A. CONSIDERATION OF THE CALIFORNIA STATE UNIVERSITY, SAN BERNARDINO
AT PALM DESERT, CAMPUS SITE INCLUDING DESIRABLE DESIGN FEATURES.
Minutes taken by Linda Pella -Hartley, Aide to the Vice President for Administration and
Finance, California State University, San Bernardino, are attached and made a part of these
Minutes as Exhibit "A." The Proposed Project Schedule and Space Program Summary are
also attached to these Minutes as Exhibits "B" and "C," respectively.
IV. ADJOURNMENT
With Committee concurrence, Chairman Tschopp adjourned the meeting at 3:10 p.m. to the next
meeting of the University Planning Committee on Friday, January 14, 2000, at 11:30 a.m. in the Office of the
President, California State University, San Bernardino.

1. Welcome and Introductions — David Tschopp
Chairman Tschopp opened the meeting at 1:35 p.m. by thanking the City of Palm Desert and
CSUSB for their hard work in negotiating the gift of land. "The foundation and groundwork have
been laid, and the function of the University Planning Committee is to determine the external design
of the building in a spirit that will benefit the City of Palm Desert, the Coachella Valley, and the
University.
Mayor Crites shared the sentiments of his colleagues that the efforts of the City and the University

have led to a mutual feeling of understanding to create a missing educational link in the Coachella
Valley.
David DeMauro shared a message of regret from President Karnig that, due to a conflict on his
calendar, he is unable to address the Committee today, but he has expressed the hope that all of the
issues in designing the building will be addressed in such a way that a landmark project will be
created for the Coachella Valley. President Karnig is deeply interested in the work being done here
today.
David DeMauro introduced the architectural design team and the manager from the CSUSB for this
project, William Shum. Following a mandated process established by the California State University
system, a committee composed of CSUSB and city representatives chose five architectural firms to
interview for the project. The architectural firm of Lee, Burkhart, Liu (LBL) was selected.
2. Backeround Review — Peter Wilson
Peter Wilson announced that the Environmental Impact Report (EIR) and the CVC Master Plan have
been completed and approved by the City Council. Copies of both documents will be made
available to those committee members wishing to examine the contents.
Ray Diaz summarized the contents of the CVC Master Plan, which contains the academic master
plan and how the University will meet its future curriculum needs and adapt to changes in the area.
With the aim of reducing traffic throughout the campus, a building systems analysis within the Plan
calls for minimization of vehicles within the campus, as well as parking adjacent to buildings, the
use of public transit, bicycles, and golf carts. Vehicular activity is also addressed in the EIR. This
approach meets the requirements of "Service Level C" (acceptable service level).
The Master Plan calls for landscaping materials that are native or adaptable to the Coachella Valley,
materials which reduce water usage and reinforce the visual bonding of the campus to the
community.
Ken Liu, LBL Principal, spoke on behalf of his colleague, Erick Burkhart, who is absent due to an
unanticipated emergency. Mr. Liu expressed appreciation for LBL's selection as project architect
and advised that Mr. Burkhart will be the principal design contact for the project.
Mr. Liu reviewed the site as approved in the Master Plan and EIR. The principal site for the first
project is approximately 40 acres. The programmatic elements of the buildings were reviewed (class
rooms, learning Tabs, student union, bookstore, information resource center, office space).
Manny Sanchez, Civil Engineering consultant, advised that most of the utilities are present,
including water, sewer, electricity and cable.

