ORAL COMMUNICATIONS None MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY IV. NEW BUSINESS APRIL 26, 2010 A. CONSIDERATION OF THE PRELIMINARY CITY MANAGER'S FINANCIAL PLAN FOR FISCAL YEAR 2010-2011: PUBLIC WORKS DEPARTMENT AND CITYWIDE CAPITAL IMPROVEMENT PROGRAM (CIP). Following is a verbatim transcript of the discussion and action occurring at this meeting. JMW John M. Wohlmuth, City Manager/RDA Executive Director CF Mayor/Chairman/Chairman Cindy Finerty MG Mark Greenwood, Director of Public Works RSK Councilman/Member/Member Richard S. Kelly RAS Councilman/Member/Member Robert A. Spiegel SK Spencer Knight, Landscape Manager PSG Paul S. Gibson, Director of Finance/City Treasurer JMB Councilmember/Member/Member Jean M. Benson ATT Alana Townsend, Senior Management Analyst CH Carlos Hernandez, Maintenance Services Manager Ryan G Ryan Gayler, Project Administrator FR Frankie Riddle, Director of Special Programs AK Aaron Kulp, Associate Engineer JMM Janet Moore, Director of Housing JM Justin McCarthy, ACM for Redevelopment MA Martin Alvarez, Redevelopment Manager VT Veronica Tapia, Redevelopment Accountant KK K Kaufmann, Palm Desert Reporter, The Desert Sun JMW Start with a... CF Okay. JMW ...couple quick updates and information. Ultimately, Starwood will put a median on Portola Avenue for a segment of Portola Avenue in front of...their development on...Desert, or on Portola facing Desert Willow. The median itself allows for left turn in for, that'd be for northbound, or excuse me, southbound traffic on Portola. It does not allow for left turn out for southbound Portola. So it'll only allow for a right turn out and wanted to make you aware of that. I know that...Starwood has been successful, and I've had some questions regarding their access on Portola and how'd they get to the Clubhouse, for example, and we've worked out a...method for Desert Willow to provide 2 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 service to Starwood. But for your information, I have the plans here for the median. It will, it's a blocked turn pocket, I guess that's how you'd describe it. MG Right. Yes. JMW So that it, you can't go southbound on Portola out the Starwood gate entrance. That's the condition that was placed on them. On, I guess, early on there was discussion of the signal, and they didn't want to put in the signal? MG They wanted a signal, but they didn't want to pay for it. So one, then when the signal alternative was approved, then they backed away from it because of the cost. RSK You don't need another signal anyway. MG Ultimately some day, when...the Portola Interchange gets built, we...would need a signal in order for there to be left -turn access there. Not today. It doesn't look like it today, but... RAS Spencer, I got a question for ya'. SK Yes. RAS Now with the...six lanes are finished on Monterey,... SK Yes. RAS ...aren't we gonna' do somethin' with the medians? They look terrible. SK In terms of doin' a full landscape on 'em? RAS Anything, I mean, right now they got debris in there and weeds and stuff like that. SK We can...talk to the Streets Department, have them clean 'em up and return 'em just back to soil. But at this point, there's nothing programmed, that I know of, for landscaping those medians. RAS Well don't you think we ought to? SK The on-... RAS Along with Rancho Mirage? SK ...the only...issue is that...where we have bare ground adjacent to any of our medians, we, when we landscape 'em, our maintenance costs tend to be higher because of the 3 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 blowsand. Example of that would be at Frank Sinatra and Shadow Ridge where that median's a difficult one to maintain because of the open area adjacent to it to the west. RAS Well, my opinion when you put a median in, you gotta' do somethin' with it. SK Okay. RAS You can't just leave it bare. JMW What's... Rancho Mirage... RSK We can do something that's...more sparse than normal until somethin' else happens so that that's something that doesn't take much w-, water, like at least some...palm trees down the middle. SK I happen to have some palm trees. CF Well, should it go to the Landscape Beautification Committee (LBC)? RSK Yeah. Bring it to the Landscape Committee. SK Okay, presently there's, how apropos, presently there's no funding... RSK And a lot of that's not...even in the City of Palm Desert, so... SK Half of it. RAS So, we'll work with Rancho Mirage... RSK (Unclear) RAS ...and figure out what's goin' on. SK We will put it on the next agenda for the LBC next month. CF Great. JMW The second update that I have is we're continuing, and we have an Aquatic Center Meeting this Thursday. The...Riverside County Health Department is requiring the Therapy Pool be turned once every six hours, and the Play Pool be turned once every 30 minutes. So, we're gonna', the plan is to separate the Play from the...Therapy Pool. That'll save, ultimately, a lot of energy. It'll increase the cost about 75,000. MG Right. 4 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 JMW And we're getting budget numbers for the Aquatic Steering Committee this Thursday. MG Yes. JMW So you'll see the overall project. Just wanted to give you a heads -up so that if you see a design that's slightly different than the design that you saw last time, it's because we're gonna' have to turn the water...in the Play Area different than we turn the water in the...Therapy Pool Area. Those are the two updates I have. What...page is Public Works, Paul? IPublic Works PSG They're right after the...tab there. CF Thirty-nine? PSG Yes. Note: Councilmember/Member/Member Benson arrived at 9:05 a.m. JMB Started? CF Yeah, just...had an update, we haven't really started in the budget yet. JMB (Unclear) Public Works - Administration (a. 39) RSK How many employees there? MG We now have 51. (Unclear) RSK (Unclear)...page 39? MG They're spread over several different sheets. RSK Oh, so your total is, you don't have a total for each page. MG Twenty-one on page 39. (That doesn't sound right.) ATT No, I think it's 17. Sorry. 