B. REQUEST FOR AUTHORIZATION to Advertise and Call for Bids for the Installation of
Carports at Desert Pointe (Contract No. HA16700).
This item was removed for separate consideration under Item IV, Consent Items Held Over.
Please see that portion of the Minutes for discussion and action.
C. REQUEST FOR AUTHORIZATION to Advertise and Call for Bids for the Resurfacing of
the Parking Lots for Housing Authority Properties known as Taos Palms Apartments,
Catalina Gardens, Neighbors Gardens, and Las Serenas Apartments (Contract No HA16710).
Rec: By Minute Motion, authorize the City Clerk to advertise and call for bids for the
subject project.
Mr. Ortega requested Item B be held over for separate discussion under Item IV, Consent Items
Held Over.
Upon a motion by Vice Chairman Crites, second by Member Ferguson, and unanimous vote of the
Housing Authority, the remainder of the Consent Calendar was approved as presented.
IV. CONSENT ITEMS HELD OVER
B. REQUEST FOR AUTHORIZATION to Advertise and Call for Bids for the Installation of
Carports at Desert Pointe (Contract No. HA16700).
Ms. LaRocca said staff had requested separate consideration of this item due to the
recommendation resulting from yesterday's Housing Commission meeting to include the
addition of 16 carports at Catalina Gardens in the subject solicitation for bids. She stated that
cost would add approximately $20,000 to the total amount projected for construction;
Commissioners were advised that staff would request the addition at this Housing Authority
meeting.
Responding to question, Ms. LaRocca affirmed that the addition would mean carports at all
Housing Authority properties.
Member Benson moved to, by Minute Motion, authorize the City Clerk to advertise and call for bids
for the subject project and installation of 16 carports at the Catalina Gardens property. Motion was
seconded by Chairman Spiegel and carried by unanimous vote.

V. RESOLUTIONS

VI. NEW BUSINESS
A. REQUEST FOR APPROVAL OF FISCAL YEAR 1999/2000 HOUSING AUTHORITY
BUDGET ADJUSTMENT.
Vice Chairman Crites moved to: 1) Waive further reading and adopt Resolution No. HA-9,
amending the FY 1999/2000 Housing Authority Budget; 2) by Minute Motion, authorize RPM Company,
on behalf of the Housing Authority, to enter into a contract with Killer Bee Swarm Removal in the
amount of $21,133.50. Motion was seconded by Member Kelly and carried by unanimous vote.
In response to question, Ms. LaRocca answered that 21 sites had been identified with potential
bee swarms. She added that part of the agreement included weekly inspections by the
contractor to ensure removal, noting that the recommended contractor was the only provider
of such service in the Coachella Valley. Further responding, she said the bees were honey
bees, not Africanized honey bees, and the contractor would set traps to remove any returning
bees from the property continually for one year.
Vice Chairman Crites commented that once bees inhabited an area, a scent was left that often
attracted other swarms to the same area. Ms. LaRocca went on to say that was why the
treatment was so extensive, the contractor had to take considerable steps to eliminate that
scent.

C. CHAIRMAN AND MEMBERS OF THE AUTHORITY
1. One Quail Place (Member Jean M. Benson)
Member Benson noticed that One Quail Place had a new manager, as the Authority
had requested during contract renegotiation with RPM. She felt that would result
in an improved situation there.
X. ADJOURNMENT
Upon a motion by Member Kelly, second by Member Ferguson, and unanimous vote of the Housing
Authority Board, Chairman Spiegel adjourned the meeting at 5:47 p.m.
