V. RESOLUTIONS
A. RESOLUTION NO. 97-100 - A RESOLUTION OF THE CITY COUNCIL OF TH CITY OF
PALM DESERT, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD IN SAID CITY ON NOVEMBER 4, 1997, DECLARING THE RESULT
AND SUCH OTHER MATTERS AS PROVIDED BY LAW.
Mrs. Gilligan stated that this resolution declared the results of the election as certified by the
Riverside County Elections Department. She noted that 5,872 ballots were cast in the City,
including 1,892 Absent Voter Ballots. She added that Measure LL, adopting a City Charter,
was approved by the voters, with 4,906 voting yes and 648 voting no.
Councilman Spiegel moved to waive further reading and adopt Resolution No. 97-100, reciting the
fact of the General Municipal Election held in the City on November 4, 1997, declaring the result and such
other matters as provided by law. Motion was seconded by Crites and carried by unanimous vote.
VI. AWARDS, PRESENTATIONS, AND APPOINTMENTS
A. Presentation to 1997 Municipal Election Precinct Workers.
On behalf of the entire City Council, Mayor Kelly thanked the individuals who had served as
Precinct Workers for the 1997 Municipal Election. He also presented each of them with an
engraved pen in appreciation of their time and service to their community.
Mr. John Wilbur of the County of Riverside Election Department also thanked the precinct
workers and stated they were both the most willing and most patriotic workers of all of the
cities in the County.
B. Presentation to Chief Deputy Registrar of Voters Pauline Chamberlin.
On behalf of the City Council and City Clerk, Mayor Kelly thanked Ms. Chamberlin of the
County of Riverside Election Department for her assistance during this election.
Mr. John Wilbur accepted the engraved clock for Ms. Chamberlin with sincere gratitude and
expressed Ms. Chamberlin's apologies for not being able to attend.
C. Presentation to Outgoing Councilman Walter H. Snyder.
Mayor Kelly presented a framed copy of the Council Chamber mural to Councilman Walter
H. Snyder and thanked him for all of this years of service to the community.

Councilman Snyder stated that his service had been a work of love and that he was proud to
have worked with all of his colleagues on the Council.
D. Administering of Oath of Office to Newly Elected Councilmembers.
Mrs. Gilligan administered the Oath of Office to newly elected Councilmembers Jean M.
Benson and Jim Ferguson and presented them with their Certificates of Election.
E. Seating and Comments from Newly Elected Councilmembers.
Councilman Ferguson thanked all of the precinct workers for their service. He noted that while
the rest of the County had 18% voter turnout, Palm Desert had over 27% turnout. He also
expressed his appreciation to Councilman Snyder.
Councilmember Benson thanked Councilman Snyder for his years of service to Palm Desert.
She also thanked the voters of the City. She said she felt blessed to live in Palm Desert and
that it was a pleasure to work and make the City of Palm Desert a better place for all of us.
F. Comments from Outgoing Mayor and Mayor Pro-Tempore.
Mayor Kelly expressed his appreciation to the citizens of Palm Desert and to his fellow
Councilmembers for allowing him to serve as Mayor.
G. Selection of Mayor and Mayor Pro-Tempore.
Mrs. Gilligan declared the Office of Mayor vacant and asked for nominations for the position
of Mayor. She noted that nominations do not require a second.
Councilman Spiegel nominated Councilmember Benson and asked that nominations be closed
and that a unanimous ballot be cast. Motion was seconded by Kelly and carried by a 4-0-1 vote, with
Councilmember Benson ABSTAINING.
Mrs. Gilligan declared the Office of Mayor Pro-Tempore vacant and asked for nominations for
that position.
Councilman Crites nominated Councilman Spiegel and asked that nominations be closed and
that a unanimous ballot be cast. Motion was seconded by Benson and carried by a 4-0-1 vote, with
Councilman Spiegel ABSTAINING.
H. Comments from Newly Appointed Mayor and Mayor Pro-Tempore.

Mayor Benson welcomed Councilman Ferguson to the Council and stated that she and the rest
of the Council looked forward to the next four years. She said this city was the envy of the
rest of the cities in the Coachella Valley and that the Council worked together and as a team,
with no one Councilmember taking credit for any one thing.
Mayor Pro-Tem Spiegel echoed the earlier comments relative to Councilman Snyder and
thanked him for everything he had done for the City. He said Councilman Snyder was a very
dedicated man and that he would personally like to see him involved in the affairs of the City.
He welcomed Councilman Ferguson who he said was a hard-working, dedicated person. He
noted there had been no animosities on this Council in the time since he had become a member,
and he could foresee nothing like that happening in the future.

VIII. ADJOURNMENT
Upon motion by Ferguson, second the Spiegel, and unanimous vote of the City Council, Mayor
Benson adjourned the meeting at 11:35 a.m.
