CONSIDERATION OF THE PRELIMINARY CITY MANAGER'S FINANCIAL PLAN FOR FISCAL YEAR 2010-2011: PUBLIC WORKS DEPARTMENT AND CITYWIDE CAPITAL IMPROVEMENT PROGRAM (CIP). CF Okay. JMW ...couple quick updates and information. Ultimately, Starwood will put a median on Portola Avenue for a segment of Portola Avenue in front of...their development on...Desert, or on Portola facing Desert Willow. The median itself allows for left turn in for, that'd be for northbound, or excuse me, southbound traffic on Portola. It does not allow for left turn out for southbound Portola. So it'll only allow for a right turn out and wanted to make you aware of that. I know that...Starwood has been successful, and I've had some questions regarding their access on Portola and how'd they get to the Clubhouse, for example, and we've worked out a...method for Desert Willow to provide 2 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 service to Starwood. But for your information, I have the plans here for the median. It will, it's a blocked turn pocket, I guess that's how you'd describe it. MG Right. Yes. JMW So that it, you can't go southbound on Portola out the Starwood gate entrance. That's the condition that was placed on them. On, I guess, early on there was discussion of the signal, and they didn't want to put in the signal? MG They wanted a signal, but they didn't want to pay for it. So one, then when the signal alternative was approved, then they backed away from it because of the cost. RSK You don't need another signal anyway. MG Ultimately some day, when...the Portola Interchange gets built, we...would need a signal in order for there to be left -turn access there. Not today. It doesn't look like it today, but... RAS Spencer, I got a question for ya'. SK Yes. RAS Now with the...six lanes are finished on Monterey,... SK Yes. RAS ...aren't we gonna' do somethin' with the medians? They look terrible. SK In terms of doin' a full landscape on 'em? RAS Anything, I mean, right now they got debris in there and weeds and stuff like that. SK We can...talk to the Streets Department, have them clean 'em up and return 'em just back to soil. But at this point, there's nothing programmed, that I know of, for landscaping those medians. RAS Well don't you think we ought to? SK The on-... RAS Along with Rancho Mirage? Example of that would be at Frank Sinatra and Shadow Ridge where that median's a difficult one to maintain because of the open area adjacent to it to the west. RAS Well, my opinion when you put a median in, you gotta' do somethin' with it. SK Okay. RAS You can't just leave it bare. JMW What's...Rancho Mirage... RSK We can do something that's...more sparse than normal until somethin' else happens so that that's something that doesn't take much w-, water, like at least some...palm trees down the middle. SK I happen to have some palm trees. CF Well, should it go to the Landscape Beautification Committee (LBC)? RSK Yeah. Bring it to the Landscape Committee. SK Okay, presently there's, how apropos, presently there's no funding... RSK And a lot of that's not...even in the City of Palm Desert, so... SK Half of it. RAS So, we'll work with Rancho Mirage... RSK (Unclear) RAS ...and figure out what's goin' on. SK We will put it on the next agenda for the LBC next month. CF Great. JMW The second update that I have is we're continuing, and we have an Aquatic Center Meeting this Thursday. The...Riverside County Health Department is requiring the Therapy Pool be turned once every six hours, and the Play Pool be turned once every 30 minutes. So, we're gonna', the plan is to separate the Play from the...Therapy Pool. That'll save, ultimately, a lot of energy. It'll increase the cost about 75,000. MG Right. 4 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 JMW And we're getting budget numbers for the Aquatic Steering Committee this Thursday. MG Yes. JMW So you'll see the overall project. Just wanted to give you a heads -up so that if you see a design that's slightly different than the design that you saw last time, it's because we're gonna' have to turn the water...in the Play Area different than we turn the water in the...Therapy Pool Area. Those are the two updates I have. What...page is Public Works, Paul? I Public Works PSG They're right after the...tab there. CF Thirty-nine? PSG Yes. Note: Councilmember/Member/Member Benson arrived at 9:05 a.m. JMB Started? CF Yeah, just...had an update, we haven't really started in the budget yet. JMB (Unclear) Public Works - Administration (p. 39) RSK How many employees there? MG We now have 51. (Unclear) RSK (Unclear)...page 39? MG They're spread over several different sheets. RSK Oh, so your total is, you don't have a total for each page. MG Twenty-one on page 39. (That doesn't sound right.) ATT No, I think it's 17. RAS Okay. That's all we'll get back. CF We're on page 39. JMB (Inaudible) CF So the budget cuts primarily reflect a decrease in full-time employees? MG That's the bulk of the cuts on this page. CF The other cuts are kind of inconsequential? So the 347,000 represents three employees? MG Yes. CF Okay. JMW And the 93,500 is the Retirement for those three employees. Public Works - Streets & Maintenance (a. 401 APRIL 26, 2010 CF Okay. All right. Anybody have questions on page 39? Hearing none, we'll go to page 40. The number of employees there? ATT (Inaudible) MG It's 21, and there were no cuts on that area. RSK To what? MG There's 21 employees in Streets, and