MR. JOHN GRONER said that, at the appropriate time, he would like to submit an application to
be one of the 17 people selected to the General Plan Advisory Committee.
Mayor Ferguson stated that now was the appropriate time, and staff would provide the
application form for him to complete.

IV. RESOLUTIONS
A. RESOLUTION NO. 00-143 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM DESERT, CALIFORNIA , AMENDING RESOLUTION NO. 00-73,
"EXHIBIT A" SALARY SCHEDULE, SALARY RANGES, AND ALLOCATED
CLASSIFICATIONS FOR THE PERIOD JULY 1, 2000, THROUGH JUNE 30, 2001.
Mrs. Gilligan noted that, due to a clerical error, a position was left off the Exhibit "A" to
Resolution No. 00-73, adopted in July, 2000. The person in that position was working in
another department. Putting the position back in would allow the hiring of a temporary
person in Community Services who would immediately be on loan to the Building
Department, and that person would be a permanent employee after nine months of
temporary service.
Councilman Spiegel moved to waive further reading and adopt Resolution No. 00-143.
Motion was seconded by Mayor Pro Tem Kelly and carried by unanimous vote.

o City Council/Redevelopment Agency Requests for Action:
1. Chairs for Council Chamber (Mayor/Chairman Jim Ferguson)
Mayor/Chairman Ferguson asked for Council consensus on which chairs
should be ordered for the Council Chamber.
Mrs. Gilligan added that the decision was whether to order high -back or
low -back chairs and whether they would be fabric or leather.
With City Council/Agency Board concurrence, staff was directed to order high -back chairs to be
upholstered with fabric seats and the balance of the chair to be covered with leather.
2. Request for Sister Cities Subcommittee to Consider Mexican Sister City
(Mayor/Chairman Jim Ferguson)
Mayor/Chairman Ferguson asked for concurrence of his colleagues that
the Sister Cities Subcommittee begin looking at a new Sister City
relationship in Mexico. He said he had discussed this with Rosemary and
Carlos Ortega about this on their last trip to Mexico. He said the City had
great Sister City relationships; however, they were so far away that it was
almost impossible to do anything on an ongoing basis.
Councilman/Member Kelly said he had always felt the City should pursue
such a relationship with a city in Mexico.
Mrs. Gilligan asked whether the Sister Cities Subcommittee was already
looking into this.

Ms. Scully responded that the Subcommittee had not yet discussed this
issue, but it was a possibility.
Mrs. Gilligan added that she had forwarded to the Council Liaison a copy
of a letter received from the City of Osoyoos wanting to begin the process
of reestablishing relations with Palm Desert, which staff felt would
probably only last for two years until their next election. Staff was
planning to bring that matter to the Council meeting of January 11, 2001,
with a recommendation to terminate that relationship.
Councilman/Member Crites said he felt the representative from Osoyoos,
Mr. Basham, should work directly with the Sister Cities Subcommittee
and the Civic Arts Committee, and a recommendation should then come
from those boards to the Council. He added that there would be a Sister
Cities Subcommittee meeting in January, and perhaps the Osoyoos
representative could be invited to attend and see if that might in any way
change the Committee's recommendation.
Mrs. Gilligan stated that this matter could be placed on the Agenda for the
last City Council meeting in January, 2001, and by then staff will have
Sister Cities Subcommittee input to include in the report.
Upon question by Councilmember/Member Benson, Ms. Scully responded
that she had spoken with the author of the letter, the City Manager for
Osoyoos, and asked if there was a guarantee that this would continue after
the next election. Her answer was that she could make no guarantee. Ms.
Scully added that Mr. Basham winters here in the Coachella Valley, and
Osoyoos was sending him to try and reestablish the relationship.
Mrs. Gilligan stated that perhaps staff needed to meet with Mr. Basham,
have him go to the Sister Cities Subcommittee meeting, and ask him those
questions.
With City Council/Agency Board consensus, the Sister Cities Subcommittee was asked to look at
a Sister City relationship with a city somewhere in Mexico.

JF Can I have somebody make some copies?

