PALM DESERT HOUSING AUTHORITY MEETING

I. CALL TO ORDER - 3:00 P.M.

Upon a motion by Kroonen, second by Benson, and 4-0 vote of the Authority Board,
with Finerty ABSENT, Chairman Spiegel adjourned the meeting to Closed Session of the
City Council at 3:02 p.m. He reconvened the meeting at 4:00 p.m.

III. CONSENT CALENDAR
A. MINUTES of the Housing Authority Meeting of March 8, 2012.
Rec: Approve as presented.
B. CLAIMS AND DEMANDS AGAINST THE AUTHORITY TREASURY -
Warrant Nos. 200-Housing, 206-Housing, 201 HA, and 207HA.
Rec: Approve as presented.
C. HOUSING COMMISSION MINUTES for the Meeting of February 8, 2012.
Rec: Receive and file.

D. REQUEST FOR APPROVAL of Contract with White Nelson Diehl Evans LLP
to Perform a Special Audit of the Palm Desert Redevelopment Agency and
Palm Desert Housing Authority for the Period Ended January 31, 2012
(Contract No. C27540A) (Joint Consideration with the Successor Agency
to the Palm Desert Redevelopment Agency).
Rec: By Minute Motion, approve the subject contract with White Nelson
Diehl Evans LLP, Irvine, California, to perform a Special Audit of the
Palm Desert Redevelopment Agency and Palm Desert Housing
Authority for the period ended January 31, 2012.
Upon a motion by Finerty, second by Benson, and 5-0 vote of the Authority Board,
the Consent Calendar was approved as presented.

Responding to question relating to Consent Calendar Item D, Mr. Wohlmuth
stated White Nelson Diehl Evans has been the City's auditor for the past four
years. This particular audit is on the former Redevelopment Agency as a
requirement placed by the County and the State Department of Finance.
The City has worked with this firm because it is familiar with AB 1 X 26, which
has many interpretations. He said this was a specialized field, and he would
feel uncomfortable conducting a Request for Proposal (RFP) for these
services; therefore, staff recommended using this firm for this audit.
Mr. Gibson added staff will leave it at the direction of the President of the
Corporation to execute the contract, because the Los Angeles County
indicated they had discussions with the State, and the State has stated it
may not be required. He said the Executive Director will decide on whether
to go forward with the audit depending on what the States decides.

Mayor/Chair Spiegel noted the question came up as to why the City was
using a vendor from out of town.
Mr. Gibson responded this was a very specialized audit relating to
Redevelopment.

VI. NEW BUSINESS
A. REQUEST FOR AWARD OF CONTRACT TO RELIABLE TREE CARE IN
THE AMOUNT OF $71,407.80 FOR THE CITYWIDE PALM TREE
PRUNING PROGRAM (CONTRACT NO. C31400, PROJECT NO. 931-12)
(JOINT CONSIDERATION WITH THE PALM DESERT CITY COUNCIL).
Councilmember/Member Finerty moved to, by Minute Motion: 1) Waive minor
irregularity and award subject contract for the Citywide Palm Tree Pruning Program to
Reliable Tree Care, Coachella, California, in the total amount of $71,407.80 (City -
$63,782.40; Housing Authority - $7,625.40); 2) authorize the Director of Finance to set
aside an additional 10% contingency for the contract in the total amount of $7,140.78 (City
- $6,378.24; Housing Authority - $762.54); 3) authorize the Mayor/Chairman to execute the
contract — funds are available for portion of the contract relative to the City and
Assessment Districts in Parks and Recreation Account Nos. 110-4610-453-3320,
110-4611-453-3320, and 110-4611-453-3371; Repair/Maintenance Medians Account
No. 110-4614-453-3370, and Assessment District Fund 200 Accounts; and for the Housing
Authority, funds are set aside in the 2011-2012 Housing Authority Operating Budget.
Motion was seconded by Kroonen and carried by a 5-0 vote.