there were no changes. CF So, the "Overtime," give me an example of what you need "Overtime" for. MG We always have at least one person on call. We get called out several times a week to respond to trees in the road, water leaks, traffic accidents, all...manner of things. We also get pulled into working late to finish up on things, occasionally. Carlos, the bulk of this is call -outs, right? CH Yes. MG So emergency call -outs at night. CF Emergency call -outs nights or weekends? MG Yes. ATT (Inaudible) JMB How 'bout the Christmas decorations? We put a 250- or somethin' like that in last year, why do we need 50- this year? MG It's a $50,000 per year for the Holiday Decorations, and this is the, I believe the last year of that contract. JMB Oh. I thought we paid for it all. PSG This is the setting up and taking 'ern down cost. JMB Oh. 7 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY JMW And...storage. PSG And storage too, yeah. JMB Oh, okay. APRIL 26, 2010 JMW Some of the "Overtime" will...be reimbursed from Special Events. Remember, when we showed you those Special Events, we now show you overtime for Police and Public Works... CF Mmm-hmm. JMW ...as a part of the cost of those Special Events. JMB Was in that 50-? JMW No, not for the Christmas... JMB Oh. JMW ...'cause that's a contract... JMB Oh. JMW ...for the Holiday Li-, Lights. But on the general "Overtime" budget, they do work overtime on...4th of July, Golf Cart Parade, and we put a number in there so you know what the overtime is. That in-, that's the same with Police too. CF On the "Repair/Maintenance-Street," which is about two-thirds of the way down, it looks like the projected actual is 340,000, and you're requesting 300,000, where are you gonna' make up the other 40,000? MG Carlos, what was that change? CH We...l think it was based on the percentage that we've used so far. Hasn't been, actually have been successful in...purchasing in-, our inventory, purchasing our inventory this fiscal year. So, therefore, next fiscal year, we'Il...be okay with budget here. CF Okay. So you're saying that we've purchased enough this year that we're gonna' be able to save money next year? CH Yes, for certain... CF Because we'll have enough 8 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 CH Yes for cert- CF ... inventory on hand. CH Yes. CF Okay. RSK How about, is some of the things that you do "Overtime" with in, can't...you fix that with scheduling? MG Yes. RSK I understand the emergencies. But I'm thinking about like Golf Cart and 4th of July, can't you schedule those? MG We could, except then regular work would go undone. If the crews aren't here on their regular hours, they're not getting their regular work done. And we are doing some of that. We're doing that as much as we can where when we know we're gonna' have an event, we try to schedule people on regular time. JMW We... RSK Well that's always a quick answer, "Well, somethin' else won't get done," but what won't get done, you know? That's...just pretty...murky, you know. I'm just suggesting that we do everything we can where we have "Overtime" that we can actually schedule, that we should schedule it just to keep "Overtime" down. MG And that's what we are doing. That's, there is a savings in "Overtime," we're reducing it... RSK That would have been a better answer, wouldn't it? MG We're... JMW We're doing that in other areas, like inspection, where we have to, the inspections, it's gonna' be in... RSK I...like the answer that we're gonna' do that everywhere we can. JMW Well, just some of these, like the Golf Cart Parade is a Saturday or a Sunday. CH Sunday. RAS Sunday, yeah. 9 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 JMW So...we've been trying to reschedule as much of the workforce as we can so that they may get a Monday off instead of a Sunday. RSK I'm...satisfied with the answer we're gonna' do everything we can. JMW Okay. RSK Don't need all the detail. CF Okay. Any other questions on page 40? None? Okay, page 41. Number of employees? Public Works - Building Oper/Maint (p. 41) MG Four, and that's unchanged. CF Okay. So on the first line item, from the projected actual of 241- to 255-, 14,000 is because of? MG (Inaudible) JMW Step increases? PSG Step increases and also, potentially, if they buy any vacation buy-back, you know, those are the types of unscheduled things we don't anticipate. CF Okay. On the "Professional -Other" category is what? Because I see that we've gone from actual of 35,000 down to 15,000. MG Right. We've been trying to, well we've been hiring fewer contractors and doing more of the work with our own people. CF In-house? Okay. MG Yes. CF Okay. Any questions? Okay, page 42. Public Works - Street Light/Traffic Safety (p. 42) CF These are the same four employees that we had from page 41? MG No. There are no employees on this page. CF No employees, okay. 10 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY RAS How are you saving $140,000 in "Traffic Supplies?" CF Same thing? APRIL 26, 2010 MG Like Carlos said, we had...made some purchases this year and planned ahead for next year so that we could save money next year. It is tight. It's not to say that we won't go without certain things. RAS What? PSG But I thought we used, charged some of it to the Recycling Fund. MG Oh, and also, yeah, you're right. PSG That's where a lot of it went to. MG Some of it being charged to Recycling. Particularly, things like traffic signal