CALL TO ORDER Mayor Kelly convened the meeting at 2:00 p.m. H. ROLL CALL Present: Councilman Buford A. Crites Councilman Walter H. Snyder Councilman Robert A. Spiegel Mayor Richard S. Kelly Excused Absence: Mayor Pro-Tempore Jean M. Benson Also Present: Ramon A. Diaz, City Manager David J. Erwin, City Attorney Sheila R. Gilligan, City Clerk John Wohlmuth, ACM/Director of Administrative Services Carlos L. Ortega, Redevelopment Agency Executive Director Phil Drell, Director of Community Development Paul Gibson, City Treasurer/Finance Director Mary P. Gates, Deputy City Clerk III. ORAL COMMUNICATIONS None IV. NEW BUSINESS A. REQUEST FOR CO . IDFRATION OF SECURITY FENCING FOR SPORTS COMPLEX PARKING LOT. Mr. Diaz stated that this fence would be at the Palm Desert High School but that a portion would be on the lot rented by the City as part of the Sports Complex for $1 per year. He said construction of the security fence would help during times when events are held at the Sports Complex and also during the day when school is in session. MINUTES ADJOURNED MEETING OF THE PALM DESERT CITY COUNCIL AND REDEVELOPMENT AGENCY JUNE 3, 1997 * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Upon question by Councilmember Benson, Mr. Wohlmuth responded that the entire Sports Complex is owned by the School District and leased to the City for $1 per year. Upon question by Councilman Snyder, he stated that the fence would be made of chain link. He noted that the original request for the fence came from the Sheriff's Department to try and control illegal activities at the High School. Mayor Kelly stated that the City pays to put a School Resource Officer at the High School, and this fence would help that officer. Councilman Spiegel stated that he would like to see the City do more things for the schools. Councilman Crites stated that with the negotiations ongoing relative to pass -through monies and who will keep what and so on, he would like to see all of this put together in one comprehensive deal, with the fencing issue as a "carrot". Councilman Spiegel stated that a lot of parents he had spoken with thought very highly of Palm Desert High School Principal Vince Downey, and the objective here was to give him the $50,000 on Wednesday night to do the fencing, which he dearly wants because of the drug problem at the High School. He said he was in support of the Principal and said Mr. Downey had done more in the year he had been at the school than anyone he knew of, and he felt any support the City can give him would be j justified. He also expressed concern that the District continues to use the City's money outside our area, and he felt this was wrong. He said he felt the City should meet with the new Superintendent to discuss these things. He also noted that he had spoken with the City Attorney relative to establishment of a separate school district with Palm Desert, Rancho Mirage, and Indian Wells. Councilmember Benson agreed with Councilman Crites about one whole package. She also said she felt the City should not give a gift of public monies. Councilman Crites noted that several weeks ago he had asked that a meeting be set up with the School Board, and he asked what had happened with that request. Mr. Diaz responded that staff had tried and was not able to set up such a meeting. He noted that Councilman Kelly was going to meet with School District Superintendent Wilson to try to set up a meeting with the Council and School Board. He added that La Quinta was also having the same difficulty in getting a meeting with the Board. Mayor Kelly suggested that the City Manager send an official letter inviting the School Board to meet with the Palm Desert City Council. 2 MINUTES ADJOURNED MEETING OF THE PALM DESERT CITY COUNCIL AND REDEVELOPMENT AGENCY JUNE 3, 1997 * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Mr. Diaz stated that if it was okay with the Council, he would write a letter to the Chair of the Board, with the Mayor's signature, indicating Palm Desert's desire to meet with the Board and suggesting several dates when a majority of the Council can meet. Councilman Crites agreed and said he felt this should be done by fall before school starts again. With regard to the fencing, Mr. Wohlmuth stated that Jeff Winklepleck of the Planning Department would be ready to go within two weeks of receiving approval. Councilman Spiegel moved to, by Minute Motion, approve the request and appropriate $50,000 from New Construction Tax and direct the City Manager to send a letter to the School Board inviting it to meet with the City Council. Motion was seconded by Kelly and was DEFEATED by a 2-3 vote, with Councilmembers Benson, Crites, and Snyder voting NO. Councilman Snyder moved to, by Minute Motion, direct the City Manager to send a letter to the School Board inviting it to meet with the City Council. Motion was seconded by Crites and carried by unanimous vote. V.
