HomeMy WebLinkAbout2018-06-26MINUTES ADJOURNED SPECIAL MEETING OF THE OVERSIGHT BOARD OF THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY TUESDAY, JUNE 26, 2018 — 1:00 P.M. NORTH WING CONFERENCE ROOM - PALM DESERT CIVIC CENTER 73-510 FRED WARING DRIVE, PALM DESERT, CALIFORNIA 92260 This Oversight Board has been created pursuant to § 34161 through 34190 of the Health and Safety Code for the sole purpose of overseeing the actions of the Successor Agency to the Palm Desert Redevelopment Agency. In accordance with Health and Safety Code § 34179(h), all Oversight Board actions shall not be effective for five (5) business days, pending a request for review by the State Department of Finance ("Department"). In the event that the Department requests a review of a given Oversight Board action, it shall have 40 days from the date of its request to approve the Oversight Board action or return it to the Oversight Board for reconsideration, and such Oversight Board action shall not be effective until approved by the Department. In the event that the Department returns the Oversight Board action to the Oversight Board for reconsideration, the Oversight Board shall resubmit the modified action for Department approval, and the modified Oversight Board action shall not become effective until approved by the Department. I. CALL TO ORDER Chair Weber convened the meeting at 1:00 p.m. II. [current Mayor Pro Tem], City of Palm Desert) Absent: Member Anthony Bianco (representing Coachella Valley Water District) Member Ken Stendell (representing Fourth District, Riverside County) Also Present: Martin Alvarez, Director of Economic Development Janet M. ORAL COMMUNICATIONS None MINUTES ADJOURNED SPECIAL MEETING OF THE OVERSIGHT BOARD OF THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY IV. APPROVAL OF MINUTES JUNE 26, 2018 A. MINUTES of the June 4, 2018, Regular Meeting of the Oversight Board of the Successor Agency to the Palm Desert Redevelopment Agency. Member Jonathan moved to waive further reading and adopt Resolution No. OB - 181, approving Minutes of the June 4, 2018, Regular Meeting of the Oversight Board of the Successor Agency to the Palm Desert Redevelopment Agency. Motion was seconded by Vice Chair McCormick and carried by 5-0 vote (AYES: Jonathan, McCormick, Rodriguez, Wilson, and Weber; NOES: None; ABSENT: Bianco and Stendell). V. NEW BUSINESS A. ACTIONS/MINUTES OF THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY. Member Rodriguez moved to waive further reading and adopt Resolution No. OB - 182, receiving and filing Minutes of the Successor Agency to the Palm Desert Redevelopment Agency Meeting of May 10, 2018. Motion was seconded by Vice Chair McCormick and carried by 5-0 vote (AYES: Jonathan, McCormick, Rodriguez, Wilson, and Weber; NOES: None; ABSENT: Bianco and Stendell). B. REQUEST FOR APPROVAL OF A PURCHASE AND SALE AGREEMENT WITH DESERT WAVE VENTURES, LLC (DWV), TO SELL SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY'S (SARDA) PROPERTY LOCATED AT THE NORTH END OF DESERT WILLOW DRIVE, ALSO KNOWN AS PROPERTY NO. 12(b) (APN 620-420-023) ON THE LONG-RANGE PROPERTY MANAGEMENT PLAN (LRPMP) (CONTRACT NO. SA37160). Staff provided a an overview of the printed staff report, highlighted deal points of the proposed Purchase and Sale Agreement, and answered questions. Vice Chair McCormick moved to waive further reading and adopt Resolution No. OB - 183, authorizing execution of a Purchase and Sale Agreement with Desert Wave Ventures, LLC, to sell SARDA's property located at the north end of Desert Willow Drive, Palm Desert (APN 620-420-023), Property No. 12(b), on the Long -Range Property Management Plan, and taking related actions, as cited in the Purchase and Sale Agreement. Motion was seconded by Member Jonathan and carried by 5-0 vote (AYES: Jonathan, McCormick, Rodriguez, Wilson, and Weber; NOES: None; ABSENT: Bianco and Stendell). 2 MINUTES ADJOURNED SPECIAL MEETING OF THE OVERSIGHT BOARD OF THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY VI. CHAIR JUNE 26, 2018 Today being the very last meeting of the Palm Desert Oversight Board, Chair Weber extended sincere gratitude to Board Members for their service to the City and its Successor Agency, and to the taxing entities that they represented in this process.