5 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010, MG So 17 on...page 39. RSK What's that? CF Seventeen. MG Seventeen. RSK You changed that to 17? CF Yeah. RSK From 21? ATT Down from 20. MG Down from 20. RSK Hmm? MG Twenty is down to17. RAS You said originally 21. MG Right. I was wrong. RAS Okay. That's all we'll get back. CF We're on page 39. JMB (Inaudible) CF So the budget cuts primarily reflect a decrease in full-time employees? MG That's the bulk of the cuts on this page. CF The other cuts are kind of inconsequential? So the 347,000 represents three employees? MG Yes. CF Okay. JMW And the 93,500 is the Retirement for those three employees. CF Okay. 6 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY JMW And the 57,000 is the Health for those three employees. Public Works - Streets 8 Maintenance (p. 40) APRIL 26, 2010 CF Okay. All right. Anybody have questions on page 39? Hearing none, we'll go to page 40. The number of employees there? ATT (Inaudible) MG It's 21, and there were no cuts on that area. RSK To what? MG There's 21 employees in Streets, and there were no changes. CF So, the "Overtime," give me an example of what you need "Overtime" for. MG We always have at least one person on call. We get called out several times a week to respond to trees in the road, water leaks, traffic accidents, all...manner of things. We also get pulled into working late to finish up on things, occasionally. Carlos, the bulk of this is call -outs, right? CH Yes. MG So emergency call -outs at night. CF Emergency call -outs nights or weekends? MG Yes. ATT (Inaudible) JMB How 'bout the Christmas decorations? We put a 250- or somethin' like that in last year, why do we need 50- this year? MG It's a $50,000 per year for the Holiday Decorations, and this is the, I believe the last year of that contract. JMB Oh. I thought we paid for it all. PSG This is the setting up and taking 'em down cost. JMB Oh. 7 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY JMW And...storage. PSG And storage too, yeah. JMB Oh, okay. APRIL 26, 2010 JMW Some of the "Overtime" will...be reimbursed from Special Events. Remember, when we showed you those Special Events, we now show you overtime for Police and Public Works... CF Mmm-hmm. JMW ...as a part of the cost of those Special Events. JMB Was in that 50-? JMW No, not for the Christmas... JMB Oh. JMW ...'cause that's a contract... JMB Oh. JMW ...for the Holiday Li-, Lights. But on the general "Overtime" budget, they do work overtime on...4th of July, Golf Cart Parade, and we put a number in there so you know what the overtime is. That in-, that's the same with Police too. CF On the "Repair/Maintenance-Street," which is about two-thirds of the way down, it looks like the projected actual is 340,000, and you're requesting 300,000, where are you gonna' make up the other 40,000? MG Carlos, what was that change? CH We...1 think it was based on the percentage that we've used so far. Hasn't been, actually have been successful in...purchasing in-, our inventory, purchasing our inventory this fiscal year. So, therefore, next fiscal year, we'II...be okay with budget here. CF Okay. So you're saying that we've purchased enough this year that we're gonna' be able to save money next year? CH Yes, for certain... CF Because we'll have enough 8 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 CH Yes for cert- CF ... inventory on hand. CH Yes. CF Okay. RSK How about, is some of the things that you do "Overtime" with in, can't...you fix that with scheduling? MG Yes. RSK I understand the emergencies. But I'm thinking about like Golf Cart and 4th of July, can't you schedule those? MG We could, except then regular work would go undone. If the crews aren't here on their regular hours, they're not getting their regular work done. And we are doing some of that. We're doing that as much as we can where when we know we're gonna' have an event, we try to schedule people on regular time. JMW We... RSK Well that's always a quick answer, "Well, somethin' else won't get done," but what won't get done, you know? That's...just pretty...murky, you know. I'm just suggesting that we do everything we can where we have "Overtime" that we can actually schedule, that we should schedule it just to keep "Overtime" down. MG And that's what we are doing. That's, there is a savings in "Overtime," we're reducing it... RSK That would have been a better answer, wouldn't it? MG We're... JMW We're doing that in other areas, like inspection, where we have to, the inspections, it's gonna' be in RSK I...like the answer that we're gonna' do that everywhere we can. JMW Well, just some of these, like the Golf Cart Parade is a Saturday or a Sunday. CH Sunday. RAS Sunday, yeah. 9 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 JMW So...we've been trying to reschedule as much of the workforce as we can so that they may get a Monday off instead of a Sunday. RSK I'm...satisfied with the answer we're gonna' do everything we can. JMW Okay. RSK Don't need all the detail. CF Okay. Any other questions on page 40? None? Okay, page 41. Number of employees? Public Works - Building Oner/Maint (a. 41) MG Four, and that's unchanged. CF Okay. So on the first line item, from the projected actual of 241- to 255-, 14,000 is because of? MG (Inaudible) JMW Step increases? PSG Step increases and also, potentially, if they buy any vacation buy-back, you know, those are the types of unscheduled things we don't anticipate. CF Okay. On the "Professional -Other" category is what? Because I see that we've gone from actual of 35,000 down to 15,000. MG Right. We've been trying to, well we've been hiring fewer contractors and doing more of the work with our own people. CF In-house? Okay. MG Yes. CF Okay. Any questions? Okay, page 42. Public Works - Street Light/Traffic Safety (o. 42) CF These are the same four employees that we had from page 41? MG