Rec: Approve as presented. C. HOUSING COMMISSION MINUTES forthe Meeting of September 10, 2014. Rec: Receive and file. D. REQUEST FOR AUTHORIZATION for Property Management Firm RPM Company to Enter Into a Lease Agreement with WASH Multi -family Laundry Systems in Order to Provide Laundry Services to Certain Housing Authority Properties (Contract No. HA34000). Rec: By Minute Motion, authorize RPM Company to enter into a Lease Agreement with WASH Multi -family Laundry Systems, LLC, (WASH) in order to provide laundry services to the Housing Authority Properties known as Las Serenas and Califomia Villas. Upon a motion by Spiegel, second by Hamik, and 5-0 vote of the Authority Board (AYES: Benson, Hamik, Spiegel, Weber, and Tanner; NOES: None), the Consent Calendar was approved as presented. VI. CONSENT ITEMS HELD OVER None 2 MINUTES PALM DESERT HOUSING AUTHORITY MEETING NOVEMBER 13, 2014 VII. RESOLUTIONS None VIII. NEW BUSINESS A. REQUEST FOR APPROVAL OF A HOUSING PROGRAM BUY -DOWN HOUSING BOND PROCEEDS FUNDING AGREEMENT BETWEEN THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY AND THE PALM DESERT HOUSING AUTHORITY, AND TAKING CERTAIN RELATED ACTIONS (CONTRACT NO. HA33980) (JOINT CONSIDERATION WITH THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY). Ms. Moore stated the proposed Resolution is for approval of a Reimbursement Agreement for buy -down subsidies. She pointed out the Agency already had some existing agreements that have the ability to buy down a subsidy for additional units for affordability, but this information was left out of the staff report and it should have been included. However, in order for the Housing Authority to be reimbursed, should the Agency choose to do so, a Reimbursement Agreement will be needed from the Successor Agency. She said there were funds available or set aside in the bond funds that were issued in 2007 for this purpose. Director/Member Spiegel moved to: 1) Waive further reading and adopt Resolution Nos. SA -RDA 039 and HA - 68, approving the execution of a Housing Program Buy -down Subsidy Bond Proceeds Funding Agreement between the Successor Agency to the Palm Desert Redevelopment Agency and the Palm Desert Housing Authority, and taking certain related actions; 2) By Minute Motion, approve of and authorize the Chair/Chairman to execute the Housing Program Buy -down Subsidy Bond Proceeds Funding Agreement. Motion was seconded by Hamik and carried by a 5-0 vote (AYES: Benson, Hamik, Spiegel, Weber, and Tanner; NOES: None). IX. CONTINUED BUSINESS None X. OLD BUSINESS None 3 MINUTES PALM DESERT HOUSING AUTHORITY MEETING NOVEMBER 13, 2014 XI. PUBLIC HEARINGS A. REQUEST FOR APPROVAL OF ACTIONS RELATED TO THE CONVEYANCE OF TWO SINGLE-FAMILY LOTS, KNOWN AS A.P.N.s 627-092-050 and 627-092-054, TO HABITAT FOR HUMANITY OF THE COACHELLA VALLEY, INC., PURSUANT TO CALIFORNIA HEALTH AND SAFETY CODE SECTION 33433©. Ms. Moore stated that in October 2010 the former Redevelopment Agency authorized the transfer of the subject properties to Habitat for Humanity. However, there was a situation in early 2011 when the Govemor decided to eliminate Redevelopment and staff was unable to finalize those agreements. In late 2012, approval was obtained to transfer the properties to the Housing Authority, as such, the proposed actions need to take place in order for the Housing Authority to donate the properties. As an update and clarification, she informed the Council that Habitat for Humanity will work with the County and at least one of the properties will be designated for a veteran that is disabled. The disability is still being determined to the extent of those adjustments, which will depend on the veteran. She spoke with Veteran's Affairs in October confirming their assistance with identifying the veteran. Therefore, both Tots could be designated for veterans, but at least one is confirmed. Chairman Tanner declared the public hearing open and invited public testimony FAVORING or OPPOSING this matter. MR. PATRICK SWARTHOUT, President of Habitat for Humanities of the Coachella Valley, stated he has been working with City staff and they've done an incredible job to try to get this done. He shared that in 2011 they built three homes in Indio, but during that Redevelopment debacle, they ended up with homes that didn't have title and the homes just sat there. Therefore, until the property is in their name they will not go out to find veterans for the homes. However, they are moving forward by working with an architect that will design one home for a handicap veteran and the other home may not. He noted there are a lot of Posttraumatic Stress Disorder (PTSD) folks out there that need homes as well, in fact, one recently had passed away. He said they have already raised funds, so they have a construction fund to start the construction, but again, until the title is in their name, they can't move forward. Member Spiegel asked if the homes will be built in 24 hours. MR. SWARTHOUT answered no, stating they want the paint to dry on the walls before anyone moved in. He reiterated an architect will design one of the homes that is somewhat generic for a handicap individual, because if this 4 MINUTES PALM DESERT HOUSING AUTHORITY MEETING NOVEMBER 13, 2014 particular veteran relocated, Habitat wants to be able to put another handicap veteran in there. He said the Board didn't want the home so specialized that it wouldn't adapt for someone else. Chairman Tanner inquired about the three homes in Indio. MR. SWARTHOUT replied the homes are occupied, and they are just now closing escrow on one of them that was under Redevelopment. He said they have four other lots they're trying to close as well because of the Redevelopment mess. With no further testimony offered, Chairman Tanner closed the public hearing. Member Spiegel moved to: 1) Waive further reading and adopt Resolution No. HA - 69, pursuant to California Health and Safety Code Section 33433(c), approving the conveyance of the property to Habitat, pursuant to a Disposition and Development Agreement between the Authority and Habitat, substantially as to form; 2) by Minute Motion, approve two, deferred -payment Trust Deeds in favor of the Authority in amounts corresponding to a recent appraisal, based on lot square footage, for the donation values; 3) by Minute Motion, authorize the Executive Director and/or Chairman to take any action deemed necessary for the purpose of effectuating the lot donation and/or transfer of property, as prescribed in the Agreement. Motion was seconded by Benson and carried by a 5-0 vote (AYES: Benson, Harnik, Spiegel, Weber, and Tanner; NOES: None). Mr. Wohlmuth added he spoke with Rob Fields, the Deputy CAO of Riverside County on Monday, and asked that the Wounded Warrior Project not be brought to the City a week before the National Date Festival this year. He encouraged him to start working with Habitat for Humanity earlier so that everything can be done in time. He said the County is looking forward to having Gary Sinise at the Date Festival and the Wounded Warrior Project that Mr. Sinise heads up. Therefore, the possibility of doing it right this year, along with the County, Habitat, and City staff, is looking a lot brighter. XII .
