NORTH WING CONFERENCE ROOM - PALM DESERT CIVIC CENTER 73-510 FRED WARING DRIVE, PALM DESERT, CALIFORNIA 92260 I. CALL TO ORDER President Benson convened the meeting at 1:35 p.m. II. ROLL CALL Present: Commissioner Dan Martinez (Alternate) Commissioner Carlos Ortega Vice President S. Roy Wilson President Jean M. Benson Excused Absence: Commissioner Bill Luna Also Present: Justin McCarthy, ACM for Redevelopment, City of Palm Desert Paul S. Gibson, Director of Finance/City Treasurer/Authority Treasurer Rachelle D. Klassen, Secretary III. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR A. MINUTES of the Adjourned Regular Riverside County Palm Desert Financing Authority Meeting of October 24, 2008. Rec: Approve as presented. On a motion by Wilson, second by Benson, and 4-0 vote of the Authority Commission Board, the Consent Calendar was approved as presented. V. CONSENT ITEMS HELD OVER None MINUTES ADJOURNED REGULAR MEETING OF THE RIVERSIDE COUNTY PALM DESERT FINANCING AUTHORITY VI. NEW BUSINESS DECEMBER 8, 2008 A. RESOLUTION NO. RCPDFA 6 — A RESOLUTION OF THE RIVERSIDE COUNTY PALM DESERT FINANCING AUTHORITY, AUTHORIZING THE INVESTMENT OF MONIES IN THE LOCAL AGENCY INVESTMENT FUND OF THE STATE OF CALIFORNIA. Commissioners noted that the Authority had sold some bonds; and in order to have another option for investing their proceeds (LAIF), a resolution of the Authority Commission Board was required. Vice President Wilson moved to waive further reading and adopt Resolution No. RCPDFA 6. Motion was seconded by Ortega and carried by 4-0 vote. VII. CONTINUED BUSINESS None VIII. OLD BUSINESS None XI. REPORTS AND REMARKS A. PRESIDENT President Benson commented that this would be her last meeting to preside over the Authority, as she would be stepping down from the position of Mayor of the City of Palm Desert later this week. She was pleased to have served while the various achievements were accomplished this year. B. VICE PRESIDENT Responding to question about the successful bidder for the new Sheriffs Station being built in Palm Desert, Vice President Wilson said the County awarded the contract to the low bidder; however, the second lowest was now suing over it. Commissioner Martinez added that the second lowest bidder would have to go to court to prove his case; but the County was moving forward, as the project was far too important to wait for any potential proceedings. If they come to pass, they will be dealt with accordingly. 2 MINUTES ADJOURNED REGULAR MEETING OF THE RIVERSIDE COUNTY PALM DESERT FINANCING AUTHORITY C. MEMBERS OF THE AUTHORITY DECEMBER 8, 2008 Responding to Commissioner Ortega's question about where the bond proceeds were being held currently, Commissioner Martinez answered that they were being held by the Trustee, Wells Fargo.