No. There are no employees on this page. CF No employees, okay. 10 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY RAS How are you saving $140,000 in "Traffic Supplies?" CF Same thing? APRIL 26, 2010 MG Like Carlos said, we had...made some purchases this year and planned ahead for next year so that we could save money next year. It is tight. It's not to say that we won't go without certain things. RAS What? PSG But I thought we used, charged some of it to the Recycling Fund. MG Oh, and also, yeah, you're right. PSG That's where a lot of it went to. MG Some of it being charged to Recycling. Particularly, things like traffic signal controllers and traffic signal equipment is in this line item. CF That is good. Well, that looks like a nice savings. Any other questions? Okay, page 43. Public Works - Street Resurfacing (o. 43) CF This is just our basic maintenance that needs to be done per our schedule? MG Right. This is street paving. RAS Is this enough? MG No. It's about half of what we should be doing to keep up with our...level of streets. RAS One of the things we're known for is our streets, and if we don't keep 'ern up, we're not gonna' be known for it anymore, are we? MG That's true. CF What's the plan, Mark, you're delaying by doing half? MG This budget has never been reduced. It's just that as our streets get older, our need to maintain them increases, and we've never increased the budget to match our maintenance need. My hope is that the economy recovers in the next couple years, and we can start to increase this budget. 11 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 CF So does this mean, for example, that streets are not being slurried every three years and instead it's gonna' be every four years? Or what...is the actual impact? MG It means that right now today we have streets that haven't been paved for 15 years, and they won't get paved this year either. CF Okay, when you say paved, you mean like go down to the dirt? MG No. CF Or slurry seal? MG A new layer of asphalt on top of the existing asphalt. CF Okay. So just like a slurry seal? MG No. CF No? MG Slurry seal is more liquid coating. CF Okay. MG That, the slurry seal, is done to a street that's, say, five to seven years old. CF Yeah. MG Once a street gets to be 10 or 12 or 15 years old, it has to be re -paved. We have quite a number of streets that need to be re -paved right now today. A few examples are Ironwood and Shadow Mountain, Cook Street. JMW Well, the fro-, Shadow Mountain's in this budget, right? We talked about Shadow Mountain and Ironwood, or... MG Ironwood's in this, and Shadow Mountain's in it if we have enough money. RSK What about Ironwood? MG Ironwood's in...this... RSK In the budget? MG Yeah. 12 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 CF So let's say, for example, that we don't re -pave on the same schedule that we've been t-, using, then is it gonna' cost more in two to three years, perhaps, when the economy recovers? MG Yes. CF And how much more percentage -wise would it cost? MG Well...every street's different, but, you know, it's probably, say, 10% more expensive every year you wait. CF So depending on nuisance water and wear and... MG Right. CF ...tear and all that sort of stuff? MG Right. RAS You using rubberized asphalt? MG Yes. What we're proposing this year to do an alternate bid to do conventional asphalt and rubberized asphalt to see how much of a premium we're paying for rubberized asphalt. And it, to see if it's worthwhile to drop the rubberized asphalt to be able to pave more streets. RSK I think there's...another issue here, and that is the...policy of how often we're going to re- pave. Or, I'm not sure that the Council has ever made a decision to...reduce...the maintenance on our streets and roads, because...having...excellent streets and roads, and resurfacing, and all those things are as...valuable as advertising a city. And...we've had a reputation, of always havin' excellent streets and roads. And I, for one, would not like to see us...reduce the level of maintenance that we do on our streets and roads. And I'm not sure that the Council has ever had a chance to express that and make that decision, you know. In other words, as an example, if you were gonna' go from...five or seven to 10 or 12, that it may be that we would want to...dip into the Reserve to keep the streets and roads at the level we've always had them. So, for me, for one person, I would like to make sure we keep 'em up excellent and give the Council a chance to make that decision and not just cut it to cut the budget. RAS Can I suggest that we revisit this, and you come back to us and tell us what you'd like to see? And along with that, would you let me knowwhat...Indian Wells and Rancho Mirage are doing as far as their timeline? MG Yes, sir. 13 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 RAS Okay. CF And then figure out that 10% extra that it would cost. MG Okay. CF And how close are we to the projected actual for this year of the 2.6? Have we actually done that work? MG No. Ryan G We haven't. CF Are we gonna' have a carryover? Ryan G We...will have a carryover, yeah. CF How much of a carryover? Ryan G Probably in the neighborhood of $1.6 million. JMB Well, all that... CF So if we carried over 1.6 million to the 1.9 million, we'd have $3.5 million? RAS They're already committed. Those dollars are already committed to certain streets that needed to be done this year that weren't. Is that right? Ryan G Yes. The contract will go out...before the end of this fiscal year, and that will, in essence, take a carryover. But the... MG Right. Ryan G ...money will be budgeted. CF But the bottom line is... MG So that... CF ...the work isn't gonna' get done in this fiscal year, it'll get done in next fiscal year, and we'll have the funds to do it. Ryan G Correct. 