CALL TO ORDER - 3:00 P.M. Vice Chairman Harnik convened the meeting at 3:00 p.m. II. ROLL CALL Present: Vice Chairman Jan C. Harnik Member Sabby Jonathan Member Van G. Mendoza, Deputy City Clerk MINUTES PALM DESERT HOUSING AUTHORITY MEETING SEPTEMBER 22, 2016 With Authority Board concurrence, Vice Chairman Hamik adjourned the meeting to Closed Session of the City Council at 3:01 p.m. He reconvened the meeting at 4:00 p.m. III. ADJOURN TO CLOSED SESSION Request for Closed Session: None IV. RECONVENE REGULAR MEETING - 4:00 P.M. A. REPORT ON ACTION FROM CLOSED SESSION. None V. CONSENT CALENDAR A. MINUTES of the Housing Authority Meeting of August 25, 2016. Rec: Approve as presented. B. CLAIMS AND DEMANDS AGAINST THE CITY/HOUSING TREASURIES - Warrants Dated 8/26/2016 and 9/2/2016 (Joint Consideration with the Palm Desert City Council). Rec: Approve as presented. C. HOUSING COMMISSION MINUTES for the Meeting of July 13, 2016. Rec: Receive and file. D. REQUEST FOR APPROVAL of the Use of the Multifamily Energy Efficiency Rebate Program Through Southern California Edison for the Purpose of Providing Energy -Saving Products at the Housing Authority's Affordable Housing Rental Properties. Rec: By Minute Motion: 1) Approve use of the Multifamily Energy Efficiency Rebate Program, coordinated through Southem California Edison, for the purpose of providing energy -saving products at the Housing Authority's Affordable Housing Rental Properties; 2) authorize expenditure of the co -pays (of approximately $20 to $150 per product) to an SCE -approved contractor in an amount not to exceed $45,000, plus 10% contingency in an amount not to exceed $4,000 for permit fees and any ancillary charges due to unforeseen changes (i.e., electrical upgrades), if necessary, from the Replacement Reserve 2 MINUTES PALM DESERT HOUSING AUTHORITY MEETING SEPTEMBER 22, 2016 Accounts for the respective properties; 3) authorize the Housing Authority's Property Manager, RPM Company, to authorize the work and execute documents necessary to facilitate the installation — monies are available in the Housing Authority's individual property's Replacement Reserve Budget. Member Jonathan noted that undertaking this rebate program will provide an annual savings of $91,000. It was another example of the good work and diligence that staff does. Upon a motion by Tanner, second by Weber, and 4-0 vote of the Authority Board (AYES: Jonathan, Tanner, Weber, and Hamik; NOES: None; ABSENT: Spiegel), the Consent Calendar was approved as presented.
