PALM DESERT HOUSING AUTHORITY MEETING
THURSDAY, JANUARY 22, 2004

I. CALL TO ORDER
Chairman Spiegel convened the meeting at 3:05 p.m.

With Authority Board concurrence Chairman Spiegel adjourned the meeting to
Closed Session of the City Council and Redevelopment Agency at 3:07 p.m. He
reconvened the meeting at 4:02 p.m.
III. CONSENT CALENDAR
A. MINUTES of the Housing Authority Meeting of December 11, 2003.
Rec: Approve as presented.

B. REQUEST FOR AUTHORIZATION to Solicit Bids for the Replacement of
Windows and Sliders at Laguna Palms (Contract No. HA22270).
Rec: By Minute Motion, authorize the City Clerk to advertise and call for
bids for the subject project.
Upon motion by Kelly, second by Crites, the Consent Calendar was approved as
presented by a 5-0 vote.

VIII. OLD BUSINESS
A. REQUEST FOR AWARD OF CONTRACT FOR HALLWAY/STAIRCASE
RENOVATION SERVICES AT DESERT POINTE APARTMENTS
(CONTRACT NO. HA21380).
Mr. Ortega noted the staff report in the packets and offered to answer any
questions.
Construction Maintenance Inspector James Conway reviewed the staff
report.
Member Benson asked if there would be anything to make the flooring in the
hallway more interesting.
Mr. Conway responded that there were various elements considered,
including urethane with various color treatments, Spanish tile pavers, etc.
Artists were brought in to give an overall design of the hallways, and they felt

a nice desert tone, KoolDek product similar to what is seen around pools
would be nice because it could be washed down and easily repaired if it is
damaged.
Chairman Spiegel asked if staff was familiar with Restora which can provide
a product that looks like brick or stone, etc. Mr. Conway responded that he
was familiar with this company. He said they had Econo-Crete come out and
look at the floor and because of the crack situation out there, they would be
limited on how creative they could get.
Councilmember Benson said she felt there needed to be something done
with the floors because it will not look very nice once the new lighting fixtures
are done.
Member Benson moved to, by Minute Motion: 1) Award the subject vontract to
Macklin Contractors, Palm Desert, California, in the amount of $1 1 7,350 (all inclusive);
2) authorize the Finance Director to appropriate funds in the amount of $117,350 from
Account No. 871-8630-466-4001; 3) authorize the Finance Director to appropriate the
amount of $11,735 as 10% contingency (use of contingency requires additional action);
4) authorize the Chairman to execute said contract, with additional direction that staff
closely review product/services provided by Restora for the flooring on the project and that
Member Benson and Chairman Spiegel be first consulted with that information before
proceeding. Motion was seconded by Ferguson and carried by a 5-0 vote.

Upon motion by Benson, second by Ferguson, Chairman Spiegel adjourned the --