14 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 CF Okay. Well, we can still look at, but I think the carryover figure, is it reasonable to do like $3.5 million of street improvements in one year? MG Yes. CF Yes? Okay. Can you bring us back also the streets that need to be done...and the schedule... MG Yes. CF ...that you have laid out? And would you have this, by any chance, for Friday when we meet again to review the budget? Or is that too soon? MG We might not be able to have every detail, but we can certainly get you some pretty good... CF Have the gist of it? MG ...information. Yeah. CF Okay. RSK Then at least you'd have the streets you're planning. MG Yes, absolutely. CF Okay. Page 44? Public Works - Curb & Gutter (p. 44) CF Okay, so in 08-09, we had actual of $164, and then we went up to 100,000, and we spent 80-. What happened between the 164 and the 100,000? Ryan G This account is for...constructing ADA-compliant curb ramps and bringing various concrete improvements... RSK Boy, you can't do much that direct kinda' work for $100,000. CF Yeah, I was just tryin... RSK That's peanuts. CF I was just tryin' to figure out... 15 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 RSK Yeah. CF ...why the difference. RSK Well, they don't have, it could be only just five or six cuts. I mean, it's not, it's...dabbling. CF Okay so... Ryan G Were you asking why the actual was $164 in previous years? CF Yeah. Ryan G It's because...money from a different fund was used previously to do that work, and now we're using this account (inaudible). CF Okay, that answers the question, thank you. Public Works - Parking Lot Maintenance (p. 451 CF Okay, page 45. Okay so here, again, we had an actual of 15,000 in 08-09, 268 for this year, and we're goin' up to 80-. ATT (Inaudible) MG Yeah, we used a different fund for the previous year. We reduced this budget...in the current year to...meet budget needs. But we do...need parking lot paving money. City owns quite a number of parking lots that are in need of maintenance. CF Okay. RSK What about President's Plaza? MG President's Plaza is a... RSK What? MG President's Plaza is a Landscape & Lighting District, so it has its own fund. As... RSK So my question is still when we gonna' do it? MG I don't know. I...don't think there's any plan to do it. RSK It's the pits! 16 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 MG I agree with you. There's no money, though. RSK We need to plan. CF Where would that be on your sc-, wh-, well, you're gonna' bring back the schedule of streets, so it, maybe you wanna'... MG Right. CF ...bring back the schedule of Parking Lots? MG Well, my understanding with President's Plaza, that's a...Landscape & Lighting District. The...people... RSK Even though it's a...Lighting District, we still do the work and take care of it, don't we? MG We do the work, but there's no money, there's not enough money in the District to do the work. So the City would be subsidizing that District if we pave that parking lot. RSK Well...there's a lotta' parking lots that we do ourselves, and just because it's in a, an Assessment District, the Assessor doesn't have enough money; I don't see that we can sit there and let it deteriorate because they don't have enough money. It seems like we could take the responsibility, just like we would for our own parking lot, just like we're puttin' a parking lot in at Desert Willow. Why would we wanna' let one of our most important parking lots deteriorate because it doesn't have enough money in the Assessment District? We gotta' do somethin' about that. CF Well, do we need an adjustment in our Assessment Districts? MG Yes, but that takes a vote of the members. JMB When does that happen? PSG Every five years. MG Yeah. PSG I don't know where we are in the cycle. MG Might be coming up within the next year or two. RSK Well, we're doing all those things, Facade Program and everything to upscale everything, and what could be more important than that parking lot that...both, on both sides of...San Luis Rey. It's, their both the pits. 17 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY CF So you'll report back on that on Friday? MG Yes. CF Okay. Any other comments? Okay. What page, 46? Public Works - Storm Drain Maintenance (p. 46) RSK We can't see `em, so we never worry about `em. JMB Gotta' have 'em. Public Works - Stripina (D. 47) CF Okay, on page 47 - I know Striping is near and dear to Dick's heart. RSK It is. CF So take a look at it. APRIL 26, 2010 RSK Goes along with the Parking Lot. And my question here, or there, is will this budget deteriorate what we've been doing in the past? MG No. We...had a higher budget a couple years ago, and we did everything — pavement markers, every single thing having to do with Striping. So we can go a couple of years at a reduced level, and then we'll need to increase it again a couple years from now. RSK Boy, if there's anything that I see a big difference is from our City in other cities when I drive there, you can't tell what lane you're in at night half the time in other cities. And what a wonderful thing that is to have...the lines all marked well so that...especially at night that you can see what lane you're in, where you belong, and...we don't want that to deteriorate. CF Mmm-hmm. MG Okay. Public Works - Corporation Yard (p. 48) CF Page 48. Any questions? Nope, 49. RSK I have a smart remark, but I'm not gonna' say it. CF Okay. Number three? 