PALM DESERT HOUSING AUTHORITY MEETING

I. CALL TO ORDER
Chairman Benson convened the meeting at 3:00 p.m.

With Authority Board concurrence, Chairman Benson adjourned the meeting to
Closed Session for the City Council and Redevelopment Agency at 3:02 p.m. She
reconvened the meeting at 4:00 p.m.

III. CONSENT CALENDAR
A. MINUTES of the Housing Authority Meeting of October 23, 2003.
Rec: Approve as presented.
Upon motion by Crites, second by Benson, the Consent Calendar was approved as
presented by a 5-0 vote.

VI. NEW BUSINESS
A. REQUEST FOR AUTHORIZATION TO TRANSFER CABLE SERVICE
DIRECTLY TO INDIVIDUAL TENANT UNITS OR EXECUTE A FIVE-YEAR
CONTRACT RENEWAL FOR BULK CABLE SERVICE AT
ONE QUAIL PLACE.
Vice Chairman Crites moved to, by Minute Motion, authorize staff to direct Time
Warner Cable to transfer cable service directly to individual tenant units at One
Quail Place. Motion was seconded by Kelly.
Chairman Spiegel asked whether the tenants knew about this, and Housing
Director Teresa LaRocca responded that the tenants did not know about this.
She said this was a contract that the City inherited from the previous owners.
Tenants were currently receiving quite a break on their cable service, and
none of the City's other properties have this reduced rate. Chairman Spiegel
said he felt the tenants should be notified. Upon further question, Ms.
LaRocca responded that a decision needed to be made at this time because
the contract expires on December 31, 2003. She said residents are currently
paying approximately $37 per month, and the increase will be to
approximately $45 per month.
Vice Chairman Crites said he did not feel it was right to notify residents on
December 20`" that their rates would be going up as of January 1st, and he
felt they needed at least 30 days notice.

Ms. LaRocca responded that staff could attempt to work out an agreement
with Time Warner for an extension of the existing contract. She said staff
could not advise residents before now because staff did not know what
would happen. Although she agreed with Vice Chairman Crites that this
should have been done in October, she said the City was not advised until
recently that the contract was coming to an end.
Vice Chairman Crites said, then, that Time Warner should extend the
contract a couple of months.
Vice Chairman Crites amended his motion to, by Minute Motion, direct staff to work
on an agreement with Time Warner for a two to three month extension of the existing
contract in order to provide more notification to the residents of One Quail Place. Motion
was seconded by Benson and carried by a 5-0 vote.

With Authority Board concurrence, Chairman Spiegel adjourned the meeting at
