PALM DESERT HOUSING AUTHORITY MEETING

I. CALL TO ORDER
Chairman Kelly convened the meeting at 3:03 p.m.

Upon a motion by Kelly, second by Spiegel, and 4-0 vote of the Authority Board,
with Ferguson ABSENT, Chairman Kelly adjourned the meeting to Closed Session of the
City Council and Redevelopment Agency at 3:04 p.m. He reconvened the meeting at
4:03 p.m.

III. CONSENT CALENDAR
A. MINUTES of the Housing Authority Meeting of May 24, 2007.
Rec: Approve as presented.
B. REQUEST FOR ACCEPTANCE OF WORK for Contract No. HA25090 —
Design and Construction of Carports with Photovoltaic Solar Arrays Located
at the Palm Village Apartments (Sunwize Technologies, Kingston, NY) (Joint
Consideration with the Palm Desert Redevelopment Agency).
Rec: By Minute Motion, accept the work as complete and authorize the
City Clerk to file a Notice of Completion for the subject project.
C. REQUEST FOR ACCEPTANCE OF WORK for Contract No. HA25100A —
Construction of Monument Signage Located at the Housing Authority
Property Known as One Quail Place (Sign -A -Rama, Palm Desert, CA) (Joint
Consideration with the Palm Desert Redevelopment Agency).
Rec: By Minute Motion, accept the work as complete and authorize the
City Clerk to file a Notice of Completion for the subject project.
Upon motion by Spiegel, second by Finerty, the Consent Calendar was approved
as presented by a 5-0 vote of the Authority Board.

VI. NEW BUSINESS
A. REQUEST FOR AWARD OF CONTRACT FOR THE CITYWIDE TREE
INVENTORY PROJECT FOR CITY OF PALM DESERT AND THE
PALM DESERT HOUSING AUTHORITY (CONTRACT NO. C26600,
PROJECT NO. 762-07) (JOINT CONSIDERATION WITH THE
PALM DESERT CITY COUNCIL).
Responding to Member/Councilman Spiegel's question, Landscape Manager
Spencer Knight responded the trees needed to be inventoried because it is
difficult to manage since the total number is unknown, and currently there

isn't a comprehensive list. Part of the program would be to use global
positioning equipment to locate the trees and include them in the City's GIS
system. Staff would be able to keep maintenance history on the trees, and
he said trees were now considered an asset to the agency that owned them,
so staff planned to make a comprehensive record of that as well. He said it
was also necessary in order to achieve Tree City USA standing, which the
City was moving towards in the coming year. He said it would also help staff
determine if its programs were effective.
Vice Chairman/Mayor Pro Tem Benson stated she recalled how One Quail
Place looked a number of years ago, and Member/Councilman Spiegel
added that maybe some trees will need to be cut down.
Mr. Knight agreed. He said the inventory will also identify those trees that
are significant hazards to be dealt with immediately.
Chairman/Mayor Kelly requested a copy of the result because he was
interested in knowing how many and what type of trees there are. Mr. Knight
agreed to provide a copy.
Member/Councilman Spiegel moved to, by Minute Motion: 1) Award the subject
contract for the Citywide Tree Inventory to Davey Resource Group, Santa Margarita,
California, in the total amount of $33,440 (City: $25,080; Housing Authority: $8,360); 2)
authorize the Director of Finance to set aside an additional 10% contingency in the total
amount of $3,344 (City: $2,508; Housing Authority: $836); 3) authorize the Director of
Finance to appropriate $8,360 of the total contract amount to the respective Housing
Authority Landscape Maintenance Budget line items, plus set aside $836 of the total
contingency to the respective Housing Authority Landscape Maintenance Budget; 4)
authorize the Mayor to execute said contract — City funds are available in the respective
City and Assessment District Accounts and Assessment District Fund 200 Accounts.
Motion was seconded by Finerty and carried by a 5-0 vote.

B. REQUEST FOR APPROVAL OF LEASE AGREEMENT BETWEEN
DESERT SANDS UNIFIED SCHOOL DISTRICT (DSUSD) AND THE
PALM DESERT HOUSING AUTHORITY FOR HEAD START PROGRAM AT
ONE QUAIL PLACE (CONTRACT NO. HA26630).
Member Spiegel stated it was a great program and great for the apartment
complex.
Member Spiegel moved to, by Minute Motion: 1) Approve the subject Lease
Agreement, substantially as to form, for the continuation and implementation of a Head
Start Program; 2) authorize the Executive Director to finalize said agreement after review
by DSUSD; 3) authorize the Chairman to execute such agreement and necessary
documents. Motion was seconded by Benson and carried by a 5-0 vote.
C. REQUEST FOR APPROVAL OF NAMED VENDORS FOR THE PURPOSES
OF PROVIDING RECURRING, ROUTINE SERVICES, SUPPLIES, AND
MAINTENANCE TO PALM DESERT HOUSING AUTHORITY
PROPERTIES.
Councilman Spiegel requested the list be reviewed, because there was now
a Lowe's in Palm Desert, yet the store in La Quinta was the one listed.
Housing Authority Administrator Janet Moore agreed. She said what
probably happened was that the list was updated by the name of the vendor
and not the address.
Member Spiegel moved to, by Minute Motion, authorize the use of vendors on the
Palm Desert Housing Authority Vendor List provided with the accompanying staff report
for purposes of providing recurring, routine services, supplies, and maintenance to the
Housing Authority Properties, pursuant to Palm Desert Municipal Code Section 3.32.110.
Staff was requested to review the list to ensure Palm Desert vendors were utilized as much
as possible. Motion was seconded by Finerty and carried by a 5-0 vote.

C. CHAIRMAN AND MEMBERS OF THE AUTHORITY
1. Chairman Kelly commented that he attended part of the Palm Desert
Chamber of Commerce's Retreat in Calimesa and commended
President/CEO Barbara deBoom for the excellent objectives that the
group proposed for the coming year.
2. Vice Chairman Benson noted she attended the Workforce Housing
Summit recently hosted by CVAG (Coachella Valley Association of
Governments) and the Indian Tribes. She was alarmed by predictions
for the Coachella Valley's future housing needs, adding that Banning
was currently listed as Los Angeles County's outermost commuter
boundary, and it was moving east quickly. She felt it was unfortunate
that not many other elected officials attended, because it was a good
Summit. She noted that a lot of review of this situation would be
needed in the near future.