18 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 RSK What do you think of that? CF Number three - it's prevailing. RSK Yeah, there you go. CF Yeah. Forty-nine. Public Works - Auto Fleet/Equipment (p. 49) RAS We still have a car sittin' over at the Visitor Center. JMW Yes. RAS CNG car, who uses that? JMW Visitor Center. MG Visitor Center. RAS I always see it just sittin' there. FR Weren't they proposing to bring that back over here? MG They have two, we brought one back over here. They had, they requested, specifically requested to keep it, but... RAS I would assume they all drive when they go to work. MG Yes. RAS My question is do they need it? Would we have, how much in here for replacement vehicles? MG That's a Paul quest-... CF I don't think there's a replacement category. PSG Yeah, this is not there. We have a separate fund for replacement vehicles. RAS Okay. JMW We're not planning on replacing any vehicles this year. 19 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY PSG No, none this year. RAS Okay. Public Works - Portola Community Center (p. 50) CF Okay, page 50? RAS That "Professional - Other," is that what we pay the YMCA, the tw-...? MG The Rec District, yes. RAS Park and Rec District, I mean. MG Mmm-hmm. RAS Yeah. Public Works - NPDES Storm Water Permit (o. 51) CF Okay, page 51? RSK Nothin' you can do about that, is there? CF I don't think so. Public Works - Civic Center Park (p. 52) CF Okay, Civic Center Park, number of employees? MG We're down to two. SK Two. ATT (Inaudible)...moved to Landscape Services. CF And the "Retiree Health" is lined out because? APRIL 26, 2010 PSG All the "Retiree Health" Accounts are lined out. We're basically not transferring money to the separate fund. We are still funding it, as far as the State's purposes, but not having it out of General Fund. 20 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 CF Okay. So the contracting out would be pretty much in line with our actual for this year. Any other questions on page 52? Fifty-three. Public Works - Park Maintenance (p. 53) CF So, Spencer, the "Repair/Maintenance - Landscape Service," we're gonna' reduce it 100,000, what's gonna' go? SK No idea. Apparently, I've...looked at the numbers, I did not prepare this budget. I looked at the numbers, and based on contracts and what we expect, the...request of 429,000 should be enough. The 100,000 apparently was in this year's budget that past staff didn't...see that we needed. CF Okay, any other questions on 53? Public Works - Landscapina Service (p. 54) CF Fifty-four, Landscaping Service, full-time number of employees? SK There are seven of us. CF Any questions? RAS I don't know why we have "Overtime," it's not a big deal. SK The...we, as with the whole Public Works Department, we're adjusting schedules to cover overtime. The reason why that's in there is the...Senior Landscape Inspector is now responsible for Parks, and that's there to cover any kind of situation that occurs on a weekend or a holidays that require his oversight and...we can't adjust schedules to account for it. RAS Okay. RSK Same question, looking for the same answer of scheduling. SK We are adjusting our schedules as we speak. (Laughter) RSK Glad you were listening before. SK I was. 21 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 IFive-vear Capital Improvement Program I CF Okay. Page, well, 55 into our Capital Improvement Program. RAS Could you tell me what won't be done in...this fiscal year that's a carryover from last year? MG We have...many carryover projects. You know, most of these projects take multiple years to accomplish. The projects that we're focusing on completing this year are the...Frank Sinatra and Portola Intersection. CF Can you do it by numbers? RAS That's four (4). CF Four (4). MG Yeah, Number four (#4). I should start at the top. Number one (#1) has some right-of- way issues, I'm not sure that we're gonna' be able to get that under construction this year. Number two (#2) we hope to do this summer. Number three (#3) this summer. I already talked about four. Number five (#5) we have just some late right-of-way and soundwall issues, and there is heavy coordination with Caltrans and FHWA on that. We hope to have that under construction in the fall, but that's not a promise. Number six (#6) goes with number five, the landscaping component of that project. Number seven (#7) is essentially complete now. Number eight (#8) is a long-term project and is not completely funded, so that will not happen in the next several years. We are working on the environmental and...right-of-way issues, but that's a Tong -term project. Number nine (#9) we're working on now, but... (Unknown - unclear) MG ...maybe this fall we could go to construction on that. Number 10 (#10) the Highway 111 Sidewalk, believe can go this summer? Ryan G It'll be next summer. MG Not this year, but next year. RSK It's what? RAS Next year. MG The Highway 111 Sidewalk will not be this year, it will be next summer. 22 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY RSK You know, we've...been foolin' with that a long time, haven't we? MG We have, for a long time. AK We're dealin' with environmental issues. MG Yeah. RSK What's? APRIL 26, 2010 MG And we...have a CMAQ Grant on that project now to help pay for it, but that brings with it a lot of environmental documentation that we have to do. RSK So is that what's slowin' it up? MG Yes. CF How much is the Grant? AK Six nineteen. ATT Six hundred nineteen thousand. CF Oh, I see, over here. RSK How much? CF Six hundred and nineteen thousand seven hundred. It's at the far right. RSK Oh, well, that's a...enough to make it worthwhile. CF I would say so. RSK I was...if there'd be only $100,000, I'd just suggest we'd give 'ern their money back, but 600,000, okay. I can wait. CF So you have your price point, do you? RSK Yeah, I can be bought. (Laughter) MG Number 11 (#11) the Feasibility Study for the Mid -Valley Bike Path is...essentially complete. The construction, though, is still in the planning stages. We don't have all the 23 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 money, so that's...gonna' be some time before we build that. The PM10 Soil Stabilization is a CMAQ-funded project. There's been a delay there while we get approval from Caltrans to actually use Transportation money for dust control. Resurfacing of Streets is out in years two through five. RAS Where's Monterey at...Highway 10 Interchange? MG That's numbers five (#5) and six (#6), and that's one that we're working on a soundwall and last-minute right-of-way issues, and we hope to be under construction in the fall. RAS