CALL TO ORDER Chairman Crites convened the meeting at 4:03 p.m. H. ROLL CALL Present: Vice Chairman Jim Ferguson Member Richard S. Kelly Member Robert A. Spiegel Chairman Buford A. Crites Excused Absence: Member Jean M. Benson Also Present: Carlos L. Ortega, City Manager and RDA Executive Director David J. Erwin, City Attorney Sheila R. Folkers, Assistant City Manager for Development Services Victor Newton, Acting Deputy Building Official, Department of Building & Safety Phil Drell, Director of Community Development Paul S. Gibson, Director of Finance/City Treasurer Rachelle D. Klassen, Deputy City Clerk III. CONSENT CALENDAR A. MINUTES of the Housing Authority Meeting of July 13, 2000. Rec: Approve as presented. Upon motion by Spiegel, second by Kelly, the Consent Calendar was approved as presented by a 4-0 vote, with Member Benson ABSENT. IV. CONSENT ITEMS HELD OVER None MINUTES PALM DESERT HOUSING AUTHORITY MEETING SEPTEMBER 14, 2000 * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * V. RESOLUTIONS None VI. NEW BUSINESS A. CONSIDERATION OF FORMAL APPEAL OF RELOCATION CLAIM -- FRED WARING DRIVE IMPROVEMENTS PROJECT (Duane L. and Josie Loza Strohl, Appellants). Upon question by Chairman Crites, Mr. Erwin noted that this is an item that he would anticipate the Board would hear testimony in open session. The Board is then entitled to, in Closed Session, discuss the item and come back into open session to state its decision. MR. DUANE STROHL stated that he and his wife were residents on Fred Waring Drive where the City is in the process of purchasing homes. He noted that they had a problem in that they refinanced their home four to five years ago on the pretense that the City said it would not be doing anything for ten years on the street. They had now been forced to move, and they did not feel they had received adequate compensation for the equity they had pulled out and put into their home. New amenities to their home included a pool and spa, double -paned windows, and tile on the floors. He said their neighbors received $5,000 to $7,000 less than they did, but they did not have any of those upgrades in their homes. MRS. JOSIE STROHL addressed the Board and said she had a letter from the City stating that the City would, in 2004, be thinking about what to do with Fred Waring Drive. She said that in 1996, they had refinanced their home, pulling equity out to build a pool and jacuzzi. She said she understood that the improvements on Fred Waring were something that needed to be done for the City; however, she would like to have what she had in her home on Fred Waring Drive. She noted that they had purchased a home and were spending money to upgrade it, and they were asking that the City compensate them for what they had. She said what they were missing was the pool and jacuzzi. If they had never pulled the equity out of the Fred Waring home, they would have had it to put into the new home; however, they were not able to do so. She submitted copies of papers to the City Clerk, including the letter previously mentioned. Chairman Crites noted that announcement of action on this item would be held until after Closed Session. With Housing Authority Board concurrence, Chairman Crites recessed the meeting at 6:04 p.m. for dinner and Closed Session. He reconvened the meeting at 7:05 p.m. Mr. Erwin reported that there had been discussion in Closed Session relative to this matter.
