Chairman Kelly convened the meeting at 3:03 p.m.

Upon a motion by Ferguson, second by Spiegel, and 5-0 vote of the Authority
Board, Chairman Kelly adjourned the meeting to Closed Session of the City Council at
3:05 p.m. He reconvened the meeting at 4:01 p.m.

A. MINUTES of the Housing Authority Meeting of January 11, 2007.
Rec: Approve as presented.
Upon motion by Ferguson, second by Spiegel, the Consent Calendar was approved
as presented by a 5-0 vote of the Authority Board.

A. REQUEST FOR AUTHORIZATION TO AWARD CONTRACT FOR
INTERIOR, EXTERIOR, AND SITE RENOVATIONS AT THE HOUSING
AUTHORITY PROPERTY KNOWN AS LAGUNA PALMS (CONTRACT
NO. HA25760).
Member Spiegel noted only one bid was received for a project worth more
than $5 million.
Project CoordinatorJames Conway explained an extensive outreach to more
than 300 contractors and subcontractors was conducted with the assistance
of the construction management firm. At the pre -bid meeting at City Hall and
site visit following, some 22 companies attended, indicating more attraction
to this project than some in the past. He said that led to several RFIs
(Requests For Information) from the contractors, leading staff to believe they
would be bidding the project; however, in the end, only one bid was received.
Responding to question, Mr. Conway replied construction management firm
and staff reached out to some companies for feedback and their response
was that they had other projects that were new construction, obtaining
bonding with their other projects not yet finished, commitments to other

projects they could not finish in time, and redevelopment/renovation projects
tended to be more complicated than some contractors were willing to
undertake. He pointed out that similar projects in the past received no bids.
Responding to question about the project site, Mr. Conway said it was just
east of Portola Avenue on Santa Rosa Way, with 48 units. He said initially,
the project was estimated to cost around $100,000/unit. The bid by Portrait
Homes was carefully analyzed by City staff, senior estimators on the City's
approved list of professional construction management firms, and by the
project architect.
Vice Chairman Benson asked if it would be cheaper to tear them all down
and start over.
Mr. McCarthy added that production of new units cost about $200,000 a unit.
If a demolition was done, a great cost of abatement would be incurred. He
went on to say, the cost of acquisition and cost of rehabilitation ranged about
$160,000 per unit. He said renovation would be Tess expensive. Responding
to question, he replied the units could provide a longevity of 30-35 years
once they're finished.
Responding to question regarding the tenants, Mr. McCarthy stated the
tenants were permitted to abate over time and only four units remain
occupied. Those tenants will be relocated in the interim with the intent to do
the renovation with the property vacant.
Member Finerty asked what was the anticipated time span of the project.
Mr. Conway replied the contract for the renovation specified 210 calendar
days. Responding to question, he said the Housing Authority properties had
an existing waiting list, anticipating the list for Laguna Palms would grow
once the improvements were made.
Member Spiegel moved to, by Minute Motion: 1) Authorize award of the subject
contract to Portrait Homes, Inc., Corona, Califomia, in the amount of $5,047,924;
2) authorize the Director of Finance to set aside the amount of $504,792 as 10%
contingency for the project (use of contingency requires additional action); 3) authorize the
Chairman to execute the contract; 4) appropriate $2,400,000 to Account
No. 871-8610-466-4001 from Account No. 870-4481-464-4001; 5) appropriate $3,152, 716
to Account No. 871-8610-466-4001 from Unobligated Housing Authority Funds. Motion
was seconded by Ferguson and carried by a 5-0 vote.