Okay. Thank you. MG Okay. Number 15, the Miscellaneous Drainage Improvements, is this summer. AK Planning to do this (unclear)... MG Planning to do this summer. The Nuisance Water Drywells is an ongoing project; we just, we try to repair some drywells every year. Number 17 is a long-term project, that's...we listed from Fred Waring to Country Club, but it's really that narrow area between...Monterey Country Club and Las Palmas Country Club on the Rancho Mirage side. We've been tryin' to...keep that project funded in the event that it moves forward. We're workin' with Rancho Mirage, and progress has been very slow. So you won't see any...progr-, no physical progress this summer. JMW Mark, is the bridge at Whitewater wide enough for that project? MG Yes. This, the...Fred Waring to Country Club Project is to match the width of the bridge. The ADA Curb Ramps is an annual project. The Frank Sinatra/Gerald Ford Traffic Signal we're planning on doing this summer. That's a project where the developer...is paying for a p-, about half, or about a third of the project, and we need to use that...developer deposit. Portola Avenue Aesthetic Treatment is...not likely to happen this summer. We've had to have tie-up with...utility companies that their...Portola, original-, apparently was one of the original utility corridors when the City was developed. So every inch underneath the pavement's already taken up with some utility or another. So it's, as we're tryin' to underground the utilities along the wall, we're having to relocate other utilities in the street to make room for those, so it's...turned into quite a project. So that's gonna' be summer of 2011. The Fred Waring and Monterey Turn Pockets...we're in design now, so that would be a...2011, summer of 2011. And the Traffic Signal Accessible Pedestrian Program, we're actually putting together a grant project now to try to improve...we've targeted Portola and Magnesia Falls as one of the intersections, and then several other intersections for lesser improvements. And that's... RAS You're talkin' about countdown signals? 24 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 MG Countdown signals and the newest ADA buttons and those kinds of things. And moving on to Building Maintenance, we have...Building Maintenance money where we're, we are carrying money over. We've named...several projects, but we're really not pursuing those this summer. The one, actually with the exception of the Civic Center Roof Replacement, number 27... CF Uh-huh. MG ...the roof here is definitely in need of replacement, and we are gonna' try to do that this summer. The Fire Stations, numbers 29 through 31, we have, I believe on your next agenda, we will be awarding a contract to replace the concrete drive approaches at Station 33 on Town Center. The concrete is...heavily damaged from years of use. It was... RSK What's the matter with it? MG It's broken. It's broken into...small chunks. RSK What at what? MG The concrete drive approaches up to the Fire Station. When the Fire Station was built, they...skimped on the concrete, it's not thick enough, and it just broke into bits. Also the roof at Station 33 needs to be repaired. That's probably what we'll move to, once we get the concrete done, we'll probably move to the roof at 33. And there's some minor, more minor roofing improvements needed at Station 71 as well. The number 31, the North Sphere Fire Station's on hold due to lack of development. (Audio tape change.) MG Parks. Semi -maintenance -type things; we're replacing capital...improvements that...have suffered wear — playground equipment and...such; upgrading irrigation controllers, that kind of thing. And then the Aquatic Facility, number 45, is our top -priority project. As John mentioned, we have an Aquatic Center Steering Committee Meeting this week. Project is on budget currently and on schedule. And that's the end of the Public Works CIP. Housing (page 58) CF Okay. Housing? Page 58. JMM Basically, these are ongoing programs. JM Janet, why don't ya' move up to the table, please. 25 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY RSK Yeah, don't be bashful. JM She's not usually bashful. RSK No, I know it, I don't know what she's doin' way back there anyway. APRIL 26, 2010 JMM The Home Improvement Program, number46, that's actually an extremely active program right now. We have mo-, beat every record with respect to applicants in that program this year...for every year it's been in existence. So we are continuing with, we do have some carryover, so we are making an allocation this year as well. But we have, typically, we have between 20 and 24 applicants during the year. This year by December we had 27, so...Self-Help Housing - this is a potential down payment assistance plan for the 14 lots on Merle. Acquisition/Rehab - this actually is what assists us in funding if we buy homes, say in Desert Rose or Falcon Crest. Property Acquisition is the same. This is also allocated to...small...multi-family developments that we find that may be in need of...improvement, and we look at those all the time. Home Buyer Subsidies - this is, or Home Buyer Assistance Program - this is actually the...assistance tha-, or the fund that we use in order to assist the sale at Desert Rose and Falcon Crest. We get the money back when they sell it back to us or when they sell it to someone else, and then we re - lend it. The Mortgage Assistance Program has been a very small program. RAS Go back to 50. JMM Yes. RAS The Home...Buyer Subsidies. JMM Yes. RAS Is that foreclosures? JMM Home Buyer Subsidies is not foreclosures. This is actually...the $5 million, actually, I believe is the settlement for Indian Springs. I can verify that. JM That is correct. JMM That is. Home Buyer Assist-, we did that one, I'm sorry. Mortgage Assistance - this is a very small program. We have yet to fund anything in this program, that's why we cut it for future years...because it, it really has a troublesome...it's