CALL TO ORDER Chairman Crites convened the meeting at 3:02 p.m. II. ROLL CALL Present: Member Jean M. Benson Vice Chairman Jim Ferguson Member Richard S. Kelly Member Robert A. Mendoza, Deputy City Clerk On a motion by Spiegel, second by Ferguson, and 5-0 vote of the Authority Board, Chairman Crites adjourned the meeting to Closed Session of the City Council and Redevelopment Agency at 3:03 p.m. He reconvened the meeting at 4:03 p.m. III. CONSENT CALENDAR A. MINUTES of the Housing Authority Meeting of October 13, 2005. Rec: Approve as presented. MINUTES PALM DESERT HOUSING AUTHORITY MEETING OCTOBER 27, 2005 B. HOUSING COMMISSION MINUTES for the Meeting of July 13, 2005. Rec: Receive and file. Upon a motion by Kelly, second by Spiegel, and 5-0 vote of the Authority Board, the Consent Calendar was approved as presented. IV. CONSENT ITEMS HELD OVER None V. RESOLUTIONS None VI. NEW BUSINESS None VII. CONTINUED BUSINESS None VIII. OLD BUSINESS A. REQUEST FOR AUTHORIZATION TO REJECT SOLE BID AS NON- RESPONSIVE AND TO NEGOTIATE WITH BIDDER FOR THE PROJECT TO RE -ROOF ALL CARPORTS AT THE HOUSING AUTHORITY PROPERTY KNOWN AS ONE QUAIL PLACE (CONTRACT NO. HA23590). Responding to question, Project Coordinator James Conway explained that although there was a long bidding period and staff reached out to all the roofers in the Valley, only one bid was received. However, it did not include a certified check or a bidder's bond as security, which was a specific requirement for the project. He said since the bid did not meet the requirements, it was necessary to reject it and request authorization to negotiate with the bidder, Petronella Roofing, in the event that they would represent the same price as in their non -responsive bid. He went on to say that staff believed it was a fair price and was satisfied with Petronella's work on past projects. 2 MINUTES PALM DESERT HOUSING AUTHORITY MEETING OCTOBER 27, 2005 Member Spiegel moved to, by Minute Motion: 1) Reject bid for non -responsiveness as a result of non-compliance with requirements set out in the bid documents, which specified a bid bond or cashier's check; 2) authorize staff to negotiate with sole bidder, Petronella Roofing, Cathedral City, California, to secure contractual requirements up to the original bid amount of $464,362; 3) authorize the Chairman to execute all necessary documents to facilitate the negotiated contract, including appropriate contingencies. Motion was seconded by Kelly and carried by a 5-0 vote. IX. PUBLIC HEARINGS None X. REPORTS, REMARKS, AND AGENCY BOARD ITEMS REQUIRING ACTION A. EXECUTIVE DIRECTOR None B. AUTHORITY COUNSEL None C.