Ron Gregory, landscape architect, reported that most of the materials that would be used in the
landscaping of the site are not native to the area but will include materials brought in from similar
regions which are commonly used as "native plants" in the Palm Desert area and require relatively
low maintenance.
Mr. Liu shared some design concepts which are being addressed to establish a landmark for the
project. The building would: (1) define spaces with its own form and direct views to the vistas; (2)
offer gathering spots where students could interact with faculty; (3) provide shade and soothing
water elements; (4) offer partially indoor and outdoor spaces; (5) provide layered elements to create
shadows and a feeling of the outdoors inside the building. The design plan is well defined and has
all of the elements that are needed to move the CVC operation to the new site. A separate committee
at San Bernardino's main campus will develop the internal needs for the buildings. The design
schedule is very aggressive and assumes that the process will move quickly and smoothly.
Peter Wilson distributed the construction schedule and the project budget. A key target date for the
Committee is to complete its work quickly so that the project may be presented to the CSU Board of
Trustees in March 2000.
3. Desirable Desien Features — LBL Architects
THE WALL SCHEME
The intent of the Wall Scheme is to explore geometric spaces by arranging the forms to create niche
spaces, bonus rooms, and a pattern in the landscape. A block of administrative office spaces would
be created in a 2-3 story wall, achieving elevation. Patterns of light, water elements and outdoor
spaces would be created between major blocks. Parking would occur at the internal portion of the
campus and would ensure a ceremonial appearance along Cook Street.
THE WEDGE SCHEME
The Wedge Scheme would be a collection of spaces within a larger form. The major feature is the
inside space and the opportunity to use natural materials and the introduction of shapes that emerge
from the natural landscape. The concept would provide for parking on the interior side of the
building. This is a singular core design and the elements and spaces would be more internally
focused.
THE RING SCHEME
This form is more symbolic and would create a plaza within and protected by the spaces that would
inhabit the ring. It creates outdoor space which could be a community resource for performances,
assemblies, and open air functions. The design would introduce the concept of penetration of
mountains or peaks that could create an outdoor sculptural sense. The design would provide
accentuated elevators that would bring the height of the elevation onto the landscape.

Comments and suggestions from the floor:
1. The Council agrees that what is done inside the buildings is of importance only to the University.
The City's emphasis is on the external structure and infrastructure. (Spiegel)
2. Accommodations for public transit (stops, shelters, safe avenues in and out of the campus, a
nearby intermodal station, etc.) are an important component of the plan. (Kelly)
3. The University Master Plan Committee previously determined that the gateway building would
be located at the intersection of Cook and Frank Sinatra. The current plan positions the gateway
building down the block. Why not have the wall scheme located at the corner? The wall scheme
is fine. (Spiegel/Kelly)
4. The City has a long history of low buildings. The building does not need to be accentuated in
terms of vertical elements. Ample use of shade is essential. None of the design schemes support
the design guides in Section 7.4 of the Master Plan, i.e., desert, Spanish design that would reflect
the community and would blend in with other architectural projects in the City. (Crites)
5. The open areas on the bottom of the "Ring Scheme" would be problematic on a windy day.
(Crites)
6. The design should reflect the use of art as a way to create "splash" rather than creating "splash"
with size. Art should be integrated into the physical design of the building instead of massing
and height. (Crites)
7. The Council could go back and add additional acreage to accomplish the removal of height from
the buildings. (Kelly/Spiegel)
8. The building design should reflect the City's architectural requirements imposed on other
developers. (Benson)
9. It would be helpful from a fund raising standpoint to see a diagram of where the placement of the
second and third phases would be to demonstrate to prospective donors a concept of the flow of
the entire project. (Hankin)
10. It is important to keep the enclosed, protected areas for outdoor amphitheater events to provide
protection from wind and dust. (Benson)

Conclusions:
The architects will re -address:
a. The specific locations for Phases I, II, and III.
b. Low scale buildings are preferable to height, with perhaps a marker.
c. Consider the architectural design described in Section 7.4 of the Master Plan.
d. Include ample use of shade. Consider protection from wind and blowing sand when designing
the building.
e. Incorporate art into the building design.
f. Locate the gateway building closer to the Cook/Frank Sinatra corner.
g. Provide for public access/public transportation.
h. The quality of the building should embody the sense of the programs that the building supports.
4. Next Steps — David Tschopp
Ray Diaz recommended that it would be useful to have the LBL architects present their designs to
the Architectural Review Commission prior to the next University Planning Committee meeting. A
meeting of the Commission is scheduled for December 14.
It was decided that it would be helpful to have a small group of representatives from the City and the
University work with the architects prior to the next Committee meeting to expedite the design
process. Two Council members (Kelly, Benson, or Spiegel) will participate.
5. Future Meeting Schedule — David Tschopp
The next University Planning Committee meeting will be held on Friday, January 14, 2000, at the
San Bernardino campus. It will begin at 11:30 with a luncheon, followed by the committee meeting
and a tour of the campus.