JF It's sometimes easier to start with a fresh sheet of paper.
RAS I'll just scratch out and put in whoever everybody wants.
JMB You have it there.
RSK I'm just looking (unclear)
JF Okay, let me start by saying that Buford was at the College on the two Study Sessions where we
went over this and had some questions about how we came up with the 17 positions and whether
or not the 17 truly represented the demographics or interests of the City. And I told him that we
basically just threw these out at a Study Session, and there was no magic or rhyme to it, and it's
certainly not chipped in concrete, and if there were any suggestions (that we had too many of one
group or too little of another) we should probably talk about that before we start trying to pu
names in the slots.
BAC Well, I...a couple of comments that I noted was, one, I don't know that there's any reason to
have alternates. If you have somebody to go, they go, and if they're not there, they're not there.
RSK I agree with that.
BAC Alternates simply are a waste of the alternates' time.
RSK And it's confusing...
BAC Yup, as to who is and who isn't that day and all the rest of it. Any my second one was...
RSK And if they can't make it, whoever can't make it, should get all the information, the Minutes, and
all their things, and have somebody fill them in, etc., etc.
JMB Are we going to have any, if we do that, any condition they have to attend?

RSK Well, I would think that we would have some kind of condition. The three...three might be a
little too many for something as short as this. It ought to be more like two at the most.
JMB Yeah because they can't keep track and know what's going on.
RSK I'd say if they miss two meetings, they ought to be automatically removed and replaced.
RAS Let me kind of...I have no problem with that, but I think that we should have someone decide
when the meetings are going to be and let these people know that they've been initially selected,
and if they can attend, fine; if they can't, then we...
RSK The whole schedule ought to be set up.
RAS Exactly. And then if they can't make it, that's okay. Then we'll get somebody else.
RSK I agree. The whole...we ought to set the whole schedule up. That would also help us be sure we
meet the schedule. This is it.
BAC Yup. My other comment was...it seems, at least initially, like this thing is heavily weighted
towards the development side of the Valley. You know, there's the Chamber of Commerce and
a resort industry and a commercial industry and a development community and so on and so
forth. And when I, when I read letters to the editor and various issues like that, it seems to me
that we need to have a lot of concern about our zoning issues and where we put commercial and
where we do this and that, but the issue about whether or not we're going to be able to "develop
and fill the Valley" is, I think, a certainty. What I see more and more people being concerned
about and writing letters about are quality of life issues...roads and parks and schools and open
space and environmental issues and all the rest of that and slow growth and everything else, and
what I don't see are slotted in issues that look at quality of life kinds of things, and like I say, I
think the thing is overly weighted into one segment of our community.
RAS (unclear) parts of it, I think, relate to quality of life. I would think that parks and recreation
certainly could be related to "quality of life."
BAC Yeah, I agree with that.
RAS I would think that Civic Arts and Art In Public Places and Historical Society could be related to
quality of life.
BAC But in the same fashion, Planning Commission and Architectural Commission are all on the
upcoming (unclear)

RSK I just checked off all the ones related to quality of life, and I got 12 checkmarks. As an example,
Planning Commission can very easily be, by who we select, a quality of life person.
BAC I agree with that, Richard.
RSK Architectural Review can very well be quality of life. Parks and Recreation is quality of life.
Housing, basically affordable housing, that's quality of life. Civic Arts and Historical Society is
quality of life. Public Safety Commission is quality of life. Desert Sands Unified School
District's quality of life. College of the Desert and San Bernardino is quality of life. Citizen at
Large, Citizen at Large, Alternate 1, Alternate 2...
JMB We took off the Alternates.
RSK Yeah, okay, but...so those are all...can be quality of life.
BAC I heard your...
RSK And then one that I think should be added here is also a quality of life person.
JF Well, it seems to me the Chamber of Commerce and the commercial/retail are one and the same.
RSK Well, but that would have to be represented.
JF Oh, I don't have a....no, they'll be represented, but you're saying, if I hear you correctly, we
ought to have somebody more of an environmental conservation background.
BAC 1 guess I would take the Chamber and maybe number 12 and combine those two and leave that
alone, and I would then set out a slot or something like that somewhere for someone from that
other perspective to also be there.
JMB Well, the development community and resort industry go together, too.
BAC Well...
RAS Well, those two relate to 63%, if you include the hotels, of our General Fund, and I think that
their input is important. I don't think that the Chamber of Commerce Executive Committee and
the Chamber itself is made up of major retail dollars income from our city.
JMB Right.
JF Okay, so...what I'm hearing, it seems logical that Buford missed all the meetings that Buford's
particular niche on our Council would not be represented at those meetings and wouldn't be