a troublesome program because there's an implementation problem. Basically, a Mortgage Assistance Program is one that you would make a payment for someone or you would pay their taxes for someone, but in essence, basically, no one wants to do that because they'd have to give us a covenant. So we reduced the funding but have left it in the event that we deci-, we look at maybe a Foreclosure Assistance Program, just very small funding. Rental 26 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 Assistance - there is...this is actually an established amount for relocation. We have a couple of complexes that we are currently re-, relocating or have...and that is primarily what the benefit is. Anytime we do anything that forces someone out, we have to relocate them. The Desert Rose Project - this is, basically, just to pay HOA fees and any improvements that we need to do when we acquire one. Affordable Housing Maintenance - that, actually, is where that fund is going to be moved in the event that we have to do any maintenance on the property. Multi -family Improvement - this is a program that was established for duplexes and triplexes. It has not been, there has not been any interest. We have a small amount scheduled for that in the event someone bu-, inquires about it. Acquired Unit Subsidies - this is, this line is for when we do buyer, buy a multi-family...property, in the event that we have to subsidize the rents down from market to affordable. We have established already from existing units that we have...that we have enough through the next year, but in 11-12, we will need additional funding. Workforce Housing Grant - is actually, we're hoping to be, completely expended by the end of this year, so...whatever is left will be carried over, but we anticipate the entire amount to be expended. Sagecrest Capital Improvement - this would be for the demolition of the property that's at the corner of San Pascual and Santa Rosa. Now Laguna Palms from 60 to, I think, 70 on this page, these are all, they're capital and replacement. These are actually the replacement expenses that were determined and looked at for all types of things. It would be hard for me to go into, these are HVAC systems, these are appliance replacements, these are all types of replacements, such as that that we've already identified. Carlos Ortega Villas - I do need to just make a comment. I believe...Paul is aware of this too. Carlos Ortega Villas - Capital, number 68, was, there's actually a typo. That should be 20 million. Is that correct, Paul? PSG Yes. JMM Okay. CF Janet, what happened to our Reserves that we were setting up for our Housing? JMM We have now received the final Replacement Reserve Plan from the...Associate Reserves. We are in the process of reviewing 'ern and comparing them to our actuals. There are some discrepancies with respect to that. We think, just based on initial review, it looks like they're being overzealous a little bit. But what we'd like to do is make a comparison, and we're going to go through it with the Finance Department - make a comparison of our actual expenditures over a period of time, what they're proposing, what their deposits are, and then look at that and come back and maybe look for direction with respect to...how much you feel is appropriate. CF Okay. Thank you. JMM Mmm-hmm. 27 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY Others (page 59) CF Okay, page 59. APRIL 26, 2010 FR Bus Shelters - I'm just continuing to work with...SunLine to get...some potential sites for the coming year. I'II move up. Just working with SunLine to get some potential sites for the coming year...waiting for them. So, hopefully, we'll have something maybe on the next Council, maybe, hopefully, sometime in May. I think they're waiting for their budget cycle so that they can...do their planning for the coming year, as well. So... RAS Where do we stand on making the ones...ADA compliant that don't have a...bench or a trash can? FR Mark and I are going to be meeting sometime this week to go over the infrastructure improvements so that we can start working on that aspect. RAS So is there money to do that (unclear)? FR Yes, we set aside...up to 50,000 for that, for the infrastructure improvements. (Unclear) CF Okay. RAS Council Chamber Renovation - what does that include? PSG I believe that's the one for the audio and potential vis-, the visual. RAS That's the one where the guy's gonna' put in speakers for us? PSG He'II have a sample one unit,... RAS And he's gonna' do it in here too? RDK Yes. RAS Okay. RAS We're not doing any Facade Program this year? MA Yes, we...are. We're just carrying over, oh, there's no carryover, but we are budgeting 300,000...for the next, each of the next five years. 28 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 RAS Oh, okay, I see. Thank you. Alessandro Alley - where do we stand on that? MA We're in final negotiations for two remaining properties...that have been challenging. The construction plans are complete, and we anticipate going out to bid this summer... RAS Oh, good. MA ...for a phase, for a portion of it. RAS Good. RSK (Unclear)...I was, I didn't know we jumped down that far, but, since you jumped down there, Alessand-, the Alessandro Alley's one thing, but also Alessandro itself...east of...San Pablo, they have a lot of area over there, and that's our downtown area, Highway 111. Do we have any plans for that? MA No, sir. RSK We oughtta' have some plans in the middle somewhere. That's a...downtown area with a whole buncha'... RAS You talkin' about where The Lock Shop is? RSK Yeah, from The Lock Shop east on Alessandro, lotta' aerial stuff in this downtown area, somethin' we haven't addressed before. RAS Don't we get so much a year, John, to do undergrounding? JMW We do... MG About 80,000 this year. JMW Most of that has been committed to other projects. MG Right. JMW But we do get, what is it Title 21 or... MG I'm not sure. There's Rule 20A and Rule 20B; but, as