I. CALL TO ORDER - 3:00 P.M.
Chairman Spiegel convened the meeting at 3:00 p.m.

Upon a motion by Ferguson, second by Finerty, and 5-0 vote of the Authority Board,
Chairman Spiegel adjourned the meeting to Closed Session of the City Council and
Redevelopment Agency at 3:09 p.m. He reconvened the meeting at 4:00 p.m.

Upon a motion by Kelly, second by Finerty, and 5-0 vote of the Authority Board, the
Consent Calendar was approved as presented.

VIII. OLD BUSINESS
A. REQUEST FOR AWARD OF CONTRACT FOR INTERIOR RENOVATION
AT TAOS PALMS APARTMENTS TO DESERT RANGER CONSTRUCTION
IN THE AMOUNT OF $512,000 (CONTRACT NO. HA28750).
Project Coordinator James Conway noted the staff report and offered to
answer questions. Responding to comment about the condition of the units,
Mr. Conway stated the interior of one of the distressed units was shown at
the last Housing Authority tour, and several units were in worse condition
than the one visited that day, so it was clear the renovations are needed.
Approval of the proposed contract would take care of 16 interior units only.
The balances of the exterior of the complexes are in tact and in good
condition. Staff will meet its goal to achieve energy efficiency with all the

units plus 35%. They hope to increase the Americans with Disabilities Act
(ADA) performance within the units and making them aesthetically pleasing
to the current standards as well.
Member Ferguson moved to, by Minute Motion: 1) Reject the lowest bidder and bid
by General Consolidated Contractors, Inc., Corona, Califomia, as non -responsive;
2) award the subject contract to Desert Ranger Construction, Inc., Rancho Mirage,
California, in the amount of $512,000 for interior renovations at the Housing Authority
Property known as Taos Palms; 3) authorize the Director of Finance to combine the
existing project funding available in the aggregate amount of $537,600 ($512,000 contract
and $25,600 contingency) to the Capital Project Budget, Account No. 871-8690-466-4001
as follows: $323,000 in Account No. 871-8690-466-4001; and $165,000 from Account
No. 871-8690-466-4050; and $49,600 from Account No. 871-8680-466-4001; setting aside
$25,600 from the total as a 5% contingency (use of contingency requires additional action);
4) authorize the Executive Director to finalize and the Chairman to execute said contract.
Motion was seconded by Finerty and carried by a 5-0 vote.

XI. ORAL COMMUNICATIONS - C
MS. SUSAN MARIE WEBER, Palm Desert, appealed once again for the City
Council to televise its meetings. She said that she'd met earlier this year with staff,
who'd advised that a consultant was under contract to investigate the sound system.
She felt the sound system was currently terrible, as it was impossible to hear
Councilmembers when they turn their heads; whereas, other Council Chambers do
not have the issue of making sure speakers are positioned exactly in front of the
microphone. To her, it was outrageous that Palm Desert was the only city keeping
its Council Meetings a secret. If the meetings were being filmed, she could replay
the discussion to catch exactly what was said or call the City to find out. While it
was nice that the meetings moved along quickly, it was difficult for audience
members to keep up; and it was also difficult for working residents to participate
when the meetings occur mid -afternoon —they could be informed if they could watch
the meetings later. She asked that instead of directing her to speak with staff again,
she would appreciate City Council directing staff to report back about what it would
take to get the meetings on television in order for the public to find out directly the
proceedings of City Council Meetings.
XII. ADJOURNMENT
On a motion by Ferguson, second by Finerty, and 5-0 vote of the Authority Board,
Chairman Spiegel adjourned the meeting at 5:12 p.m.