reflected in these appointments. And I don't personally have a problem with creating one slot to
look at quality of life issues, if there's no objection.
RAS I have no problem with that.
RSK No, but we could make sure that...
JF And Bob mentioned last time...
RSK ...that's the reason we have Citizens at Large.
JF Right. Bob mentioned last time, and Buford mentioned it to me as well, that we should have
youth represented here somehow.
RSK Mmm hmm
JMB Yeah.
RAS (unclear)
JF Youth.
JMB Youth, yeah.
BAC It's occurred to me that, along with maybe what we do here, that we might very well want to go
to an existing youth government, and my first thought was I suspect there's student government
at Palm Desert High School, and a majority of those students are Palm Desert students, and the
ones that aren't are certainly from nearby and shop and everything else in Palm Desert, and we
go to them with what are, you know, what are the strengths and weaknesses of this community,
what do you want to see in 20 years kinds of thing and let them, with some staff assistance, chew
on this and bring us some recommendations. You know, there are a lot of things on this thing
that somebody who is 17 years old might not care very much about in terms of zoning
restrictions, duh duh duh duh duh duh, but the big issues about what it ought to look like, what
ought to be here, what ought not be here, and so on and so forth, maybe we ought to ask an
existing democratically elected group of students to take a whack at it.
JF I agree, and...
RSK But I don't think anybody has a problem with it.
RAS No, I think it's a good idea.

JF And I think they can contribute a lot because a lot of students want to just get the heck out of
here and move somewhere else.
BAC Like all students.
JF Well, like all students, but, you know...
RSK No matter where they are.
JMB (unclear) want to come back
JF We have interest in wanting them to come back and settle down and find out what's important to
them and what's lacking here at the College...
RSK But we all agree on that, so do we need to hash it out here?
BAC Nope.
JF No, but...
RAS Dick also suggested that we have public transit...
RSK Yeah, I was wondering if anybody remembered that. It seems like that's a vital issue.
JF Well, that....it takes me to the next aspect of this, which was...as I was going through these
names and through these people, I'll just throw this open for discussion...it seems to me a lot of
people point to Palm Desert as being the leader in the Valley and a role model for what other
cities do, and regional agencies such as Sunline and CVAG work very closely with us because,
as Palm Desert goes, so do a lot of other people go. And my thought at the outset was are we
going to try and find the best and the brightest people to advise us on this committee in areas of
importance, i.e., Dick Cromwell from a Sunline or a Corky Larson from CVAG, or are we going
to limit ourselves to strictly people who live within the City limits of Palm Desert, no matter
what their expertise.
RSK Well, my feeling about that would be if we have somebody that's a citizen of the City of Palm
Desert, they have a buy -in, a vested interest, a concern, they've selected the City of Palm Desert,
and if we have somebody that fits that, we ought to use a person from Palm Desert.
JMB I do, too.
RSK (unclear) have one that is very knowledgeable about public transit, and in addition, he's an
expert on ADA

JF Okay.
BAC My bias is on some of those, I frankly don't care because a lot of these, like transportation issues,
they don't start and they don't stop at the borders of Palm Desert, and it doesn't make...we know
very well what happens if we widen Fred Waring and our neighbor to the east...
RAS Doesn't...
BAC ...doesn't and all the rest of that stuff, and so I (unclear) for some of those issues we get the very
best person. We look first to Palm Desert...
RSK And we happen to have one...
BAC I'm just saying, if we look first to Palm...I don't have a grump about that, but I don't have any
interest in saying it has to be.
RSK Well..
JMB Well, I think in some categories, it has to be because I...
BAC In some categories..
JMB I wouldn't want somebody in development from neighboring cities...
BAC Right, right, but there are...
JMB ...telling us what to do.
BAC ...some areas that are, I think, regional in perspective.
RSK Well, I think that when we're doing a Palm Desert plan, I've seen, observed too many people
involved in committees, and they've got another interest there. And I see people that live in
Palm Desert, love Palm Desert, live here because they love Palm Desert, they're interested in
Palm Desert...I, for one, am going to do anything I can to find somebody in Palm Desert first.
JF Sure, but I guess from my point of view, there's no way we can come up with a transportation
element to our General Plan and not look at what CVAG's doing.
RSK Exactly, exactly, but practically everything we have in here, we have to look at the whole thing.
We have the County doing a job (unclear) right at the same time. We have to connect with
everybody. That's what makes transportation so vital here because, as an example, they are

selecting a route from one end of the Valley to the other for a people mover, and all the cities
have to agree on where that goes, but we need to make sure that we have a personal interest,
from a Palm Desert standpoint, of where it goes through Palm Desert. Therefore, it ought to be a
Palm Desert person and preferably with knowledge of Valley -wide transportation issues, which
the person I have in mind does have.
JF Okay. Well, it sounds like we're all saying the same thing. You get the best and the brightest,
and you pick from Palm Desert first. Unless there is an absolute dearth of qualified people in
that area, you stay in Palm Desert.
RSK So, my experience is we've gotten some bad input from people that did not live in Palm Desert
that participated in our committees.
JF Well, I also think a lot of this will depend on who the people are, but...do we have a consensus
to add a transportation slot here?
RSK Yes
RAS Yes
BAC Sure
JMB Yes
JF Okay. So, unless we eliminate one, we're up to 18 now.
JMB No, we took off two.
JF I know, and we just added three.
JMB Youth, Transportation, what else?
JF Quality of life, or environmental quality I think is probably better.
RAS We have 16 then, since we're not going to do the alternates.
JMB No alternates.
RAS And no Citizens at Large.
JF Well, no, the 17 includes...

