PALM DESERT REDEVELOPMENT AGENCY
JANUARY 6, 1976
CITY HALL COUNCIL CHAMBERS
I. CALL TO ORDER
Chairman Clark called the meeting of the Redevelopment
Agency to order at 7:00 p.m.

III. MINUTES
Member Benson moved and Member Aston seconded that the
minutes of the December 18, 1975, meeting be approved as presented.
Motion carried unanimously.
IV. OLD BUSINESS
A. CONTRACT FOR THE CONSTRUCTION OF LANDSCAPING, PAVING,
AND LIGHTING IMPROVEMENTS ON EL PASEO BETWEEN PORTOLA
AND SAN LUIS REY.
Mr. Hurlburt stated that the bids had come in higher
than anticipated and that only one bid, in fact, had
been received for $34,560. This was was from the
Little Grass Shack. He continued explaining that
through some reductions which Staff thought logical
and acceptable, a project cost of $20,260 was being
recommended. Mr. Hurlburt pointed out that $18,500
had been budgeted for this particular project and
that we were a little less than $2,000 short.
Chairman Clark asked why the bid had come in 90% higher
than what was estimated.
Mr. Hurlburt stated that the original project was esti-
mated at $18,500 but that as a final consideration at a
Study Session, Council had decided to include one cross-
walk. Mr. Buccino's original estimate for the crosswalk
was $5,000-$10,000, but because of the requirement for
stamped textured concrete, the bid had been $13,000.
Mr. Hurlburt asked Mr. Williams to outline the alternates
suggested to reduce the cost which Mr. Williams did.

Member Brush requested that Mr. Buccino outline the
proposal presented. Mr. Buccino pointed out that
originally the estimated project was $18,500 not
including the pedestrian crosswalk. He pointed out
that what the Agency should be concerned with is the
$18,500 for the irrigation, planting, and lighting. of
the median strip.
Discussion followed as to what type of trees would be
planted, what type of irrigation system would be in-
stalled, etc. Member Brush questionned the bid from
the Little Grass Shack asking why no other contractors
had submitted bids. Mr. Hurlburt pointed out that the
bid had been advertised in the Desert Sun and the Palm
Desert Post. He stated that Mike Buccino had personally
telephoned 5 contractors about the bidding but felt they
had been reluctant to bid because of the concrete work.
Member Brush asked if the bids might have been different
if the concrete work had not been included and Mr.
Buccino responded that they probably would have been
and that more contractors would have bid the job.
Mr. Hurlburt pointed out that 8 contractors had taken
plans out which indicated that the bidding received
good coverage but that only one had submitted a bid.
Member Clark stated that he felt that the time element
had had an effect on the bidding and that the inclusion
of the concrete work had definitely affected it. He
suggested that the two bids might be split.
Member Aston moved and Member McPherson seconded to refuse the
bid from the Little Grass Shack. Motion carried unanimously.
Member Aston moved to break the contract into two parts and
remove the time restrictions and state "as soon as feasible". Member
Benson seconded the motion. The motion carried unanimously.
V. ADJOURNMENT
Member Aston moved and Member Benson seconded that the meeting
be adjourned. Carried unanimously. Chairman Clark declared the
meeting adjourned at 8:10 p.m.
