A. MINUTES of the Adjourned Meeting of the Riverside County Palm Desert
Financing Authority Meeting of October 8, 2003.
Rec: Approve as presented.
Upon a motion by Vice President Wilson, second by Commissioner O'Connor, and
3-0-1 vote of the Authority Board, with Mayor Pro Tem/RDA Vice Chairman Spiegel
ABSTAINING, the Consent Calendar was approved as presented.

VI. NEW BUSINESS
DECEMBER 1, 2003
A. REQUEST FOR AUTHORIZATION TO SOLICIT PUBLIC BIDS FOR THE
COACHELLA VALLEY ANIMAL CAMPUS AND OFFSITE STREET
IMPROVEMENTS.
Authority Board Members were provided with current renderings of the
Animal Campus, and Mayor Pro Tem/RDA Vice Chairman Spiegel asked
how the allocation of space was determined.
Mr. Conlon responded that project architect WLC Architects had designed
and assisted with construction of two other recently built animal shelters. He
noted that it was a newly adopted budget for the Animal Campus due to the
two additional cities agreeing to participate and designing additional space
for their respective animal populations. He went on to respond that the
Animal Campus Commission, made up of all the participating organizations,
appointed a design subcommittee comprised of: the architect, Riverside
County Community Health Agency's Director of Animal Services
Janis McLaughlin and its Director of Internal Support Services Patti Polly,
Riverside County Facilities Services Manager Jim Leghorn, and
Cathedral City Police Captain John Holcomb, who all worked on the project
layout and arrangements. The design subcommittee provided periodic
updates to the Animal Campus Commission, which subsequently approved
the design recommendation. Further responding to comment on the space
allocation for dogs and cats, he advised that cats have a much lower space
need requirement than dogs. The cats will be housed in a cattery, equipped
with a sufficient number of rollout stainless steel cages (approximately 84),
to be located across from the puppy room. He added that the design
subcommittee would meet once more on the final sets of plans, following
their approval by the Riverside County Building and Safety Department
around December 20, and prior to going to bid. Once the project is
complete, Animal Campus Commission Meetings will be held in the
conference room there. He commented that the architect had learned
valuable lessons from designing both the Rancho Cucamonga and
Moreno Valley shelters; therefore, the Coachella Valley Animal Campus
would be utilizing specially formulated concrete combined with a three -step
polymer epoxy flooring that will inhibit odors. Additionally, he responded that
Animal Samaritans would be providing the Campus veterinary services.
Palm Desert Mayor Pro Tem/RDA Vice Chairman Spiegel moved to, by Minute
Motion: 1) Authorize the Secretary to publish a request for public bids on Contract
No. RCPDFA 22130 for the Coachella Valley Animal Campus; 2) authorize the Secretary
to publish a request for public bids on Contract No. RCPDFA 22140 for the Coachella
Valley Animal Campus Offsite Street Improvements. Motion was seconded by Vice
President Wilson and carried by a 4-0 vote.

C. BOND FINANCING UPDATE ON THE COACHELLA VALLEY ANIMAL
CAMPUS.
Commissioner Ortega noted that the previous pricing schedule had been
delayed while seismic information was obtained by the County and a transfer
of land occurred between the County and its Redevelopment Agency; both
items are now completed. He said the new schedule was to price on
December 3 and close on December 18.
Mr. Strausz affirmed that the bond issue was ready to go.

Xl. REPORTS AND REMARKS
Commissioner O'Connor commented that the land transfer was approved by the
Board of Supervisors at last Tuesday's meeting.