controllers and traffic signal equipment is in this line item. CF That is good. Well, that looks like a nice savings. Any other questions? Okay, page 43. Public Works - Street Resurfacing (p. 43) CF This is just our basic maintenance that needs to be done per our schedule? MG Right. This is street paving. RAS Is this enough? MG No. It's about half of what we should be doing to keep up with our...level of streets. RAS One of the things we're known for is our streets, and if we don't keep `em up, we're not gonna' be known for it anymore, are we? MG That's true. CF What's the plan, Mark, you're delaying by doing half? MG This budget has never been reduced. It's just that as our streets get older, our need to maintain them increases, and we've never increased the budget to match our maintenance need. My hope is that the economy recovers in the next couple years, and we can start to increase this budget. 11 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 CF So does this mean, for example, that streets are not being slurried every three years and instead it's gonna' be every four years? Or what...is the actual impact? MG It means that right now today we have streets that haven't been paved for 15 years, and they won't get paved this year either. CF Okay, when you say paved, you mean like go down to the dirt? MG No. CF Or slurry seal? MG A new layer of asphalt on top of the existing asphalt. CF Okay. So just like a slurry seal? MG No. CF No? MG Slurry seal is more liquid coating. CF Okay. MG That, the slurry seal, is done to a street that's, say, five to seven years old. CF Yeah. MG Once a street gets to be 10 or 12 or 15 years old, it has to be re -paved. We have quite a number of streets that need to be re -paved right now today. A few examples are Ironwood and Shadow Mountain, Cook Street. JMW Well, the fro-, Shadow Mountain's in this budget, right? We talked about Shadow Mountain and Ironwood, or... MG Ironwood's in this, and Shadow Mountain's in it if we have enough money. RSK What about Ironwood? MG Ironwood's in...this... RSK In the budget? MG Yeah. 12 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 CF So let's say, for example, that we don't re -pave on the same schedule that we've been t-, using, then is it gonna' cost more in two to three years, perhaps, when the economy recovers? MG Yes. CF And how much more percentage -wise would it cost? MG Well...every street's different, but, you know, it's probably, say, 10% more expensive every year you wait. CF So depending on nuisance water and wear and... MG Right. CF ...tear and all that sort of stuff? MG Right. RAS You using rubberized asphalt? MG Yes. What we're proposing this year to do an alternate bid to do conventional asphalt and rubberized asphalt to see how much of a premium we're paying for rubberized asphalt. And it, to see if it's worthwhile to drop the rubberized asphalt to be able to pave more streets. RSK I think there's...another issue here, and that is the...policy of how often we're going to re- pave. Or, I'm not sure that the Council has ever made a decision to...reduce...the maintenance on our streets and roads, because...having...excellent streets and roads, and resurfacing, and all those things are as...valuable as advertising a city. And...we've had a reputation, of always havin' excellent streets and roads. And I, for one, would not like to see us...reduce the level of maintenance that we do on our streets and roads. And I'm not sure that the Council has ever had a chance to express that and make that decision, you know. In other words, as an example, if you were gonna' go from...five or seven to 10 or 12, that it may be that we would want to...dip into the Reserve to keep the streets and roads at the level we've always had them. So, for me, for one person, I would like to make sure we keep 'ern up excellent and give the Council a chance to make that decision and not just cut it to cut the budget. RAS Can I suggest that we revisit this, and you come back to us and tell us what you'd like to see? And along with that, would you let me knowwhat...Indian Wells and Rancho Mirage are doing as far as their timeline? MG Yes, sir. 13 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 RAS Okay. CF And then figure out that 10% extra that it would cost. MG Okay. CF And how close are we to the projected actual for this year of the 2.6? Have we actually done that work? MG No. Ryan G We haven't. CF Are we gonna' have a carryover? Ryan G We...will have a carryover, yeah. CF How much of a carryover? Ryan G Probably in the neighborhood of $1.6 million. JMB Well, all that... CF So if we carried over 1.6 million to the 1.9 million, we'd have $3.5 million? RAS They're already committed. Those dollars are already committed to certain streets that needed to be done this year that weren't. Is that right? Ryan G Yes. The contract will go out...before the end of this fiscal year, and that will, in essence, take a carryover. But the... MG Right. Ryan G ...money will be budgeted. CF But the bottom line is... MG So that... CF ...the work isn't gonna' get done in this fiscal year, it'll get done in next fiscal year, and we'll have the funds to do it. Ryan G Correct. 