ROLL CALL Present: Member Buford A. Crites arrived at 4:00 p.m. Member Wm Ferguson Member Richard S. Kelly Vice Chairman Robert A. Spiegel Chairman Jean M. Benson Also Present: Carlos L. Ortega, City Manager/RDA Executive Director David J. Erwin, City Attorney Sheila R. Klassen, City Clerk Phil Drell, Director of Community Development Paul S. Gibson, Director of Finance/City Treasurer Teresa L. La Rocca, Director of Housing Michael J. Errante, Director of Public Works/City Engineer Richard Twedt, Public Arts Manager Upon motion by Spiegel, second by Kelly, and a 4-0 vote (Member Crites ABSENT), Chairman Benson adjourned the meeting to Closed Session at 3:01 p.m. She reconvened the meeting at 4:00 p.m. III. CONSENT CALENDAR A. MINUTES of the Housing Authority Meeting of May 22, 2003. Rec: Approve as presented. MINUTES PALM DESERT HOUSING AUTHORITY MEETING JUNE 12, 2003 B. REQUEST FOR AUTHORIZATION. to Allow RPM to Award Bid for Carpet Replacement Services on an As -Needed Basis at Eight of the Housing Authority Properties. Removed for separate consideration under Section IV, Consent Items Held Over. Please see that portion of the Minutes for Authority Board discussion and action. C. REQUEST FOR AUTHORIZATION to Allow RPM to Award Bid for Annual Pest Control Services at Seven Housing Authority Properties. Removed for separate consideration under Section IV, Consent Items Held Over. Please see that portion of the Minutes for Authority Board discussion and action. D. REQUEST FOR AUTHORIZATION to Solicit Bids for the Construction of a Block Wall for Country Club Estates. Rec: By Minute Motion, authorize the solicitation of bids for the subject project. E. REQUEST FOR AUTHORIZATION to Solicit Bids for Hallway Repairs at Desert Pointe Apartments. Removed for separate consideration under Section IV, Consent Items Held Over. Please see that portion of the Minutes for Authority Board discussion and action. Chairman Benson asked that Items B, C, and E be removed for separate consideration under Section IV, Consent Items Held Over. Upon motion by Spiegel, second by Crites, the remainder of the Consent Calendar was approved as presented by a 5-0 vote. IV. CONSENT ITEMS HELD OVER B. REQUEST FOR AUTHORIZATION to Allow RPM to Award Bid for Carpet Replacement Services on an As -Needed Basis at Eight of the Housing Authority Properties. Chairman Benson questioned the recommendation to award the bid to a non - local vendor. Mr. Conway responded that staff did make contact with local vendors; unfortunately, their rates were $15-$18 per yard for the same type of product, 2 MINUTES PALM DESERT HOUSING AUTHORITY MEETING JUNE 12, 2003 and this forced staff to go outside of the local area to receive these lower rates. Member Spiegel moved to, by Minute Motion, authorize the Palm Desert Housing Authority to authorize RPM to award bid to Carpet Collection, Van Nuys, California, on an as -needed basis for eight Housing Authority Properties — funds have been appropriated in the 2003/2004 Housing Authority Operating Budget under contract services. Motion was seconded by Crites and carried by a 5-0 vote. C. REQUEST FOR AUTHORIZATION to Allow RPM to Award Bid for Annual Pest Control Services at Seven Housing Authority Properties. Chairman Benson said she had the same concern with this contract as she did with the previous item and questioned having to go to Cathedral City for a vendor. Mr. Conway responded that the local company, Truly Nolen, bid $43,320.00 to maintain these properties as opposed to $14,580.00 from Dunphy's in Cathedral City. Chairman Benson moved to, by Minute Motion, authorize the Palm Desert Housing Authority to authorize RPM to award bid to Dunphy's ExtermaPest, Cathedral City, California, in the amount of $14,580 for the annual pest control services for seven Housing Authority Properties — funds have been appropriated in the 2003/2004 Housing Authority Operating Budget under contract services. Motion was seconded by Spiegel and carried by a 5-0 vote. E. REQUEST FOR AUTHORIZATION, to Solicit Bids for Hallway Repairs at Desert Pointe Apartments. Chairman Benson suggested that the Housing Commission be allowed to review the design of the repairs prior to soliciting bids. Chairman Benson moved to, by Minute Motion, authorize the solicitation of bids for the subject project, with a request that the Housing Commission, Mayor Pro Tern Spiegel, and Mayor Benson be able to review the design of the repairs prior to soliciting bids. Motion was seconded by Spiegel and carried by a 5-0 vote. V. RESOLUTIONS None 3 MINUTES PALM DESERT HOUSING AUTHORITY MEETING JUNE 12, 2003 VI. NEW BUSINESS A. REQUEST FOR AUTHORIZATION TO ALLOW RPM TO AWARD BID FOR LANDSCAPING SERVICES AT EIGHT OF THE HOUSING AUTHORITY PROPERTIES. Mr. Ortega noted the staff report and recommendation in the packets. He noted that the only local vendor did not meet the bidding deadline. Vice Chairman Spiegel asked whether staff had asked Landscape Manager Spencer Knight who he might recommend. Mr. Conway responded that this had been given to RPM staff to go out and provide three bids. Member Crites moved to continue this matter to the meeting of June 26, 2003, in order for Housing Authority staff to discuss the services to be provided with the City's Landscape Manager.
