NORTH WING CONFERENCE ROOM — PALM DESERT CIVIC CENTER 73-510 FRED WARING DRIVE, PALM DESERT, CALIFORNIA 92260 I. CALL TO ORDER President Spiegel convened the meeting at 8:34 a.m. II. CONSENT CALENDAR A. MINUTES of the Adjourned Meeting of the Riverside County Palm Desert Financing Authority (RCPDFA) of March 12, 2004. Rec: Approve as presented. Upon a motion by Vice President Wilson, second by Commissioner O'Connor, and 4-0 vote of the Authority Board, the Consent Calendar was approved as presented. V. CONSENT ITEMS HELD OVER None MINUTES SPECIAL MEETING OF THE RIVERSIDE COUNTY PALM DESERT FINANCING AUTHORITY VI. NEW BUSINESS APRIL 5, 2004 A. APPROVAL AND AWARD OF CONTRACT WITH EARTH SYSTEMS SOUTHWEST (BERMUDA DUNES, CA) FOR SPECIAL INSPECTION AND MATERIAL TESTING SERVICES REGARDING THE COACHELLAVALLEY ANIMAL CAMPUS. Mr. Conlon stated that the Uniform Building Code required the project owner (the Authority) to employ a special inspector to look at various building components. He said in the past, the City of Palm Desert had utilized Earth Systems Southwest for various projects, and it was also the soils engineer of record on this project. He noted that the City had been quite pleased with the contractor's very meticulous and thorough work; therefore, the firm was being recommended for the subject special inspection services. He said the firm would primarily be looking at grading, compaction reports, concrete strength sampling, masonry construction, and testing of the forming components (rebar). Responding to question, Mr. Conlon went on to comment that there was a preconstruction meeting planned later this week with the general contractor, mobilization to begin in the next two weeks. He said the plan was still for completion the mid to late December with January move -in. Vice President Wilson moved to, by Minute Motion: 1) Approve Contract No. RCPDFA 22550 with Earth Systems Southwest, Bermuda Dunes, California, in the amount of $41,211 for special inspection of soils compaction and materials testing services at the Coachella Valley Animal Campus; 2) authorize the Authority Treasurer to appropriate $41,211 from the unencumbered bond revenues for said contract. Motion was seconded by Commissioner O'Connor and carried by a 4-0 vote. VII. CONTINUED BUSINESS None VIII. OLD BUSINESS None 2 MINUTES SPECIAL MEETING OF THE RIVERSIDE COUNTY PALM DESERT FINANCING AUTHORITY XI. REPORTS AND REMARKS APRIL 5, 2004 A. Animal Campus Furniture — Commissioner O'Connor commented that since it was determined after the last meeting that the furniture budget may come up short, staff has been out looking for surplus furniture in both County and City offices. He said they now feel confident they can obtain a great deal of the needed items from surplus. B. Animal Campus Proiect Fee Waiver — Commissioner O'Connor further commented that in order to avoid any overruns of the budget, staff would be preparing and, with SupervisorNice President Wilson's direction, submitting a formal request for waiver of building fees and certain other ancillary project fees to the Board of Supervisors. Mr. Conlon added that at its next meeting, the Financing Authority Board would consider and take action on submitting such a formal request to the Board of Supervisors. X. ADJOURNMENT Upon a motion by Vice President Wilson, second by President Spiegel and 4-0 vote of the Authority Board, President Spiegel adjourned the meeting at 8:38 a.m. ATTEST: RACH LLE D.
