VI. ADJOURNMENT
With Committee concurrence, Chairman Tschopp adjourned the Committee meeting at 1:58 p.m. to
such time as further input of the Committee was warranted in the development process.
With City Council concurrence, Mayor Crites adjourned the City Council Meeting to 10:00 a.m.
Tuesday, January 25, 2000, for the purpose of interviewing and making appointments of candidates to the
City's various committees and commissions.

Chairman Tschopp opened the meeting at 11:00 a.m. President Karnig welcomed the Palm
Desert guests to the San Bernardino campus. He announced that the Governor has included a
request in his 2000/2001 budget for $380,000 for operating expenses for the Coachella Valley
Off -Campus Center.

Chairman Tschopp announced that anyone wishing to address the group regarding items not
appearing on the agenda may do so at this time.

features that they feel are particularly appealing or not desirable.

A. APPROVAL OF MINUTES
The minutes of the December 3, 1999, meeting were approved.
B. PRESENTATION OF PROJECT UPDATE FOR CALIFORNIA STATE UNIVERSITY, SAN
BERNARDINO, PERMANENT COACHELLA VALLEY OFF -CAMPUS CENTER
Bill Shum introduced Ken Liu, Partner, LBL Architects, who introduced the design team (Erick
Burkhardt, LBL Architects Partner; Christian Rader, Design Architect; Michael Kim, Project
Manager; Chris Mills, Associate Architect; Ron Gregory, Landscape Architect; Manny Sanchez,
Civil Engineer).
Erick Burkhart began the presentation by introducing the three major areas to be addressed: 1)
location of the site; 2) exterior building organization and massing; and 3) hill stacking. From
a traffic engineering point of view, the site needs to be developed back from the intersection in
order to provide stacking for vehicular movement. The first choice is to develop view corridors
that connect various parts of the site to the center of the organizing circle. Buildings need to be
closer to drop-off points, closer to parking and access roads, and away from the main entrance
and traffic. This approach led to a migration up Cook Street towards the north. As a part of
Phase I, it is desirable to create a main gateway, or an identifiable sense of arrival, which can be
achieved by developing several open view corridors along Cook Street. It is important that the
view corridor mentioned in the Master Plan be retained in the design, which can be achieved by
developing several open view corridors along Cook Street.
The design provides for a series of small buildings linked together showing the relationship of
campus life between the buildings, breaking up the massing of the buildings into a series of small
buildings and plazas that create activities, connected with arcade walkways to provide shade and
weather protection. The series of smaller pavilion buildings would become colleges within the,
university which becomes important in terms of phasing, designing buildings designated for
specific functions, and naming opportunities. The model visualizes the future full development
of the 40 acres and the relationship of the first building to the remainder of the development.
There would be many opportunities as the campus develops for the display of public artwork in
the plaza areas at the start of the view corridor in Phase I. The specifics could change, depending
on timing and funding availability.
The architectural design team has met with the Palm Desert Architectural Review Commission.
Discussions have addressed the desire to landscape the edge of the campus along Cook Street
to be incorporated into Phase I to create a public space that identifies the property as the
university.

The architectural team feels that the Phase I building should not be a single mass and should
enclose an outdoor courtyard to provide protection as a bather from the weather. The building
on the first site must be a design that will accommodate the natural slope of the land.
The campus buildings will portray an attitude of the desert with the use of materials, such as
stone, and the use of desert colors such as beiges and reds, with deep set walls with glass set
back, and big roof overhangs to provide shade.
Two optional massing designs for the Phase I building were presented for consideration.
1) Option I is a ring design. It would provide an outdoor courtyard, protected from the weather,
which could be used as an amphitheatre or for outdoor classes or dining. The building's
design would have a sculpture to it which would play a major role in creating an identity.
Gateways constructed in the building would break up the massing of the ring design. The
major form is the roof line. The circular courtyard would not be flat and would descend
down to allow viewing the remainder of the campus.
2) Option II would create a single building which is actually a collection of three buildings that
form a separate courtyard. The design combines two wedges that intersect a large wall that
frames a view that goes out to the desert and to the esplanade to the south. The wedges could
accommodate some teaching spaces so that the walls would reinforce the functions that incur
within. The design is similar to a pueblo approach set in modern contemporary expression.
The horizontal section could house offices. It offers an opportunity along the Cook Street
elevation that could accommodate some signage with the name of the university. The
scheme could easily accommodate water elements, major art pieces, and a tower.
Phases II and III could follow very quickly, subject to availability of funding, while Phase
I is under construction, so that the entire Cook Street edge could be built along with the
parking and the view corridor.
Ouestions and Comments:
Very supportive of Option #2 and the view corridor design. The concept of constructing all three
phases simultaneously gives the college a presence. (Spiegel/Benson)
Concern that the campus streets must be lined up with the streets installed in a project across the
street from the campus. (Kelly) City staff will closely monitor the placement of streets in
neighboring projects. (Diaz)
Commended the use of southwestern features, the concept of quadrangles with small gathering
spaces, and the parking design on the interior of the campus. (Wilson)

From a fund raising standpoint, work is being done now on Phases II and III. A product that can
be sold is needed, e.g., opportunities for naming buildings. (Oliphant)
Commended the effort to envision where Phases II and III would be located. (Hankin)
Commended the use of the view corridor. Look forward to seeing the project being completed
in accordance with what has been presented in the planning documents, i.e., use of materials,
colors, stones, views, etc. (Crites)
The presentation appears to be much more than three buildings. The view corridor is predicated
on there being buildings on both sides of the view corridor. For a substantial period of time,
there will not be a view corridor; there will be a view. The lower quadrant will be open area that
will probably be landscaped at some later time (Karnig)
Suggest using the top of one of the buildings in Option II as a rooftop plaza for activities.

The extensive use of landscaping along the Cook Street corridor, along with site work, design
and building construction, should be watched carefully to avoid exceeding the budget.

The design of Option #2 allows for the upper division students to be in their own buildings for
their specific fields of study. (Diaz)
Review of CSU Process:
The project continues to be directed towards the March CSU Board of Trustees meeting.
William Shum described a fast -track proposal that provides for civil engineering working
drawings to be completed within approximately 2-3 months. Construction of the civil
engineering work would begin in late May or early June, with building construction to begin
approximately August or September 2000.
The planning subcommittee will continue to be available to meet with the architectural design
team as issues develop, as well as with the Palm Desert Architectural Review Commission and
the Art in Public Places Committee.
Action: Moved/seconded/passed to approve in concept the design of Option II and direct staff
to appropriate course of action based upon today's information. (Spiegel/Kelly)

V. ADJOURNMENT
There will be an update meeting scheduled with the University Planning Committee upon
completion of the schematic drawings, prior to presentation to the Board of Trustees. This will be
an informational meeting scheduled for late February or early March.
