CALL TO ORDER Mayor Kelly convened the meeting at 12:00 p.m. II. ROLL CALL Present: Mayor Pro-Tempore Jean M. Benson Councilman Buford A. Crites Councilman Walter H. Snyder Councilman S. Roy Wilson Mayor Richard S. Kelly Also Present: Bruce A. Altman, City Manager Mary P. Frazier, Deputy City Clerk Ramon A. Diaz, ACM/Director of Community Development Richard J. Folkers, ACM/Director of Public Works Carlos L. NEW BUSINESS A. REVIEW AND DISCUSSION OF PROPOSED FISCAL YEAR 1992-93 BUDGETS FOR THE CITY OF PALM DESERT AND THE REDEVELOPMENT AGENCY. 1. POSITION PAPERS Position papers as presented to the City Council were reviewed; the following action was taken: MILNUTES ADJOURNED MEETLNG OF THE PALM DESERT CITY COUNCIL AND ITS REDEVELOPMENT AGENCY MAY 26, 1992 * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * a. STAFF RECLASSIFICATIONS Unanimously approved three recommended staff reclassifications for Building and Safety (Building Permit Specialist II), City Clerk (Senior Office Assistant), and Code Compliance Department (move person occupying Code Enforcement Officer I position to Code Enforcement Officer II, effective July 1, 1992). Unanimously approved related recommendations on page 2 of position paper. b. TEMPORARY POSITIONS FOR BUILDING & SAFETY Unanimously approved with understanding that the request does not bind the City to keep the positions on board if building activity goes down. Staff directed to provide quarterly summary reports to Council similar to the one included in the position paper but with the added information about project location. c. CIVIC CENTER PARK No action necessary. Mr. Folkers stated staff felt the situation was under control at this time due to the leash law in effect. Mr. Altman added that Tom Theobald was looking into the possibility of putting in a dog park for people to walk their dogs, etc., similar to one he did in the City of Larkspur. d. PARK VISIBILITY TASK FORCE Unanimously approved. e. LAW ENFORCEMENT BUDGET 92/93 Unanimously approved. Also unanimously approved moving forward with bicycle patrol at this time because of funds available in the $100,000 contingency in the 1991/92 budget. 2 ADJOURNED MEETLNG OF THE PALM DESERT CITY COUNCIL AND ITS REDEVE: 'MENT AGENCY MAY 26, 1992 * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * f. TRIP REDUCTION PROGRAM g. By unanimous vote, directed the City Manager to meet and confer with the Employees' Organization on feasibility of Option #3 of the position paper and come back with additional justification for an increase in mileage reimbursement. Also requested a list of other agencies and what their mileage reimbursement rates are. GOLF CART TRANSPORTATION PROGRAM Unanimously approved. Staff to look at insurance aspect of this program and possibility of requiring proof of insurance at time of permit issuance. h. ELECTRIC TROLLEY Unanimously approved. i. PALM DESERT HISTORICAL FIRE STATION Unanimously approved. j. PROPOSED OUT-OF-STATE TRAVEL Unanimously approved. 2. PROPOSED FISCAL YTAR 1992-93 BUDGET The budget was reviewed, and the following was requested prior to the City Council's final review in a public hearing at its meeting of June 25, 1992: a. Landscape Symposium - Page 25 Staff directed to ask for the Landscape Symposium Committee's recommendation relative to having a landscape symposium every year versus every other year. c. Community Promotions - Page 50 Add $20,000 for SpringFest and make it an annual community event. Staff directed to set up a separa:_ account for this item. Staff directed to meet with Mayor, Mayor Pro-Tem, and Calendar Committee to discuss the theme for the 1993 Community Calendar. Add $100 to budget to conduct a telephone poll in February 1993 of between 500 and 1,000 residents to see how many are using the calendar. d. Art Committee - Page 52 Council questioned whether the Joanna Hodges Piano Competition should be included in this budget. Staff directed to look into this matter prior to the final budget. e. Art -In -Public: Places - Page 63 Staff directed to look into possibility of having a brochure dispenser in the park to explain the art. Staff also directed to consider additional lighting for the top of the "Messenger of the Puul" statue in the Civic Center Park. Mayor Kelly stated he felt this was an excellent budget and that staff should be commended for putting together a realistic budget.
