Upon a motion by Spiegel, second by Kroonen, and 5-0 vote of the
City Council/Agency Board/Authority Board, Mayor/Chairman/Chairman Benson adjourned
the meeting to Closed Session at 9:06 a.m. She reconvened the meeting at 1:10 p.m.
V. RECONVENE ADJOURNED REGULAR JOINT MEETING am
A. REPORT ON ACTION FROM CLOSED SESSION.

VI. OLD BUSINESS
A. CONSIDERATION OF CITY COUNCIL LIAISON ASSIGNMENTS.
With City Council/Agency Board/Authority Board concurrence, agreed with the
suggested/proposed assignments as presented.
B. DISCUSSION OF THE INTERVIEW PROCESS FOR
COMMITTEE/COMMISSION VACANCIES AND INCUMBENT
INTERVIEWS.
Councilmembers/Agency Board/Authority Board Members discussed the
City's standing Committees and Commissions.
With City Council/Agency Board/Authority Board concurrence, identified the dates
of January 28 and January 31 for conducting interviews of both incumbents (before
11:00 a.m. on January 28) and current active applicants for positions.

VII. NEW BUSINESS
JANUARY 6, 2011
A. DISCUSSION REGARDING CITY COUNCIL PRIORITIES FOR THE
CITY OF PALM DESERT.
Staff introduced and City Council/Agency Board/Authority Board Members
each added commentary and specific desires for the level of priority each of
the following subjects should receive in the coming year and beyond.
Discussion to occur on the following topics:
• Undertaking a 2020 Strategic Plan for the City.
• Updating the City's Zoning Ordinance.
• Completing the Housing Element for the City's General Plan.
• Strategizing on Where/How to Meet Affordable Housing Needs for
Maximum Number of Units.
• Role of the City with UCR/CaI State.
• Development of Vacant Pads at Desert Willow.
• Capital Improvement Priorities.
• Law Enforcement Priorities.
• Future Fire Stations.
• Development of Code Enforcement Officers in the future -
Hours and Days of Enforcement.
• Future of the Energy Independence and "Set To Save" Programs.
• Future of Parks and Recreation Facilities and Programs.
• Palm Desert Neighborhood Issues.
• Palm Desert Business Issues.
• Priorities for Current Year or 2011-2012 Budget.
With City Council/Agency Board/Authority Board concurrence, two recesses
were observed, first from 2:20 p.m. - 2:40 p.m., the second 3:22 p.m. -
3:34 p.m.
Based on an exercise where Councilmembers/Agency Board/Authority Board
Members and staff identified their individual priorities by indicating preferences with
colored decals (Green = High Priority; Red = Medium Priority; Black = Low Priority)
on pre-printed blank poster pages on the wall, following were the results:

Council/Redevelopment Agency Board/Housing Authority Board,
Mayor/Chairman/Chairman Benson adjourned the meeting at 4:44 p.m. to 9:00 a.m.