an example, $80,000 is enough to underground about four poles, so...we can do four poles a year. CF Yeah, at that rate. 29 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 RSK (Unclear). It was...set up 30 years, 30-some years ago, it was set up 30-some years ago, and $100,000... CF Was a lotta' money back then. RSK ...a lotta', whole lot more, that's 35 years ago. CF Yeah. RSK And that's the way it was set up 35 years ago. JMW We'll look at Alessandro east of San Pablo when, in an undergrounding. RAS Saks Fifth Avenue isn't going forward, is it? JM That's the...EI Paseo Village Project. RAS Oh, yeah, sure. JM For the assistance, for the sustainability improvements. RAS It says "Saks Fifth Avenue," and Saks Fifth Avenue is gonna' expand, and now they're not (unclear)... JM That part of it is not going forward... RAS Right. JM ...but, basically, this is somewhat misnamed, but that's what that's for. RAS Okay. CF And what's gonna' happen, the Children's Discov-, Discovery Museum? JM A number of...I guess about three years ago, Council, basically, made a commitment to the...Discovery Museum to provide assistance. And we're in the process of negotiating an agreement with them whereby, you know, they identify the purposes and the other sources of assistance, and then they bring in that agreement back to the...City Council for approval. RAS Isn't there an annual amount, like there is with Joslyn Cove Senior Center? JMB No. 30 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 JM No. This is a one-time capital, this is for, purely for capital, not for operations. JMB There should be, but there isn't. CF Okay, so we have money set aside for the artwork for Desert Willow, the Aquatic Center, El Paseo. So Underground Neighborhood - Project Area 4 has $13 million that it's carried over? JM Yes, ma'am. That's for the...current undergrounding project. It's going through design as we speak. CF Okay. JM I think the intent was once...we get the...hard estimates, take those to the community and determine if the community would like to do a petition...to move forward. CF Okay. Pretty much been through the Kitchen Expansion and Terrace Expansion, Overflow Parking. Entrada el [sic] Paseo. JM Just pretty much clean-up. CF And Property Acquisition - as it becomes available, perhaps? JM Yeah, hillside and other...potential acquisitions. CF El Paseo Revitalization - we're carrying over 4.5 million, roughly. Police Academy. RAS When we committed $2 million to Polic-, to COD for the naming of the Police Academy, which they haven't named "Palm Desert Police Academy." It's a Police Academy at COD at Palm Desert. I'd rather see it "Palm Desert Police Academy," personally. JMW I met with...Jerry Patton, and he's in the process of changing the signage on the building. RAS Good. Thank you. CF To the "Palm Desert Police Academy?" JMW "Palm Desert Police Academy." RAS Good. Now, we still owe them almost, wh-, a million...six hundred thousand? JMW Yes. RAS We pay that, what, every six months, Paul? 31 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 PSG I'm not sure what the agreement, Jus-, it's Justin worked out that agreement. JMW We've...paid them 400,000 so far, and we pay them... VT Five hundred thousand each year. JMW Five hundred thousand each year. VT (Unclear) RAS So we still owe 'em a million. VT They have another 400,000 comin' up this year, I'm sorry I said 500-, it's 400,000 a year for five years. RAS Oh, okay. CF Okay. Last page, 60. RAS Casey's Restaurant - what are we doin' with that money? MA This is just for design work that we're...continuing. We're also continuing negotiations with Casey's. RAS You see, do they still have it for sale or... MA No. Casey brought in...a partner, a business partner, and...he's still movin' forward. RAS So they're gonna' pay for it all (unclear)? MA I'm sorry? RAS They'll pay for their remodel? MA We're... gonna' work with them to...come up with...a way, a joint consideration project. But we'll...bring you back a status...the next...month or so. RAS Thanks. Underfunded In Year One - Or No Funding (page 60) CF Okay, so page 60 looks like, pretty much, a wish list? 32 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY APRIL 26, 2010 MG These are our either Unfunded or Underfunded Projects, so we're not making any progress on any of these. RAS I gotta' question for ya'. Maybe, I don't know, I guess Mark. I know the overhang belongs to the County, it doesn't belong to us up Highway 74, the...viewpoint. MG Vista Point, yes. RAS There's all kinds of graffiti up there. MG Yes. RAS Can we do anything about that? Can we get after the County? Can we charge the County? Can we fix it up? MG The Vista Point Lookout is actually the jurisdiction of Caltrans. We can certainly request them to do a better job. RAS Or say, "We'll take it over if you pay us for it?" (Laughter) CF We'll never see that, and we'll get an IOU. JMB And they'd let us have all the accidents that happen up there. CF Uh-huh. RAS Fact is, I think it looks terrible. People don't realize that it's in the County. They go up, they (unclear) Bighorn, they go up Highway 74, and they figure they're still in Palm Desert. CF It'd be cheaper to buy a sign, "Now entering County of Riverside." (Laughter) MG We could certainly meet with the Caltrans District Director and see if...they can make an improvement. RAS I'd be most appreciative. RSK What are you doin' up there, anyway? (Laughter) 33 MINUTES SPECIAL JOINT MEETING OF THE PALM DESERT CITY COUNCIL, PALM DESERT REDEVELOPMENT AGENCY, AND PALM DESERT HOUSING AUTHORITY RAS Sharon and I go up there every night. (Laughter) RAS How's that for an answer? (Laughter) CF Did you get that, K? KK I'm workin' on it! CF Yeah, K. (Laughter) APRIL 26, 2010 CF Okay, any other questions, then, for this segment? Okay, an hour and five minutes. Okay. So we're back on Friday at 1 p.m., and we'll take up on those few Public Works items, and jump right in. Thank you very much. V.
