CALL TO ORDER - 3:00 P.M. Chairman Finerty convened the meeting at 3:00 p.m. II. ROLL CALL Present: Member Jean M. Benson Vice Chairman Jim Ferguson Member Richard S. Kelly Member Robert A. Mendoza, Deputy City Clerk Upon a motion by Ferguson, second by Benson, and 5-0 vote of the Authority Board, Chairman Finerty adjourned the meeting to Closed Session of the City Council and Redevelopment Agency at 3:00 p.m. She reconvened the meeting at 4:00 p.m. MINUTES PALM DESERT HOUSING AUTHORITY MEETING FEBRUARY 11, 2010 III. CONSENT CALENDAR A. MINUTES of the Housing Authority Meeting of January 28, 2010. Rec: Approve as presented. B. REQUEST FOR APPROVAL of the Palm Desert "Statement of Investment Policy," As Amended (Joint Consideration with the Palm Desert City Council, Palm Desert Redevelopment Agency, and Palm Desert Financing Authority). Rec: By Minute Motion, adopt the Palm Desert "Statement of Investment Policy," as amended. Upon a motion by Ferguson, second by Spiegel, and 5-0 vote of the Authority Board, the Consent Calendar was approved as presented. IV. CONSENT ITEMS HELD OVER None V. RESOLUTIONS None VI. REPORTS, REMARKS, AND AUTHORITY BOARD ITEMS REQUIRING ACTION A. EXECUTIVE DIRECTOR None B. AUTHORITY COUNSEL None C. CHAIRMAN AND MEMBERS OF THE AUTHORITY None XI. ORAL COMMUNICATIONS - C MR. URI KOHEN, Joni Drive, Palm Desert, said he was proud to be a member of the community since 1977. He addressed the City Council regarding his dissatisfaction with the Police Department for its response to his numerous complaints about an individual he'd been having trouble with in the community who did not possess either a California Drivers License or vehicle insurance, among other issues and that person's risky behavior that could pose a danger to all. Police told him they could not do anything about it. Therefore, he went to the Mayor, who connected him with Lt. Shouse, but his advice was that it was a personal matter, the only remedy available was a restraining order. The person then threw paint on his commercial building on Joni Drive, which the City came and cleaned up, and he made another report against the individual. Again, Police said the only thing that could be done was to issue a restraining order, but he could not do that; because after just this afternoon speaking with a judge at the Immigration Department, he was told the offending party has a right to a hearing, which he didn't understand. He asked both the City and the Police Department put a stop to this person doing any further harm, especially after causing a significant traffic accident in the not -too - distant past, where he was again cited for having no insurance or Drivers License. Further, he noted that the person he was referring to lives in the vicinity of Palm Desert High School, and he feared for the safety of students traveling to and from school there. Mr. Wohlmuth offered to set up a meeting between himself, Mr. Kohen, and the Police Lieutenant to discuss the law and what Police can and can't do. He noted, however, that the City Council had no jurisdiction over the Drivers License. MR. KOHEN said he would participate in whatever it takes to assist in this issue that he's been fighting for a year and a half, emphasizing that everyone should have to 3 MINUTES PALM DESERT HOUSING AUTHORITY MEETING FEBRUARY 11, 2010 abide by the law. He added that he'd left several messages with the Police but never received a return call and was told it was because of budget issues. XII.
