CALL TO ORDER Chairman Spiegel convened the meeting at 3:02 p.m. II. ROLL CALL Present: Member Jean M. Benson Vice Chairman Buford A. Crites Member Jim Ferguson Member Richard S. Luis Espinoza, Assistant Finance Director Vice Chairman Crites moved to adjourn the meeting at 3:04 p.m. to Closed Session of the City Council and Redevelopment Agency. Motion was seconded by Kelly and carried by a 5-0 vote. Chairman Spiegel reconvened the meeting at 4:00 p.m. III. CONSENT CALENDAR A. MINUTES of the Housing Authority Meeting of September 9, 2004. Rec: Approve as presented. MINUTES PALM DESERT HOUSING AUTHORITY MEETING NOVEMBER 18, 2004 B. REQUEST FOR AUTHORIZATION to Award Contract for Construction of Working Platforms to Assist Artist in the Mural Project at Desert Pointe Apartments (Contract No. HA21380B). Rec: By Minute Motion: 1) Authorize award of the subject contract to Orange County Scaffold, Inc., Orange, California, in the amount of $2,000 for scaffolding within the stairwells at the Housing Authority Property known as Desert Pointe Apartments; 2) authorize the Director of Finance to appropriate $1,000 to Account No. 871-8630-466-4001 for this purpose; 3) authorize the Chairman to execute said contract. C. REQUEST FOR ACCEPTANCE OF WORK for Contract No. HA21380 — Desert Pointe Hallway Renovation Project (Zeus Construction, Inc., Palm Desert, CA). Rec: By Minute Motion, accept the work as complete and authorize the City Clerk to file a Notice of Completion for the subject project. D. REQUEST FOR AUTHORIZATION to Reject Bids Received on the Project Known as Contract No. HA22960 — Interior Unit Renovations at California Villas. Rec: By Minute Motion, reject all bids for the subject project. Upon motion by Crites, second by Kelly, the Consent Calendar was approved as presented by a 5-0 vote. IV. CONSENT ITEMS HELD OVER None V. RESOLUTIONS None VI. NEW BUSINESS None VII. CONTINUED BUSINESS None 2 MINUTES PALM DESERT HOUSING AUTHORITY MEETING NOVEMBER 18, 2004 VIII. OLD BUSINESS None IX. PUBLIC HEARINGS None X. REPORTS, REMARKS, AND AGENCY BOARD ITEMS REQUIRING ACTION A. EXECUTIVE DIRECTOR Mr. Ortega commented that in relation to the public hearing just held, adoption of the Redevelopment Agency's Third Five -Year Implementation Plan, the Housing Production portion of that report reflected that Palm Desert was doing very well. In fact, he said in comparing State law and the RHNA (Regional Housing Needs Assessment), Palm Desert actually exceeded the Assessment in some areas and was doing an excellent job of providing housing for its low and moderate income residents. Vice Chairman Crites asked if staff could provide a report that compared what Palm Desert was required to produce, was actually producing or had produced, and how other Coachella Valley cities and the local unincorporated area of the County were doing. Housing Authority Administrator Janet Moore noted that CVAG produced an Affordable Housing Locator report that may provide some of the information requested, and she would work on getting it to the Authority Board Members. B. AUTHORITY COUNSEL None C. CHAIRMAN AND MEMBERS OF THE AUTHORITY Chairman Spiegel reiterated his and Member Benson's desire to tour the Authority apartment properties around the first of the year. Construction Maintenance Inspector James Conway responded that completion of the structural component of the Desert Pointe project had been accepted on this agenda's Consent Calendar, as was award of contract for scaffolding for the mural project, and the artist would begin on Monday. The mural project was expected to be completed in February. 3 MINUTES PALM DESERT HOUSING AUTHORITY MEETING NOVEMBER 18, 2004 Ms. Moore added that the Housing Authority Annual Tour of all properties was being scheduled for February.