BAC No, no, we didn't say anything about Citizens at Large.
JMB Actually, two might not be enough Citizens at Large.
BAC It depends on what we find in some of this stuff.
JF Okay.
JMB Is this going to run the same way as the 2010 Plan, where we pick somebody on the General
Plan from Housing, and then they have subcommittees?
PD No, the Housing Commission is going to be the subcommittee for the Housing Element. The
Public Safety Commission is going to be the subcommittee for the Public Safety oriented...
JMB Oh, so each of these committees is going to be the subcommittee?
PD That was the proposal. We have a...
RSK Don't we have them all set up?
PD Exactly, we were all set up. They're knowledgeable and interested. All those programs are
ready, and we thought it was logical...
RSK (unclear) selection process
RAS Why reinvent the wheel?
RSK Yeah.
JMB So we need a list of who's all on this to see, who's on these committees, to see who we're going
to pick from that committee to be the chairman, be on this committee.
TL And, in fact, like the Housing Committee has already appointed someone from the Housing
Committee to sit on the General Plan Committee.
BAC But not...
RSK We made a decision that we were going to make the appointments.
BAC Yes, I was going to say.
TL Well, they were making a recommendation...

JF Well, I think probably the best way to proceed, since we can't actually make the appointments
this morning until we get a schedule and ask them if they can make that commitment and are
willing to serve, what I'd like to do is go through this and get names from each of you in each
category for us to consider. Basically, get the universe of people in category and then start
chatting about them a little bit.
BAC And you have the people who called.
JF Yes
BAC I think it would be at least useful to get a paragraph about who those, you know, why they
want...there was an article in the paper yesterday, Jean, about this...
JMB I saw that.
BAC ...it said to call, and some people did, but I wouldn't have a clue of those people, you know...
JMB Right.
RAS I don't know anything about these people.
BAC So it would be nice to have a paragraph...
JF Can we agree to have staff call them and do a little screening?
JMB (unclear)
JF And maybe include Mr. Groner in that.

story is what the City Council...what the City is doing with its General Plan. Just so you know.
We tied it to the committees. The committees will have involvement...what the areas we'll be
looking at.

process, and before we get too far down the road we want to make sure that this was something

letter out it could include those dates and times so that the person has an idea of what they're

City Council/Agency Board determined the following applicants should be contacted by staff to
set up interviews:
Architectural Review Commission — John O'Hea
Proiect Area 4 — Bob Berchad
Civic Arts Committee — Norma Bussing
El Paseo Merchants — Alan Rosenblatt
Housing Commission — Mayor to work with staff to determine which applicants qualify
to serve on the Housing Commission and schedule said applicants for interview(s).
Library Promotion Committee — Instruct staff to prepare necessary ordinance amendment
to increase membership to seven (7) members, with Councilmember Benson to interview
Eva Ellis and Francoise Rhodes.
Parks & Recreation Commission — Linda Vassalli and Donnis Thompson
Planning Commission — Martin Nethery, Rick Post, Dave Tschopp, Neil Lingle, and Gail
Paparian
Promotion Committee — Howard Back. Staff to also investigate The Living Desert
representation on this Committee.
Public Safety Commission — James Butzbach, Ted Rutherford, and James Larsh
Rent Review Commission — Donnis Thompson
Sister Cities Committee — Cal McIntosh

HOUSE ENTITIES AND OUTSIDE AGENCIES REQUIRING CITY OF PALM
DESERT REPRESENTATION.
Mayor/Chairman Ferguson asked whether the Council/Agency Board Members were
satisfied with their assignments or if they wished to serve in other capacities. No changes
were made to the current assignments, except Mayor/Chairman Ferguson said he would
like to start attending the Board meetings of the Coachella Valley Economic Partnership
(CVEP).
Council/Agency Board concurred.

IX. MEETING RECESS FOR VAN TOUR OF PARK/OPEN SPACE PROPERTIES
Mayor/Chairman Ferguson noted this van tour had been postponed until after the first of the
