. He said it is a job of putting out fires, reducing mountains to molehills before they get to City Council, etc., and he felt Councilman Crites had done an outstanding job. Councilmember Benson agreed that Councilman Crites had done an outstanding job as Mayor and that he was a hard act for anyone to follow. She said it was a pleasure to work with him. Councilman Crites thanked the Council and said that having the staff that the City of Palm Desert has makes it a pleasure to be on the Council. On behalf of City Staff, Mr. Folkers expressed appreciation for Council's support. VIII. ADJOURNMENT Upon motion by Wilson, second by Crites, and unanimous vote of the Council, Mayor Snycle- adjourned the meeting at 8:45 a.m. WALTER H.