14 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 CF Okay. Well, we can still look at, but I think the carryover figure, is it reasonable to do like $3.5 million of street improvements in one year? MG Yes. CF Yes? Okay. Can you bring us back also the streets that need to be done...and the schedule... MG Yes. CF ...that you have laid out? And would you have this, by any chance, for Friday when we meet again to review the budget? Or is that too soon? MG We might not be able to have every detail, but we can certainly get you some pretty good... CF Have the gist of it? MG ...information. Yeah. CF Okay. RSK Then at least you'd have the streets you're planning. MG Yes, absolutely. CF Okay. Page 44? Public Works - Curb 8, Gutter (p. 44) CF Okay, so in 08-09, we had actual of $164, and then we went up to 100,000, and we spent 80-. What happened between the 164 and the 100,000? Ryan G This account is for...constructing ADA-compliant curb ramps and bringing various concrete improvements... RSK Boy, you can't do much that direct kinda' work for $100,000. CF Yeah, I was just tryin... RSK That's peanuts. CF I was just tryin' to figure out... 15 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 RSK Yeah. CF ...why the difference. RSK Well, they don't have, it could be only just five or six cuts. I mean, it's not, it's...dabbling. CF Okay so... Ryan G Were you asking why the actual was $164 in previous years? CF Yeah. Ryan G It's because...money from a different fund was used previously to do that work, and now we're using this account (inaudible). CF Okay, that answers the question, thank you. Public Works - Parking Lot Maintenance (p. 45) CF Okay, page 45. Okay so here, again, we had an actual of 15,000 in 08-09, 268 for this year, and we're goin' up to 80-. ATT (Inaudible) MG Yeah, we used a different fund for the previous year. We reduced this budget...in the current year to...meet budget needs. But we do...need parking lot paving money. City owns quite a number of parking lots that are in need of maintenance. CF Okay. RSK What about President's Plaza? MG President's Plaza is a... RSK What? MG President's Plaza is a Landscape & Lighting District, so it has its own fund. As... RSK So my question is still when we gonna' do it? MG I don't know. I...don't think there's any plan to do it. RSK It's the pits! 16 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY MG I agree with you. There's no money, though. RSK We need to plan. APRIL 26, 2010 CF Where would that be on your sc-, wh-, well, you're gonna' bring back the schedule of streets, so it, maybe you wanna'... MG Right. CF ...bring back the schedule of Parking Lots? MG Well, my understanding with President's Plaza, that's a...Landscape & Lighting District. The...people... RSK Even though it's a...Lighting District, we still do the work and take care of it, don't we? MG We do the work, but there's no money, there's not enough money in the District to do the work. So the City would be subsidizing that District if we pave that parking lot. RSK Well...there's a lotta' parking lots that we do ourselves, and just because it's in a, an Assessment District, the Assessor doesn't have enough money; I don't see that we can sit there and let it deteriorate because they don't have enough money. It seems like we could take the responsibility, just like we would for our own parking lot, just like we're puttin' a parking lot in at Desert Willow. Why would we wanna' let one of our most important parking lots deteriorate because it doesn't have enough money in the Assessment District? We gotta' do somethin' about that. CF Well, do we need an adjustment in our Assessment Districts? MG Yes, but that takes a vote of the members. JMB When does that happen? PSG Every five years. MG Yeah. PSG I don't know where we are in the cycle. MG Might be coming up within the next year or two. RSK Well, we're doing all those things, Facade Program and everything to upscale everything, and what could be more important than that parking lot that...both, on both sides of...San Luis Rey. MG Yes. CF Okay. Any other comments? Okay. What page, 46? Public Works - Storm Drain Maintenance (p. 46) RSK We can't see 'em, so we never worry about 'em. JMB Gotta' have 'em. Public Works - Striping (p. 47) CF Okay, on page 47 - I know Striping is near and dear to Dick's heart. RSK It is. CF So take a look at it. APRIL 26, 2010 RSK Goes along with the Parking Lot. And my question here, or there, is will this budget deteriorate what we've been doing in the past? We get the money back when they sell it back to us or when they sell it to someone else, and then we re - lend it. The Mortgage Assistance Program has been a very small program. RAS Go back to 50. Basically, a Mortgage Assistance Program is one that you would make a payment for someone or you would pay their taxes for someone, but in essence, basically, no one wants to do that because they'd have to give us a covenant. So we reduced the funding but have left it in the event that we deci-, we look at maybe a Foreclosure Assistance Program, just very small funding. Multi -family Improvement - this is a program that was established for duplexes and triplexes. It has not been, there has not been any interest. We have a small amount scheduled for that in the event someone bu-, inquires about it. Acquired Unit Subsidies - this is, this line is for when we do buyer, buy a multi-family...property, in the event that we have to subsidize the rents down from market to affordable. Workforce Housing Grant - is actually, we're hoping to be, completely expended by the end of this year, so...whatever is left will be carried over, but we anticipate the entire amount to be expended.
